Available in PDF, EPUB and Kindle. Book excerpt: The intention of the participants was to deal with NATO's historical record and its significance for the present and future. For this purpose the early chapters concentrate on such issues as the relations of the larger and smaller nations with NATO and with the United States over the forty-year span. The latter half of the book centers on the continuing issues of the alliance, including relations with the Third World and with the European Community, as well as with such central concerns of the organization as conventional versus nuclear defense, the place of detente in NATO's history, and the record of arms control negotiations with the Warsaw Pact.

Initially intended as stock taking of West Germany's interest and role in NATO over a forty-year period, this book has been transformed by events into a retrospective of what NATO has meant for West Germany and its partners between 1949 and 1989, and what NATO may mean in the future for a unified Germany, for a Europe spanning the Atlantic to the Urals, and for the USA.

Available in PDF, EPUB and Kindle. Book excerpt: Established in 1949, the North Atlantic Treaty Organization (NATO) performed its assigned mission exceedingly well as it secured peace for its member states and avoided military confrontation between the superpowers during the remaining four decades of the Cold War. But with the dramatic changes that began in 1989, an identity crisis has plagued NATO. Whereas the Cold War years had essentially defined who would be fighting whom in a future conflict, the uncertain post-1989 years are introducing new and possibly calamitous variables. Despite the fact that hardly a voice has been heard calling for its dissolution and that states from the former Warsaw Pact are seeking membership, NATO's members face the demanding task of defining the new strategic challenges and formulating appropriate policies and responses. The articles in this volume combine to present a comprehensive investigation of the diverse problems confronting NATO. The contributions each provide relevant historical background before analyzing current conditions and projecting into the future. An opening essay offers an overview of NATO after forty-five years and is followed by others dealing with NATO's structural changes for the 1990s, NATO's shifting strategy, and NATO's developing connections with other international organizations, such as the United Nations, CSCE, and the European Community. The concluding part of the volume includes essays focusing on NATO's associations with the United States, the Anglo-American "special relationship," the Balkans, the former Warsaw Pact states, and the Middle East.

Book excerpt: NATO has underwritten an unprecedented period of peace in Europe. Many developments, however, indicate that NATO should have to change to sustain its success. This study seeks to find an answer on the need for change. It explores the kind of possible changes and concentrates on issues like: NATO after the INF-Treaty, East-West relations, Burden-sharing and political and economical developments in Europe. The role of Europe in relation to the interests and the position of the United States is studied in particular. The study also explores the more fundamental question if in the long term NATO itself will survive. The study concludes with a long term outlook on NATO's possible structure and internal relationships.

Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Book excerpt: This book addresses the challenges of adaptation confronting the North Atlantic Treaty Organization in the early twenty-first century. Comprised of essays from a range of experts, each chapter examines an aspect of NATO's difficult adjustment to the post-Cold War security challenges within and without its treaty-based responsibilities and competencies. This volume offers the basis for guarded optimism that NATO will persist and continue to perform its twin functions of collective defense and deterrence into the foreseeable future, despite the periodic crises that temporarily cast its future into doubt.

Available in PDF, EPUB and Kindle. Book excerpt: During its first forty years, the North Atlantic Treaty Organization (NATO) successfully deterred Soviet expansion in Europe. Since the end of the Cold War, NATO has moved from confrontation with the East Bloc to cooperation, partnership and dialogue with most of Europe. As Yugoslavia disintegrated and the Balkans erupted in violence, the alliance broadened its historically defensive military strategy to include 'out of area' peace operations. NATO's focus changed from collective defense to collective security. NATO chose to expand its membership as part of this process with Poland, Hungary and the Czech Republic joining in 1999. At the same time, NATO revised its Strategic Concept to codify its collective security focus while also leaving the door open for future expansion. What should the entrance criteria be for future NATO members? A case study of the Czech Republic's progress towards accession in the 1990s provides a framework to analyze the relationship between expansion and the alliance's Strategic Concept of cooperation and collective security. Specifically, the Czech Republic not only met basic entrance requirements, but also used NATO's Partnership for Peace program and peacekeeping operations in Bosnia to ensure their membership bid.
