Book excerpt: "The Navy Enterprise has evolved over the past decade to achieve various objectives from improving efficiencies through lean, six-sigma efforts to producing the workforce of the future. This evaluation of the participation of organizations within the Navy Enterprise in the Planning, Programming, Budgeting and Execution (PPBE) system (1) identifies and describes the current participation of Navy Enterprise organizations in PPBE and (2) identifies and assesses potential alternatives for Navy Enterprise participation. RAND analysts evaluated available documentation and conducted extensive interviews with nearly twenty senior leaders throughout the Navy. The biggest benefit of the Navy Enterprise construct from a PPBE perspective has been the increased communication between resource sponsors, providers, and warfighters, which has helped the Navy to better assess the cost and risk trade-offs of resource-allocation decisions. However, the additional workload borne by the enterprises and additional complexity brought into the PPBE process could be greater than the benefit."--Publisher's website

This book was released on 2011-11-17 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Available in PDF, EPUB and Kindle. Book excerpt: Awareness of the leadership traits exhibited by Admiral Farragut in his famous order: “Damn the torpedoes! Full speed ahead!” can make any manager afloat or ashore more successful. Alec Fraser’s experience as a Navy captain and the president of a division of Turner Broadcasting has taught him that leadership ashore can be modeled after centuries of leadership at sea. In Damn the Torpedoes! Fraser utilizes his own experiences in the U.S. Navy and the corporate world to illustrate this concept. Within the first sixty seconds of his induction to the U.S. Naval Academy, Midshipman Fraser was posed with a question to which he answered, “I don’t know.” This quickly proved to be an unacceptable answer in the Navy, regardless of the question. While doing the requisite push-ups that followed, he learned that there were only four ways to respond to a question or an order: “No excuse, sir,” “I’ll find out, sir,” “Yes/no sir,” and “Aye-aye, sir.” From these four responses Fraser learned the four key concepts to being an effective leader afloat or ashore: accountability, thinking ahead, ethics, and motivation. Damn the Torpedoes! offers concrete advice for leading in the work place—giving step-by-step recommendations to encourage readers into adopting this different way of approaching leadership. Providing a fresh and unconventional perspective, Captain Fraser gives personal and historic examples about the leadership traits of ship captains and suggests how leaders in any organization may adapt them to make their careers and businesses successful. According to Fraser, these four key leadership concepts are the basic principles necessary to prevent organizational chaos best summed up by a Wall Street Journal editorial on leadership at sea and ashore: “When men lose confidence and trust in those who lead, order disintegrates into chaos and purposeful ships into uncontrollable derelicts.”

Book excerpt: Faced with the choice of starting a company or joining a large corporation, Steve Jobs believed that it was 'more fun to be a pirate than to join the navy'. But for innovators inside established companies, making a distinction between being a pirate and joining the navy is a fallacy. We have to figure out a way to become pirates in the navy! There is nothing harder in business than trying to innovate within large corporations. Innovators in big companies often face internal opposition as well as their external competitors. It is the management of the core business that tends to get in the way of innovation. Most intrapreneurs recognise that innovation can’t be carried out as a series of one-off projects that always have to jump through political hurdles. They realise that there is a need for innovation to happen as a repeatable process. But how can they achieve this? This is a step-by-step guide to getting continuous innovation done in companies and reshaping them in the process. It is for anyone involved in corporate innovation and driving company change.

Book excerpt: In an increasingly constrained resource environment, the enterprise approach was introduced in the U.S. Navy to empower stakeholders across multiple commands to take a holistic view of objectives and processes and become unified to achieve required output with greater efficiency. As a member of the Navy Provider Enterprise, Naval Supply Systems Command (NAVSUP) is responsible for providing services, equipment and other resources to the Warfare Enterprises with focus of future readiness at minimal cost. This book focuses on enterprise practices within NAVSUP. It analyzes how NAVSUP Enterprise was implemented and designed to function within the Navy Provider Enterprise construct. This project also describes NAVSUP's execution of the organizational change process and analyzes to what extent change is occurring. The results of this book reveal that the NAVSUP Provider Enterprise is achieving positive organizational change through the implementation of collaborative enterprise management practices. The book reveals some identifiable organizational challenges and change issues that inhibit the achievement of NAVSUP Provider Enterprise goals. These findings are used to develop and present a series of recommendations to assist the leadership to further align NAVSUP Provider Enterprise actions with the change objectives.

One key to effectively modernizing DoD¿s systems environment and satisfying relevant legislative requirements is ensuring that business system investments comply with an enterprisewide strategic blueprint, commonly called an enterprise architecture. For DoD¿s business systems modernization, it is developing and using a federated Business Enterprise Architecture (BEA), which is a coherent family of parent and subsidiary architectures. This report determines whether key Dept. of the Navy business systems modernization programs comply with DoD¿s federated BEA. Charts and tables.

Book excerpt: Insights into significant events of the twentieth century are provided in this memoir by Paul Ignatius, a former secretary of the Navy and past president of The Washington Post who participated in many of the events described. The Great Depression of the 1930s, World War II, the Cold War, the Korean War, and Vietnam are recalled from the author's perspectives, first as a teenager in the 1930s, then as a naval officer in the 1940s, a defense department consultant in the 1950s, and a Pentagon official for eight years in the 1960s. There are new details on Robert McNamara's managerial innovations, the growth of the Army under President Kennedy, and the enormous effort to provide construction, supplies, and ammunition for the Vietnam War. The book includes vivid personal recollections of McNamara, Clark Clifford, Cyrus Vance, General Creighton Abrams, Admiral Thomas Moorer, and many others. There are high moments when Medals of Honor are awarded, low moments when the USS Pueblo is captured by the North Koreans, and perplexing moments over whether to praise or damn Admiral Hyman Rickover. The Pentagon Papers case, the illegal strike of the air traffic controllers and efforts to deregulate the airlines, the Arab oil embargo of the 1970s, and president Carter's attempt to lessen U.S. dependence on middle-eastern oil are among the many other critical events covered in the book. Ignatius also offers intimate glimpses of his family life, including the period when his college-aged children were totally opposed to the Vietnam War, and his Armenian heritage, complete with memories of his grandfather's poems of freedom that forced him to leave his ancestral home. In a final chapter, the author looks back upon a full life and identifies the civil rights movement and efforts to gain equality for women as among those things of lasting importance.
