Book excerpt: Department of Defense project managers are increasing the scope of their operations to include consideration of foreign defense articles in acquisition strategies. This action has been motivated primarily by NATO Rationalization, Standardization and Interoperability (RSI) requirements. This thesis addresses the problems, real and perceived, in implementing 'two-way street' transactions with allied nations. Members of U.S. Navy project offices were interviewed to determine the impact of NATO RSI policy on their operations. The questions asked revealed problems encountered and highlighted the pro/con biases of foreign acquisition. Private industry has been active in foreign purchasing for many years. A survey was utilized to identify private industry's experiences with foreign business practices, company biases and economic considerations. The thesis concludes with a comparison of private and DOD experiences and offers some recommendations to project managers involved with expansion into the foreign marketplace. (Author)2.

Book excerpt: Since the mid-1970s, members of NATO have doubled annual spending in real terms on new equipment for their armed forces. Throughout this period, there have been calls for greater rationalization, standardization, and interoperability among the Allies. Countries have also changed the way they acquire equipment. This report tracks the changes in patterns of acquisition since the 1960s. It also assesses the main forms of cooperation in more detail. It reviews the growth in transatlantic trade following initiatives in the 1970s, the emergence of collaborative development programs, the role of licensed and co-production schemes, and trade in components and other subcontract items. It examines the results of these policies on frontline forces in Europe and the North Atlantic, and reviews the theoretical benefits expected from the free markets, and the potential for securing similar gains in defense acquisition. The author discusses defense, and other, reasons that countries may prefer to buy equipment from domestic industries. He compares the evolving institutional frameworks of NATO and the European Economic Community for public sector purchasing. He then discusses the broader implications for NATO of the free trade blocks, and particularly how these might affect relationships between the United States and Europe. Finally, he considers possible ways in which free market principles might be reconciled in practice with key concerns of defense policy.

Available in PDF, EPUB and Kindle. Book excerpt: For much of the last 25 years, NATO has focused on crisis managementin places such as Kosovo and Afghanistan, resulting in major changes to alliance strategy, resourcing, force structure, and training. Re-embracing collective defense —which lies at the heart of the Treaty of Washington’s Article 5 commitment— is no easy feat, and not something NATO can do through rhetoric and official pronouncements. Nonetheless, this shift is vitally necessary if the alliance is to remain the bulwark of Western defense and security. Russia’s illegal annexation of Crimea and its invasion of Ukraine have fundamentally upended the security environment in Europe, thrusting NATO into the spotlight as the primary collective defense tool most European states rely upon to ensure their security. Collective defense is one of the alliance’s threecore missions, along with crisis management and cooperative security. It is defined in Article 5, the most well-known and arguably most important part of NATO’s founding treaty, which states: “The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all.” Although all three missions are vital to the interests of NATO’s many member states, collective defense has become first among equals once again. However, three very significant hurdles stand in the way of the alliance and its member states as they attempt to re-embrace collective defense. These loosely correspond to an ends-waysmeans construct. First is the alliance's strategy toward Russia. Is Russia an adversary,a partner, neither,or both? How should strategy and policies change to place the alliance and its members on more solid ground when it comes to managing Russia? Second are the ongoing disputes over resourcing and burden-sharing. In recent years, it has become commonplace for American leaders to publicly berate European allies in an effort to garner more contributions to the common defense. How might the alliance better measure and more equitably share security burdens? Third is the alliance’s readiness to fulfill its objectives. Many allies have announced or are implementing increases in defense spending. However, governments of European NATO member states are strongly incentivized by domestic politics to favor acquisition of military hardware or spending on personnel salaries and benefits, usually at the expense of readiness. The result is that NATO military forces risk quickly becoming hollow in a way that is often underappreciated, which will prevent the alliance from fulfilling the collective defense promise inherent in Article 5. The book examines all such questions to assess NATO’s return to collective defense and offer a roadmap for overcoming those challenges in both the short and long-term.

Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a thorough appraisal of Operation Allied Force, NATO's 78-day air war to compel the president of Yugoslavia, Slobodan Milosevic, to end his campaign of ethnic cleansing in Kosovo. The author sheds light both on the operation's strengths and on its most salient weaknesses. He outlines the key highlights of the air war and examines the various factors that interacted to induce Milosevic to capitulate when he did. He then explores air power's most critical accomplishments in Operation Allied Force as well as the problems that hindered the operation both in its planning and in its execution. Finally, he assesses Operation Allied Force from a political and strategic perspective, calling attention to those issues that are likely to have the greatest bearing on future military policymaking. The book concludes that the air war, although by no means the only factor responsible for the allies' victory, certainly set the stage for Milosevic's surrender by making it clear that he had little to gain by holding out. It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.

Book excerpt: The book analyses the renewed importance of the North Atlantic for NATO in the face of new security challenges This Whitehall Paper explores the renewed importance of the North Atlantic Ocean to NATO‘s security through the lenses of the United States, United Kingdom and Norway in particular. These three NATO members form the territorial rim around the North Atlantic and its peripheral seas. All are maritime nations that have historically taken prime responsibility for security in the region and together with Iceland they form the front line to a resurgent Russian maritime capability. These three counties, with support from the rest of the northern region, must take the lead to ensure that NATO and its partners devote sufficient resources to this aspect of NATO‘s area of responsibility.
