Moreover, disasters disrupt local, national and even global economies, instantly changing the direction of development. In the first half of 2011 alone, 108 natural disasters occurred, killing over 23 thousand people, affecting nearly 44 million others and causing more than 253 billion US dollars of economic damages (CRED 2011,1). Large urban settlements have become increasingly vulnerable to the impacts of natural disasters. The concentration of substandard infrastructure and housing, material assets, and inherent socio-economic inequalities increase vulnerability to disasters in large urban areas, especially in developing countries. The size, number, functions, and geographical distribution of large- and megacities create a special concern for disaster risk. Good urban management practices can be a powerful catalyst for reducing losses from natural disasters, while simultaneously helping to develop a sustainable environment. Yet, the existing situation indicates that sustainable planning and risk management measures are not taken into consideration or may not be put into practice for a variety of financial, political, and social reasons. This book argues that, on one hand, socio-economic disparities resulting from unsustainable urban development can increase vulnerability to natural hazards, and on the other hand, when paired with natural hazards this increased vulnerability can negatively affect urban areas, resulting in further inequality. This book will showcase this argument with theoretical reviews and quantitative analyses on the interplay between sustainable development and disaster vulnerability as well as an in-depth case study of the role of urban planning and risk management practices in creating the socio-economic and spatial vulnerabilities and predicted earthquake risk in the megacity of Istanbul.

The frequency of recorded natural disasters rose markedly during the last century, from about 100 per in the years up to 1940 to nearly 2800 during the 1990s. Africa is the only continent whose share of reported disasters has increased over the past decade. Several factors contribute to Africa’s high vulnerability to disasters. These include the high rate of population growth, food insecurity, high levels of poverty, inappropriate use of natural resources, and failures of policy and institutional frameworks. Despite the huge negative impact of natural and human-induced hazards on Africa’s development, little is done to prevent them. Disaster prevention contributes to lasting improvement in safety and sustainable livelihoods and is essential as part of integrated disaster management strategies. The provision of effective scientific input to policy formulation on various issues related to hazards and disasters is an ambitious undertaking. It requires the collaborative effort of the African scientific community to develop comprehensive long-term strategies and human capacity-building initiatives that will enable science to benefit society. This will further require: a) Building strong research and training institutions in Africa at national and regional levels; b) Facilitating the exchange of scientific information and sharing of ideas across borders; c) Strengthening the link between scientific research and policy making; d) Promoting outreach activities to build resilience to disaster risk; and e) Tapping the knowledge base of rural and urban communities. In this volume, the ICSU ROA has brought together selected African scientific researchers to share their views on policy direction for facing challenges linked to natural and human-induced hazards. The book is intended for policy advisers, environmental scientists, government officials and members of the general public with a special interest in environmental issues.

Urban as a term captures megacities, cities, and generally, human settlements, that are characterised by concentration of quantifiable and non-quantifiable subjects, objects and value attributions to them. The scope is to narrow down resilience from an all-encompassing concept to applied ways of scientifically attempting to ‚measure’ this type of disaster related resilience. 28 chapters in this book reflect opportunities and doubts of the disaster risk science community regarding this ‚measurability’. Therefore, examples utilising both quantitative and qualitative approaches are juxtaposed. This book concentrates on features that are distinct characteristics of resilience, how they can be measured and in what sense they are different to vulnerability and risk parameters. Case studies in 11 countries either use a hypothetical pre-event estimation of resilience or are addressing a ‘revealed resilience’ evident and documented after an event. Such information can be helpful to identify benchmarks or margins of impact magnitudes and related recovery times, volumes and qualities of affected populations and infrastructure.
