Book excerpt: The contributors to this book discuss the new conjunctions that have emerged between foreign policy events and politicized expressions of Russian nationalism since 2005. The 2008 war with Georgia, as well as conflicts with Ukraine and other East European countries over the memory of the Soviet Union, and the Russian interpretation of the 2005 French riots have all contributed to reinforcing narratives of Russia as a fortress surrounded by aggressive forces, in the West and CIS. This narrative has found support not only in state structures, but also within the larger public. It has been especially salient for some nationalist youth movements, including both pro-Kremlin organizations, such as "Nashi," and extra-systemic groups, such as those of the skinheads. These various actors each have their own specific agendas; they employ different modes of public action, and receive unequal recognition from other segments of society. Yet many of them expose a reading of certain foreign policy events which is roughly similar to that of various state structures. These and related phenomena are analyzed, interpreted and contextualized in papers by Luke March, Igor Torbakov, Jussi Lassila, Marlène Laruelle, and Lukasz Jurczyszyn.

Book excerpt: The Jamaica Progressive League, formed in New York in 1936 by Jamaican expatriates, W. Adolphe Roberts and Wilfred Domingo, was the first organization to demand an end to colonial rule in Jamaica. Yet, its history and its contribution to the island's history have been neglected in historiography and all but forgotten in public memory. In Nationalists Abroad, Birte Timm successfully challenges the notion that demands for independence developed in Jamaica or had a strong local following. Instead, Timm posits and proves that the strongest impetus for anti-colonial demands came from a small group of expatriates in the USA whose ideas were met with strong and persistent skepticism at all levels of Jamaican society including the political elite, namely the much revered Norman Manley and Alexander Bustamante. This work on the Jamaica Progressive League highlights how Jamaican emigrants who actively participated in the vibrant black transnational political movement in Harlem, New York - the Harlem Renaissance - influenced the political developments in their country of birth by capitalizing on the shifting international power relations of the time; and provides fresh insights into the formative stages of local party politics in Jamaica. Drawing on an extensive range of primary and secondary archival materials, the book is organized in two main sections. The first part explores the origins of the Jamaica Progressive League in New York and in Jamaica, and the second part examines the history of the Progressive League from the founding in 1936 and its influence on the formation of the People's National Party (PNP), through to the fulfilment of its main goal, Jamaican independence in 1962. Nationalists Abroad recovers a missing piece of Jamaica's history and brings to the fore the forgotten roots of the march towards nationhood.

Acts of translation entailed technics from which issued the promise of nationhood. Such a promise consisted of revising the heterogeneous and violent origins of the nation by mediating one’s encounter with things foreign while preserving their strangeness. Rafael examines the workings of the foreign in the Filipinos’ fascination with Castilian, the language of the Spanish colonizers. In Castilian, Filipino nationalists saw the possibility of arriving at a lingua franca with which to overcome linguistic, regional, and class differences. Yet they were also keenly aware of the social limits and political hazards of this linguistic fantasy. Through close readings of nationalist newspapers and novels, the vernacular theater, and accounts of the 1896 anticolonial revolution, Rafael traces the deep ambivalence with which elite nationalists and lower-class Filipinos alike regarded Castilian. The widespread belief in the potency of Castilian meant that colonial subjects came in contact with a recurring foreignness within their own language and society. Rafael shows how they sought to tap into this uncanny power, seeing in it both the promise of nationhood and a menace to its realization. Tracing the genesis of this promise and the ramifications of its betrayal, Rafael sheds light on the paradox of nationhood arising from the possibilities and risks of translation. By repeatedly opening borders to the arrival of something other and new, translation compels the nation to host foreign presences to which it invariably finds itself held hostage. While this condition is perhaps common to other nations, Rafael shows how its unfolding in the Philippine colony would come to be claimed by Filipinos, as would the names of the dead and their ghostly emanations.

Chinese authorities permitted anti-American demonstrations in 1999 but repressed them in 2001 during two crises in U.S.-China relations. Book excerpt: In the past few decades, and across disparate geographical contexts, states have adopted policies and initiatives aimed at institutionalizing relationships with "their" diasporas. These practices, which range from creating new ministries to granting dual citizenship, are aimed at integrating diasporas as part of a larger "global" nation that is connected to, and has claims on the institutional structures of the home state. Although links, both formal and informal, between diasporas and their presumptive homelands have existed in the past, the recent developments constitute a far more widespread and qualitatively different phenomenon. In this book, Latha Varadarajan theorizes this novel and largely overlooked trend by introducing the concept of the "domestic abroad." Varadarajan demonstrates that the remapping of the imagined boundaries of the nation, the visible surface of the phenomenon, is intrinsically connected to the political-economic transformation of the state that is typically characterized as "neoliberalism." The domestic abroad must therefore be understood as the product of two simultaneous, on-going processes: the diasporic re-imagining of the nation and the neoliberal restructuring of the state. The argument unfolds through a historically nuanced study of the production of the domestic abroad in India. The book traces the complex history and explains the political logic of the remarkable transition from the Indian state's guarded indifference toward its diaspora in the period after independence, to its current celebrations of the "global Indian nation." In doing so, The Domestic Abroad reveals the manner in which the boundaries of the nation and the extent of the authority of the state, in India and elsewhere, are dynamically shaped by the development of capitalist social relations on both global and national scales.

Communities of German speakers, scattered around the globe, have long believed they could recreate their Heimat (homeland) wherever they moved, and that their enclaves could remain truly German. Furthermore, the history of Germany is inextricably tied to Germans outside the homeland who formed new communities that often retained their Germanness. Emigrants, including political, economic, and religious exiles such as Jewish Germans, fostered a nostalgia for home, which, along with longstanding mutual ties of family, trade, and culture, bound them to Germany. The Heimat Abroad is the first book to examine the problem of Germany's long and complex relationship to ethnic Germans outside its national borders. Beyond defining who is German and what makes them so, the book reconceives German identity and history in global terms and challenges the nation state and its borders as the sole basis of German nationalism.
