This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.

To assist the Navy's planning in this area, the former Chief of Naval Operations requested the NRC to conduct an assessment of the adequacy of and prospects for improving the role of Naval Forces in the GWOT. The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.

Despite sweeping foreign policy initiatives, the Soviets maintain a significant military capability. Even as the likelihood of the Soviet threat diminishes, low-intensity type conflict threaten U.S. regional interests. Additionally, changing regional perceptions are undermining traditional U.S. security arrangements. Rising Asian nationalism questions the need for forward deployment of U.S. forces within regional states. A policy of forward presence via maritime assets is the solution. U.S. naval assets would allow for a reasonable power projection capability in time of crisis, yet would meet fiscal constraints during peacetime through a scaling down of deployed assets. Other U.S. forces will maintain their ability to meet regional responsibilities through training exercises with regional forces and a build-up of the U.S. sealift capability. Now is the time to encourage regional states to assume greater responsibilities for their own defense. A regional maritime organization must be developed to maintain open trade routes. With a focused mandate, such an organization would not threaten individual national sovereignties and would promote regional cooperation and stability. An expansion of the U.S. Navy's peacetime mission will certainly serve the national interest. Increased port visits to economically less developed regions should be coordinated to support on-going or planned U.S. assistance programs.

Book excerpt: This monograph looks at the reasons to change the national military strategy to a win-hold-win strategy from the existing win-win Two-Major Regional Conflict (MRC) strategy, and then examines naval strategy and doctrine in the context of the required new mission of holding an aggressor in a second MRC. The monograph assesses the requirements to accomplish the holding mission in light of the ongoing revolution in military affairs, and ultimately seeks to address the contributions and limitations of naval forces in stopping and holding an aggressor in a second MRC. Current defense spending is below that required to both maintain the force structure to execute the two MRC strategy and modernize the force. Cuts in defense spending in support of balancing the U.S. budget, justified by the end of the Cold War and reduced threat, will result in a military force structure below that required to support the existing strategy. Moving to a win-hold-win strategy and smaller force structure will still allow the U.S. to maintain the capability to respond to two MRCs, although at increased risk from both a military and foreign policy perspective. Supporting a smaller force structure could free up the funds required to ensure force modernization. Naval forces bring a unique set of capabilities to a win-hold-win national military strategy, and can make a decisive contribution to the execution of the holding mission. The Navy white paper, From the Sea, committed the naval service to the Support of land forces through littoral operations, and the missions of forward presence, crisis response, and power projection ashore. The holding mission in a win-hold-win national military strategy is a logical extension of the enabling mission, and is entirely consistent with the concepts and direction of current naval strategy.

Its purpose was to examine U.S. grand and naval strategy in light of new domestic and international dynamics, and to discuss the strategic principles that should inform the Nation and its naval services in the coming decades. Key insights and recommendations for U.S. naval strategy are: Forward presence will continue to be an important and unique contribution to U.S. military and foreign policy. Forward presence provides political and military decision-makers with a range of flexible and scalable options that can be tailored to a specific situation and context. U.S. naval forces are one of the greatest asymmetric capabilities in the world and should be protected from budget cuts because they provide a high degree of return on investment. A move towards equipment that is produced faster and has the expectation of a shorter service life would be tremendously beneficial for the U.S. Navy, and the U.S. military as a whole, because it could then experiment and replace equipment at a faster rate. The maritime arena is more fungible than others. Ships are more mobile than other types of military equipment and can operate equally well in different environments, which is a major strength compared to the other services. The United States has a vital, central, and indispensable role in maintaining and supporting the global system, which has economic order at the center. Seapower is crucial for this role because it ensures access to the world's largest markets, patrols principal trade routes, and safeguards oil from the Gulf. The United States is more closely tied to the international economy than it has been at any other time in U.S. history, and thus has strong incentives to play a leading role in the international system. As part of a grand strategy of restraint, the United States should adopt a military strategy of 'offshore balancing.' This is a military strategy of burden shifting, not burden sharing, as it encourages our allies and partners to take on more responsibilities. For the United States, the greatest danger from terrorism is not the attack itself, but rather our response to it. Effective military planning should move beyond a focus on capabilities and pay greater attention to an enemy's behavior and intent.

To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. This approach provides a clear explanation of the causes of readiness degradations and options for how to mitigate them that can be traced to precise resource investments"--Page 1.

Book excerpt: Naval forward presence has been a mainstay of U.S. national security strategy since the end of World War II providing global presence, deterrence, and crisis response. Forward deployed Naval forces have consistently been stationed in the world s hotspots and are usually the first on the scene for emergent crises giving credence to the oft quoted line Where are the carriers? Operations ENDURING FREEDOM and IRAQI FREEDOM both featured the striking power of the aircraft carrier and the surface combatants and submarines that comprise the carrier strike groups. These operations highlighted the inherent mobility and efficacy of U.S. Naval forces operating on the high seas and their unmatched ability to project power ashore. The U.S. Navy provided upwards of three aircraft carriers for Operation ENDURING FREEDOM and seven aircraft carriers were deployed during Operation IRAQI FREEDOM. These were monumental feats but were accomplished at great cost in current and future readiness. These operations led to the development of the Fleet Response Plan to provide the U.S. with consistent, credible, combat power that is inherently mobile and free to operate from the maritime domain. For the Fleet Response Plan to be effective and achieve its goals requires changing the Navy s personnel tempo of operations program/policy in order for the Navy to fight and win the Global War on Terrorism.
