Book Synopsis Capacity for Development by : Sakiko Fukuda-Parr
Download or read book Capacity for Development written by Sakiko Fukuda-Parr and published by Routledge. This book was released on 2013-06-17 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'The United Nations system was a pioneer in the field of technical cooperation, and capacity development is its central mandate. UNDP has long played an important leadership role in both, as a source of technical cooperation funds and advisory services and as the home of innovative intellectual research and analysis on how to make them more efficient and effective. This book [presents] a vision that builds on new possibilities for knowledge-sharing, for which the revolution in information and communications technologies offers ample opportunities... a vision that is firmly founded on genuine ownership by the ultimate beneficiaries of development efforts: the government and citizens of developing countries' From the Foreword by MARK MALLOCH BROWN, Administrator, UNDP Capacity for Development brings together innovative and well-supported studies of technical cooperation along with its potential to build sustainable capacities in developing countries, by enhancing the knowledge, skills and productive aptitudes of their populations. A team of eminent development professionals and economists examine the achievements of technical cooperation and offer recommendations for reform in the context of globalization, democratisation, the information revolution and the growth of capacities in the South. They analyse the issues from three perspectives: ownership, capacity enablers and knowledge. The team show how the complex processes involved can be restructured to produce local involvement and empowerment, set out a normative framework for the input from society, and describe a new paradigm of knowledge for capacity building in the network age. This book will be essential reading for all development professionals and policy-makers, as well as providing an invaluable research and teaching resource.

Book Synopsis Effectiveness and Reform of the United Nations Development Programme (UNDP) by : Stephan Klingebiel
Download or read book Effectiveness and Reform of the United Nations Development Programme (UNDP) written by Stephan Klingebiel and published by Taylor & Francis. This book was released on 1999 with total page 452 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations' development co-operation has often been criticized in the past; many shortcomings can indeed be identified. However, efforts to overcome the existing problems have been stepped up. A key role in the reform of the UN in this area is played by the United Nations Development Programme (UNDP). This study is intended as a constructive contribution to the current debate on the reform of UN development co-operation. It analyses both the main weaknesses of UN development co-operation as a whole and the reforms that have so far been undertaken. On this basis it identifies the areas in which further efforts are needed if the UNDP is to become more effective.

Book Synopsis The United Nations Development Programme by : Craig N. Murphy
Download or read book The United Nations Development Programme written by Craig N. Murphy and published by Cambridge University Press. This book was released on 2006-09-14 with total page 357 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations Development Programme is the central network co-ordinating the work of the United Nations in over 160 developing countries. This 2006 book provides the first authoritative and accessible history of the Programme and its predecessors. Based on the findings of hundreds of interviews and archives in more than two dozen countries, Craig Murphy traces the history of the UNDP's organizational structure and mission, its relationship to the multilateral financial institutions, and the development of its doctrines. He argues that the principles on which the UNDP was founded remain as relevant in a world divided by terrorism as they were in the immediate aftermath of the Second World War, as are the fundamental problems that have plagued the Programme from its origin, including the opposition of traditionally isolationist forces in the industrialized world.

Book Synopsis Technical Assistance Evaluation Program - Findings of Evaluations and Updated Program - Evaluation of the Technical Assistance Subaccount for Iraq by : International Monetary Fund
Download or read book Technical Assistance Evaluation Program - Findings of Evaluations and Updated Program - Evaluation of the Technical Assistance Subaccount for Iraq written by International Monetary Fund and published by International Monetary Fund. This book was released on 2008-04-04 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: Key Messages • The Iraq Subaccount is a good example of donor coordination as expressed in the Paris Declaration. • Overall, the TAs funded from the Iraq TA Subaccount were successful, relevant, efficient and effective. • Ensuring long-term sustainability requires maintaining an adequate the level of TA activity in the future. • There were instances where more pro-active donor coordination was needed to build synergies to achieve development results. • While the offsite modality was fairly effective and cost efficient and delivered value for money, the limits of this model will be stretched as IMF moves from policy and operational advice and training to greater emphasis on supporting the implementation of policies and procedures. • The Fund’s internal monitoring needs to be strengthened, particularly the TA Information Management System. Reforms in this area are on track, supported by Fund management, and improvements are expected by 1 May 2008. • The Fund’s TA evaluation framework needs to be strengthened by instituting a system of self assessments of all completed TAs and developing guidelines for the ex-post evaluation of TAs. Work in these areas is planned. • The Fund delivered slightly more internally funded TA to Iraq than originally planned.
Book Synopsis Technical Assistance Evaluation Program - Findings of Evaluations and Updated Program - Second Mid-Term Review of the Caribbean Regional Technical Assistance Centre by : International Monetary Fund
Download or read book Technical Assistance Evaluation Program - Findings of Evaluations and Updated Program - Second Mid-Term Review of the Caribbean Regional Technical Assistance Centre written by International Monetary Fund and published by International Monetary Fund. This book was released on 2008-04-04 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: CARTAC, the second of the regional technical assistance centers, was created with singular emphasis on ownership of technical assistance by the beneficiary countries. To this end, it was structured as a UNDP project with the IMF as Executing Agency and with a Steering Committee empowered to give strategic guidance to the program and select its senior staff from short lists provided by the IMF. With the spread of the RTAC modality, the IMF has sought to bring the Centers' activities within the ambit of overall resource planning for technical assistance, ensure consistency with the institution's view on priorities for technical assistance in the countries concerned, and tighten quality control through backstopping. This has created the potential for conflict with the relative independence that CARTAC has enjoyed from its inception. The conclusion in this report, however, is that alignment with the IMF does not necessarily undermine country ownership and that the Steering Committee can play a pivotal role in defusing any tension that may arise.
Book Synopsis The World Bank's Role in Human Resource Development in Sub-Saharan Africa by : Ronald Gene Ridker
Download or read book The World Bank's Role in Human Resource Development in Sub-Saharan Africa written by Ronald Gene Ridker and published by World Bank Publications. This book was released on 1994 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: World Bank Discussion Paper 244. Although many studies have analyzed the gender gap in primary and secondary education in developing countries, this study is one of the few that analyzes the gap at the tertiary, or university level. The authors track the patterns in women's access to and achievement in higher education, including student enrollment and access to faculty and administrative positions. The study also identifies successful strategies and measures for reducing the gender gap. Two issues are examined in this paper. Part I reviews how women have fared in the wake of expanded tertiary enrollments over the past three decades. Despite evidence proving the importance of women's access to higher education for economic growth, a pervasive gap remains, especially in Sub-Saharan Africa, the Middle East, and South Asia. The second part examines the World Bank's experience in projects designed to improve women's experience in higher education. The extent and severity of constraints varied across regions. Results are limited and many projects are still in progress. The findings suggest that countries with low per capita income levels and difficult social settings for women may have the greatest barriers to female participation. Even where social constraints are less severe, the programs for improving female education must respond to the demands of the labor market.
