Book excerpt: Seghers wrote Transit while living in exile, fleeing her Nazi persecutors. The novel captures the moods and motives of refugees from Hitler's Germany attempting to leave France via the seaport of Marseilles between the French capitulation in 1940 and the Spring of 1941. The story is told from the perspective of an unnamed narrator, a German engine-fitter who has escaped from a Nazi concentration camp (in fact, for the second time) and fled to Paris. Here he encounters a fellow escapee who asks him to deliver papers to a German writer called Weidel. The narrator finds Weidel already dead and assumes his identity, hoping to make use of his visa for Mexico. When he reaches Marseilles to avoid recapture he adds the papers of another deceased German, one Seidler, so from this point onwards he is juggling with three separate identities: those of Weidel, Seidler, and his own.

We have been arguing about the wrong thing while sitting on a goldmine of assets. Don’t worry about who owns those assets, worry about whether they are managed effectively. Why does this matter? Because despite the Thatcher/ Reagan economic revolution, the largest pool of wealth in the world – a global total that is much larger than the world’s total pensions savings, and ten times the total of all the sovereign wealth funds on the planet – is still comprised of commercial assets that are held in public ownership. If professionally managed, they could generate an annual yield of 2.7 trillion dollars, more than current global spending on infrastructure: transport, power, water, and communications. Based on both economic research and hands-on experience from many countries, the authors argue that publicly owned commercial assets need to be taken out of the direct and distorting control of politicians and placed under professional management in a ‘National Wealth Fund’ or its local government equivalent. Such a move would trigger much-needed structural reforms in national economies, thus resurrect strained government finances, bolster ailing economic growth, and improve the fabric of democratic institutions. Book excerpt: Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. In a global context of changing economic circumstances and contending political responses, macroeconomic policy and welfare state reform become order of the day. By featuring the ways that states adjust to new pressures, this book’s arguments may come in handy to those trying to make sense of the crisis and the powers that drive the policy solutions.

Corruption is pursued for different purposes including cooperation with strategic partners and exclusion of opponents. Presidents use anti-corruption policies to legitimize and institutionalize political domination. Corrupt practices and anti-corruption policies become two sides of the same coin and are exercised to maintain an uneven political playing field. This study combines empirical analysis and social constructivism for an investigation into the presidencies of Leonid Kuchma (1994–2005), Viktor Yushchenko (2005–2010), and Viktor Yanukovych (2010–2014). Explorative expert interviews, press surveys, content analysis of presidential speeches, as well as critical assessment of anti-corruption legislation are used for comparison and process tracing of the utilization of corruption under three Ukrainian presidents.
