Book excerpt: The sixth European Working Conditions Survey (EWCS) builds on the lessons learned from the previous five surveys to paint a wide-ranging picture of Europe at work across countries, occupations, sectors and age groups. EU employment policy priorities aim to boost employment levels, prolong working life, increase the participation of women, develop productivity and innovation and adapt to the digital challenge. The success of these policies depends not just on changes in the external labour market but also on developing good working conditions and job quality. The findings from the EWCS draw attention to the range and scope of actions that policy actors could develop to address the challenges facing Europe today. The analysis explores the findings using seven indices of job quality - physical environment, work intensity, working time quality, social environment, skills and discretion, prospects and earnings - and categorises workers into five typical job quality profiles. Based on face-to-face interviews with 43,850 workers in 35 European countries, the sixth EWCS attempts to capture the multi-faceted dimensions of work in Europe today.

Though the transformation of regulatory and institutional frameworks of labour relations follows different patterns in different EU Member States, it is nevertheless a common phenomenon that offers an excellent opportunity for mutual learning experiences and comparing notes on best practices. Taking these ideas as a starting point, the book presents a collection of research on various aspects and implications of changing labour relations in the EU Member States. The opening chapters address the internal market dimension of the transformation of employment relations by investigating how social dumping, integration of migrant workers, and cross-border mergers influence national labour policies and laws. The book further analyses linguistic and terminological challenges in the field of labour law in the EU’s multi-lingual legal environment. Subsequent chapters cover various theoretical and practical issues, such as the impact of chain-liability regulatory models on the legal situation of workers in subcontracting networks, and modern work arrangements in the collaborative or ‘gig’ economy. Other chapters are dedicated to issues of jurisdiction and law applicable to individual employment contracts, as well as alternative resolution mechanisms in labour disputes. The next section offers fresh insights on and a critical overview of the well-known Danish and Dutch models of flexicurity, often cited as role models for reforms of labour markets in other EU Member States. Three individual chapters investigate specific aspects of flexicurity in Croatia, in terms of individual dismissals, life-long learning and the impact of non-standard employment on future pension entitlements. These Guidelines take stock of current data availability in this field, review the analytic and policy uses of these measures, proposes a conceptual framework based on 6 dimensions and 17 characteristics (ranging from physical risk factors and work intensity, through to task discretion, autonomy and opportunities for self-realisation), assesses the statistical quality of measures in this field, and provides guidance to data producers and users on methodological challenges in this field. These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.
