Book excerpt: Dramatic political and economic changes throughout the world, coupled with rapid advances in technology, pose an important question for the U.S. Army: What technologies are best suited to defending U.S. interests against tomorrow's military threats? STAR 21 provides an expert analysis of how the Army can prepare itself for the battlefield of the futureâ€"where soldiers will wear "smart" helmets and combat chemical warfare with vaccines produced in days to counter new threats. This book summarizes emerging developments in robotics, "brillant" munitions, medical support, laser sensors, biotechnolgy, novel materials, and other key areas. Taking into account reliability, deployability, and other values that all military systems will need, the volume identifies new systems and emerging technologies that offer the greatest payoff for the Army. The volume addresses a host of important military issues, including the importance of mobile, rapidly deployable forces, the changing role of the helicopter, and how commercial technology may help the Army stay ahead of potential opponents. Book excerpt: The National Science and Technology Council (NSTC) Committee on Technology, Subcommittee on Transportation Research and Development (R & D), has created a National Transportation Science and Technology Strategy that builds on the earlier strategy published in 1997. Like its predecessor, the National Strategy is intended to help Congress and the Administration establish national transportation R & D priorities and coordinated research activities. The National Strategy articulates goals for transportation system safety, mobility and access, economic growth, the environment and national security. It proposes the broader involvement of state, local and tribal agencies; academic institutions; and private industry in national transportation R & D strategic planning and system assessment, private-public technology partnerships, enabling research and transportation education and training.

Available in PDF, EPUB and Kindle. Book excerpt: For the past three-quarters of a century, the United States has led the world in technological innovation and development. The nation now risks falling behind its competitors, principally China. The United States needs to advance a national innovation strategy to ensure it remains the predominant power in a range of emerging technologies. Innovation and National Security: Keeping Our Edge outlines a strategy based on four pillars: restoring federal funding for research and development, attracting and educating a science and technology workforce, supporting technology adoption in the defense sector, and bolstering and scaling technology alliances and ecosystems. Failure could lead to a future in which rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.

Available in PDF, EPUB and Kindle. Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

Book excerpt: In light of Section 881 of the National Defense Authorization Act for Fiscal Year 2017, which expanded the legal definition of the National Technology and Industrial Base (NTIB) to include the United Kingdom and Australia, this report informs NTIB partners on barriers and opportunities for effective integration. The expansion of the NTIB is based on the principle that defense trade between the United States and its closest allies enables a host of benefits, including increased access to innovation, economies of scale, and interoperability. In order to reap the greatest benefits of a new era of NTIB, this report uses the lessons learned from study of the present state of integration to identify areas of opportunity for policy reforms and greater cooperation.

Book excerpt: In March 1995, President Clinton ordered a sweeping reexamination of the United States Government's approach to putting science and technology to the service of national security and global stability in light of the changed security environment, increasing global economic competition, and growing budgetary pressures. This National Security Science and Technology Strategy, the product of that reexamination, is the country's first comprehensive Presidential statement of national security science and technology priorities. It augments the President's National Security Strategy of Engagement and Enlargement by articulating science and technology policies and initiatives that support the President's three primary national security objectives: enhancing our military readiness and capabilities, preventing conflict from occurring through engagement with other nations, and promoting prosperity at home. It advances that document's central approach of preventing conflict and maintaining the capability to respond should conflict occur. It is built on the recognition that our security depends on economic strength as well as military power. And it is grounded in the conviction that investment in science and technology is central to our ability to meet the challenges ahead. This National Security Science and Technology Strategy defines our new approaches to applying science and technology to the challenges that most directly affect our nation's security.
