Book excerpt: The challenges America faces are great, yet we have enormous power andinfluence to address those challenges. The times require an ambitious nationalsecurity strategy, yet one recognizing the limits to what even a nation as powerfulas the United States can achieve by itself. Our national security strategy isidealistic about goals, and realistic about means. There was a time when two oceans seemed to provide protection from problemsin other lands, leaving America to lead by example alone. That time has longsince passed.America cannot know peace, security, and prosperity by retreatingfrom the world. America must lead by deed as well as by example. This is howwe plan to lead, and this is the legacy we will leave to those who follow.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes President Bush's new Regional Defense Strategy--the master plan that will guide the transformation of U.S. defense policy for the post-Cold War era. Most recent books on defense prescribe how U.S. policy ought to change or critique past policies without taking Bush's new strategy into account. This book takes a different approach, providing the first comprehensive assessment of the new Regional Defense Strategy, analyzing the consequences for U.S. forces and alliance relations, and examining the political difficulties of transforming President Bush's vision into reality. It explains major changes in U.S. defense doctrine and strategy, force and command structure, future programming requirements, and the major question of how such a significant change was managed in the United States. Much is new and even radical about the Regional Defense Strategy. Bush has built it around the concept of reconstitution, under which the United States will scrap the forces needed to fight a large-scale conflict and rely on the ability to create new forces if such a conflict looms on the horizon. However, reconstitution will impose demanding requirements on U.S. intelligence and the defense industrial base. Congress will also have an important say over this proposal and the new national security strategy as a whole. So will U.S. allies in Europe and the Far East, some of whom are already moving to recast the strategy's proposals for basing U.S. forces abroad. The primary audience of this book is politico-military strategic planners and those interested in organizational theory, management of change in large organizations, and government policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book is an analysis of President Bush's Regional Defense Strategy first unveiled in Aspen, Colorado, on August 2, 1990. This strategy involves a mix of active, reserve, and reconstitutable forces, and General Colin Powell's Base Force. If implemented, the new strategy and force structure would return significant U.S. ground and air forces to the continental United States where most would be demobilized. In the event of a major crisis, the United States would rely on active and reserve forces for a contingency response, much as was done for Operation Desert Storm. The new national security strategy is based upon the 25 percent budget cut negotiated with Congress, a greatly depleted Russian threat, and a new international security environment that assumes two-years' warning of a European-centered global war with the former USSR. There are four major critical factors upon which the new strategy depends: (1) the continued decline of the Russians as a threat to world stability; (2) the ability of the intelligence community to meet new challenges; (3) the behavior of the allies and Congress; and (4) the ability of industry to meet new demands. The new strategy is not simply an adjustment to existing defense doctrine or strategy, but rather a fundamental revision of the way the United States has approached defense since 1945. Students and scholars interested in politico-military strategy and government policy will find this book of great interest.

We have done much to degrade al-Qaida and its affiliates and to undercut the perceived legitimacy of terrorism. Our Muslim partners are speaking out against those who seek to use their religion to justify violence and a totalitarian vision of the world. We have significantly expanded our counter terrorism coalition, transforming old adversaries into new and vital partners in the War on Terror. We have liberated more than 50 million Afghans and Iraqis from despotism, terrorism, and oppression, permitting the first free elections in recorded history for either nation. In addition, we have transformed our governmental institutions and framework to wage a generational struggle. There will continue to be challenges ahead, but along with our partners, we will attack terrorism and its ideology, and bring hope and freedom to the people of the world. This is how we will win the War on Terror.

Book excerpt: The first presidential doctrine was announced by President James Monroe on 2 December 1823 during his seventh annual message to Congress. An international version of this phenomenon would be Winston Churchill's "Iron Curtain" speech. Such was also the case when President George W. Bush addressed the nation in the immediate aftermath of the 9/11 terrorist attacks. This book examines American national security policies in the 20th century, the century in which America rose to superpower or hyperpower status. The same policies will probably determine how long she holds such a powerful position.

Book excerpt: Since the turn of the millennium, our Nation has endured history's deadliest attack of international terrorism and the most destructive natural disaster to strike American soil. In the face of these challenges, America has responded courageously, with focus and clarity of purpose, and today we are safer, stronger, and better prepared to address the full range of catastrophic events, including man-made accidents and natural disasters, that threaten us. Our work, however, is far from over. We remain resolute in our commitment to prevent and disrupt terrorist attacks in the Homeland, protect the American people and the Nation's critical infrastructure and key resources, and effectively respond to and recover from those incidents that do occur. Working together, our Nation will secure the Homeland in order to sustain our way of life--now and for generations to come.

Available in PDF, EPUB and Kindle. Book excerpt: The National Security Strategy (NSS) of the United States of America communicates the President's and this nation's grand strategy developed from our national purpose. President Bush published the current NSS in September 2002. This strategy is comprehensive and detailed in many areas, but a careful reading of it shows it lacks a clear vision statement related to the informational instrument of national power. This paper discusses the need to have the President build an information and communications strategy that keeps the American public informed and cognizant of the threat to our national security from militant, Islamic fundamentalists. It will examine the U.S. Code Title 50 requirement that directs the President to complete a NSS and review the 2002 National Security Strategy from an information perspective. It then identifies the current militant Islamic threat to America's security as well as the strategic principles underlying the need to broadly inform the public. Additionally, it confirms the importance of knowing one's threat; discusses the historic precedence of informing the public from the national strategy level to show this war has many similarities to the Cold War waged against the Soviet Union and communism; and examines the recommendations from the 9/11 Commission Report and the Defense Science Board's report on strategic communications on how to improve our foreign and domestic policies. The paper concludes with specific recommendations to change the current security strategy to incorporate a presidential vision for an information strategy, issue a new Presidential Decision Directive to implement the strategy, and keep focused on the threat for the long run.
