Book excerpt: This white paper sets out proposals for a detailed programme of action to repair damage done to the environment in the past, and urges everyone to get involved in helping nature to flourish at all levels - from neighbourhoods to national parks. The plans are directly linked to the groundbreaking research in the National Ecosystem Assessment that showed the strong economic arguments for safeguarding and enhancing the natural environment. They also act on the recommendations of 'Making Space for Nature', a report into the state of England's wildlife sites, led by Professor John Lawton and published in September 2010, which showed that England's wildlife sites are fragmented and not able to respond to the pressures of climate change and other pressures we put on our land. Key measures proposed include: i) Reconnecting nature with New Nature Improvement Areas (NIAs) with a £7.5 million fund for 12 initial NIAs, biodiversity offsetting, New Local Nature Partnerships with £1 million available this year, phasing out peat, ii) Connecting people and nature for better quality of life with Green Areas Designation, better urban green spaces; more children experiencing nature by learning outdoors, strengthening local public health activities, the new environmental volunteering initiative "Muck in 4 Life" to improve places in towns and countryside for people and nature to enjoy and iii) Capturing and improving the value of nature with a Natural Capital Committee; an annual statement of green accounts for UK Plc, a business-led Task Force to expand the UK business opportunities from new products and services which are good for the economy and nature alike.

Available in PDF, EPUB and Kindle. Book excerpt: "The National Environmental Policy Act has grown more, not less, important in the decades since its enactment. No one knows more about NEPA than Lynton Caldwell. And no one has a clearer vision of its relevance to our future. Highly recommended." —David W. Orr, Oberlin College What has been achieved since the National Environmental Policy Act was passed in 1969? This book points out where and how NEPA has affected national environmental policy and where and why its intent has been frustrated. The roles of Congress, the President, and the courts in the implementation of NEPA are analyzed. Professor Caldwell also looks at the conflicted state of public opinion regarding the environment and conjectures as to what must be done in order to develop a coherent and sustained policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a collective academic response from environmental law scholars sharing an interest in Welsh perspectives on today’s local and global environmental challenges. The editors brought colleagues together at a ground-breaking colloquium at Swansea University in April 2011, seeking to foster new legal approaches at a time that sees a new dynamic toward a devolved Wales, including in the environmental policy field. This afforded the opportunity to reflect on pressing environmental quandaries, and to bring together contributors’ conceptual insights and technical legal know-how in identifying ideas for potential responses and solutions. These environmental problems with palpably global implications, such as climate change, thus require engagement at regional and local levels to look to the future.

Book excerpt: Current regulatory approaches have not prevented the loss of biodiversity across the world. This book explores the scope to strengthen conservation by using different legal mechanisms such as biodiversity offsetting, payment for ecosystem services and conservation covenants, as well as tradable development rights and taxation. The authors discuss how such mechanisms introduce elements of a market approach as well as private sector initiative and resources. They show how examples already in operation serve to highlight the design challenges, legal, technical and ethical, that must be overcome if these mechanisms are to be effective and widely accepted.

Book excerpt: The Committee welcomes the production of the Marine Policy Statement as the first step in the implementation of marine planning in the UK. It is important that the Marine Management Organisation (MMO) must be properly funded to carry out its work in implementing the MPS and developing marine plans for English waters, and the Committee notes the announced cuts to the MMO's budget with concern. It is important that the MPS remains relevant and up-to-date if it is effectively to guide decision makers in the future, and significant changes to the evidence on which it is based must be reflected in the contents of the MPS, but reviews should not be unnecessary or costly. The report notes the concerns raised by consultees regarding the level of detailed guidance on the interaction between terrestrial and marine planning. The Committee comments on the absence of detailed guidance about policy priorities in the draft MPS, and feels it is essential that sufficient clarity is provided in individual marine plans. Finally, the Committee welcomes assurances that the fishing industry will not be adversely affected by implementation of the MPS, and will look to see that this is borne out in the development of marine plans.

This book was released on 2008 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: In April 2008, the Department for Culture, Media and Sport (DCMS) published a Draft Heritage Bill and the Government has indicated that the Bill will be in next year's legislative programme. The Bill is designed to unify heritage protection regimes, allow greater public involvement in decisions, and place heritage at the heart of the planning system. The Committee has undertaken pre-legislative scrutiny of the bill but this was undermined by the incomplete nature of the legislation. The Committee also felt that the Government must prioritise the revision of Planning policy guidelines (PPGs) 15 & 16 to ensure that the new guidance on planning policy can be implemented at the same time as the Bill. Further serious issues of concern included the accuracy of current cost estimates & impact assessment and sufficient staffing with the necessary skills, in particular conservation officers. The Committee was also not convinced that Heritage Partnership Agreements (HPAs), a new system of management agreements for owners of large estates, were a robust business option. Nor could any evidence be found that either DCMS or English Heritage had considered any amendments to the legislation which would improve the operation or effectiveness of the enforcement powers for local authorities.

Key provisions of the proposed Bill will be: the creation of a new Marine Management Organisation (MMO) to provide a holistic approach to marine policy covering planning, licensing and enforcement issues; a more streamlined, transparent and efficient marine licensing system; new mechanisms to supplement existing tools for the conservation of marine ecosystems and biodiversity, including marine conservation zones for important species and habitats that cannot be protected under European law; and reform of the management of inshore fisheries and recreational sea angling, including stronger enforcement powers and the recovery of costs of fishing vessel licence administration.

Book excerpt: This book offers a comprehensive analysis of the Common Agricultural Policy which imposes high costs on taxpayers and consumers yet has proved very difficult to reform. Particular emphasis is placed on new developments affecting the shape of the CAP, including the outcome of the GATT Uruguay Round negotiations, Eastern enlargement, and developments in environmental policy. A distinctive feature of the book is the attention given to situating European agriculture within its global context and in relation to the food processing and agricultural supply industries.
