Book excerpt: Moreover, the Presidency was not able to deliver the crucial NATO-EU agreement on asset-sharing and the Laeken declaration was therefore limited to an unremarkable description of progress to date and a reiteration of support for the further development of ESDP capabilities. [...] To this end particular emphasis was placed on the need for a balanced development of both military and civilian capabilities and the need to increase and maintain close coordination between all the resources and instruments available to the Union. [...] Arrangements between the EU and NATO The Council stated its commitment to finalising security arrangements with NATO and to concluding the agreements on guaranteed access to the Alliance's operational planning, presumption of availability of pre-identified assets and capabilities of NATO and the identification of a series of command options to be made available to the Union. [...] The gaps in the military capabilities pledged so far will prevent the EU from being able to satisfy the requirements of the Helsinki Headline Goals; namely being able to maintain a force of 60,000 troops in theatre for up to a year. [...] Jamie Woodbridge 1 The European Capabilities Action Plan, proposed by the Netherlands and taken up by the Belgian Presidency, is a set of guiding principles and mechanisms for monitoring and stimulating progress to rectify the remaining capabilities shortfalls and maintain the impetus to fulfil the Helsinki Headline Goals.

Available in PDF, EPUB and Kindle. Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

Book excerpt: The central aims of the book is to present, in the form of a collection of papers, a variety of views on NATO from member states “formerly known as new”, and to assess in this context the prospects for NATO enlargement. Therefore, the book consists of two parts. The main objective of the first part is to present how NATO is now perceived in Central and South-Eastern Europe. Papers collected here offer an opportunity to reflect on the impact of the enlargements starting from 1999 on NATO functioning and evolution, roles, tasks and capabilities. The issue of how accession has transformed accessioning states will also be discussed. Last but not least, the perspective of “new” members on NATO’s future will be presented. The authors of the articles in this part mainly come from those countries that joined the Alliance after the end of the Cold War. The second part is devoted strictly to the topic of enlargement. In this part we asked experts from NATO members (both “old” and “new”), potential candidates and other NATO partners (including Russia, Georgia, Ukraine, Azerbaijan, Sweden, Finland etc.) how they view the future of NATO cooperation with external partners in Europe and the prospects for enlargement of the Alliance.

Book excerpt: This report is presented prior to the NATO Summit at Bucharest in April 2008 and examines the status of NATO in dealing with the security environment that exists in Europe today. The situation in Afghanistan offers a key test of the strengths and failings of the NATO Alliance. To bring stability and encourage development and reconstruction in this region requires a long-term military and financial commitment on the part of the Alliance. Failure in Afghanistan may diminish the effectiveness of NATO and undermine allied unity, perhaps pushing the United States to question the purpose of NATO itself. The Bucharest Summit will have to address a number of issues in respect of Afghanistan, including the need to generate sufficient military forces to carry out operations. NATO faces broader questions about its role and relevance in the 21st century, and the Defence Committee believes it needs to launch a far-reaching review of its strategic concept, setting forth a future role and purpose. NATO's willingness to fulfil a global role is critical to the continued support of the United States. NATO has shortfalls across a range of specific military capabilities which are seen as compromising its ability to mount and sustain the expeditionary operations that underpin the Alliance. The creation of the NATO Response Force is seen as representing a significant achievement but it needs to be financed out of NATO Common Funding. The Committee states that NATO's biggest shortfall is a lack of political will, where a large and growing gap exists between the United States and the European members in defence spending. The Committee further states that the relationship between NATO and the EU is plagued by mistrust and characterised by unhealthy competition. Improving communication and cordination between the two is seen as essential. The Committee views NATO as indispensable to the Alliance.

Available in PDF, EPUB and Kindle. Book excerpt: In the 21st century, the transatlantic bargain that has framed the relationship between the United States and its NATO allies is under more scrutiny than ever before. In a changed geopolitical environment, one characterized by the complexity of modern military operations, the growing power of China, and a climate of economic austerity in the West, a consensus has emerged on both sides of the Atlantic as to the need for a revised bargain to accommodate the changing dynamics of global politics. Washington is becoming less and less willing to tolerate what it sees as fundamental gaps within the Alliance -- in defense spending, capabilities, and military transformation -- and is sending clear signals to its European allies, as well as NATO partners, that they must take on a greater share of Alliance burdens, accelerate efforts to generate capabilities and resources, and move away from a deeply-entrenched culture of dependency. European allies are learning they must approach transatlantic relations with a new maturity, and as efforts at multinational defense collaboration accelerate across Europe, there is evidence of a new approach to thinking about transatlantic relations. The transatlantic bargain was a Cold War construct suited to its time; what is required now is a transatlantic bargain that generates a new culture of transatlantic partnership, between the United States, NATO, and the European Union.

Available in PDF, EPUB and Kindle. Book excerpt: The Performance of the EU in International Institutions marks one of the first attempts to systematically analyse the subject. It focuses on the role of the EU in decision-making within international organizations and regimes as a major locus of global governance. The book unpacks the concept of EU performance into four core elements: effectiveness (goal achievement); efficiency (ratio between outputs accomplished and costs incurred); relevance (of the EU for its priority stakeholders); and financial/resource viability (the ability of the performing organization to raise the funds required). Based on the case studies herein, the findings presented in this book relate to the identified core elements of performance with a particular emphasis on the dimensions of 'effectiveness' and 'relevance'. Most notably, the EU appears, on balance and over the past two decades, to have become much more relevant for its member states when acting within international institutions. The book highlights four particular factors explaining EU performance in international institutions: the status of relevant EU legislation and policies, the legal framework conditions including the relevant changes that the Lisbon Treaty has brought about, domestic EU politics, and the international context. This book was originally published as a special issue of the Journal of European Integration

Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this practical analysis of the structure, competence, and management of North Atlantic Treaty Organization (NATO) provides substantial and readily accessible information for lawyers, academics, and policymakers likely to have dealings with its activities and data. No other book gives such a clear, uncomplicated description of the organization’s role, its rules and how they are applied, its place in the framework of international law, or its relations with other organizations. The monograph proceeds logically from the organization’s genesis and historical development to the structure of its membership, its various organs and their mandates, its role in intergovernmental cooperation, and its interaction with decisions taken at the national level. Its competence, its financial management, and the nature and applicability of its data and publications are fully described. Systematic in presentation, this valuable time-saving resource offers the quickest, easiest way to acquire a sound understanding of the workings of North Atlantic Treaty Organization (NATO) for all interested parties. Students and teachers of international law will find it especially valuable as an essential component of the rapidly growing and changing global legal milieu.
