Initially intended as stock taking of West Germany's interest and role in NATO over a forty-year period, this book has been transformed by events into a retrospective of what NATO has meant for West Germany and its partners between 1949 and 1989, and what NATO may mean in the future for a unified Germany, for a Europe spanning the Atlantic to the Urals, and for the USA.

Available in PDF, EPUB and Kindle. Book excerpt: The intention of the participants was to deal with NATO's historical record and its significance for the present and future. For this purpose the early chapters concentrate on such issues as the relations of the larger and smaller nations with NATO and with the United States over the forty-year span. The latter half of the book centers on the continuing issues of the alliance, including relations with the Third World and with the European Community, as well as with such central concerns of the organization as conventional versus nuclear defense, the place of detente in NATO's history, and the record of arms control negotiations with the Warsaw Pact.

Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

Available in PDF, EPUB and Kindle. Book excerpt: Why NATO Endures examines military alliances and their role in international relations, developing two themes. The first is that the Atlantic Alliance, also known as NATO, has become something very different from virtually all pre-1939 alliances and many contemporary alliances. The members of early alliances frequently feared their allies as much if not more than their enemies, viewing them as temporary accomplices and future rivals. In contrast, NATO members were almost all democracies that encouraged each other to grow stronger. The book's second theme is that NATO, as an alliance of democracies, has developed hidden strengths that have allowed it to endure for roughly 60 years, unlike most other alliances, which often broke apart within a few years. Democracies can and do disagree with one another, but they do not fear each other. They also need the approval of other democracies as they conduct their foreign policies. These traits constitute built-in, self-healing tendencies, which is why NATO endures.

Book excerpt: NATO's success in Afghanistan--or lack thereof--will have significant implications for the alliance itself. The authors examine current mission in light of NATO's history and with an eye toward the future. NATO faces a long and daunting list of issues that extends beyond the borders of the member countries. The alliance must confront them, however, because failure to do so would risk its long-term success and sustainability.
