However, their utilization requires addressing conflicting interests as well as considering relevant spatial and temporal scales. Decision Support Systems (DSS) can improve the quality of such complex decision-making processes regarding the most suitable and accepted combinations of risk mitigation measures. We introduce four easy-to-apply DSS to foster an ecosystem-based and integrated management of natural hazard risks as well as to increase the acceptance of protective forests as FbS for Eco-DRR: (1) the Flow-Py simulation tool for gravitational mass flows that can be used to model forests with protective functions and to estimate their potential for reducing natural hazards,Äô energy, (2) an exposure assessment model chain for quantifying forests,Äô relevance for reducing natural hazard risks, (3) the Rapid Risk management Appraisal (RRA), a participatory method aiming to identify IRM strengths and points for improvement, and (4) the Protective Forest Assessment Tool (FAT), an online DSS for comparing different mitigation measures. These are only a few examples covering various aims and spatial and temporal scales. Science and practice need to collaborate to provide applied DSS for an IRM of natural hazards.

The premise of the Workshop is that multiple, disparate threats to water security exist, and that shared decision support structures provide effective means for avoiding and responding to potential or actual situations. The Workshop was co-directed by Professors Tissa Illangasekare of the Colorado School of Mines, and Dragutin Geres of Hrvatske vode. The Workshop was organized into a series of case studies, presentation of management tools, or a combination of the two. Presentations were further organized as to (1) Natural Occurrences, (2) Anthropogenic Causes, and (3) Decision Support Tools. Delegates from eleven countries assembled to explore these topics at the Hotel Dubrovnik President in Dubrovnik from April 22–25, 2007. A total of thirty delegates from NATO, Partner, Mediterranean Dialog, or other countries were in attendance. The final program included technical sessions using a presentation and dialog format, a field trip, and networking sessions. People's health and the environment can be affected, directly or indirectly by routine waste discharges or by accidents. A series of recent major industrial accidents and the effect of pollution highlighted, once again, the need for better management of routine and accidental risks. Moreover, the existence of natural hazards complicate even more the situation in any given region. In the past effort to cope with these risks, if made at all, have been largely on a plant by plant basis; some plants are well equipped to manage environmental and health hazards, while others are not. Managing the hazards of modern technological systems has become a key activity in highly industrialised countries. Decision makers are often confronted with complex issues concerning economic and social development, industrialisation and associated infrastructure needs, population and land use planning. Such issues have to be addressed in such a way that ensures that public health will not be disrupted or substantially degraded. Due to the increasing complexity of technological systems and the higher geographical density of punctual hazard sources, new methodologies and a novel approach to these problems are challenging risk managers and regional planers. Risks from these new complex technological systems are inherently different form those addressed by the risk managers for decades ago.
