Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Available in PDF, EPUB and Kindle. Book excerpt: Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Available in PDF, EPUB and Kindle. Book excerpt: A contemporary primer on the leading arguments about U.S. national security, National Security Dilemmas addresses the major challenges and opportunities that are live-issue areas for American policymakers and strategists today. Colin S. Gray provides an in-depth analysis of a policy and strategy for deterrence; the long-term U.S. bid to transform its armed forces' capabilities, with particular reference to strategic surprise, in the face of many great uncertainties; the difficulty of understanding and exploiting the challenge of revolutionary change in warfare; the problems posed by enemies who fight using irregular methods; and the awesome dilemmas for U.S. policy over the options to wage preventive and preemptive warfare. With forty years' experience as a strategist, within and outside of government, Gray uses a problem-solving motif throughout the book, suggesting solutions to the challenges he identifies. The book's master narrative is that the United States must take a more considered strategic approach to its security dilemmas. Too often, the country's leaders decide on a policy and then move to take action, all the while neglecting to devise a plan that would connect its political purposes to military means. While many of Gray's judgments here are critical of current ideas and behavior, he crafted them as helpful guides should planners adopt them when revising policies and approaches. Strategy is a practical matter; truly it is the zone wherein theory meets practice. This text can be used as an expert guide to the major national security challenges of today. It both explains the structure of these challenges and provides useful answers. With a foreword by Lt. Gen. Paul K. Van Riper, USMC (Ret.), Bren Chair, Marine Corps University, Quantico, Virginia.

Book excerpt: The challenges America faces are great, yet we have enormous power andinfluence to address those challenges. The times require an ambitious nationalsecurity strategy, yet one recognizing the limits to what even a nation as powerfulas the United States can achieve by itself. Our national security strategy isidealistic about goals, and realistic about means. There was a time when two oceans seemed to provide protection from problemsin other lands, leaving America to lead by example alone. That time has longsince passed.America cannot know peace, security, and prosperity by retreatingfrom the world. America must lead by deed as well as by example. This is howwe plan to lead, and this is the legacy we will leave to those who follow.

Available in PDF, EPUB and Kindle. Book excerpt: William J. Perry and Ashton B. Carter, two of the world's foremost defense authorities, draw on their experience as leaders of the U.S. Defense Department to propose a new American security strategy for the twenty-first century. After a century in which aggression had to be defeated in two world wars and then deterred through a prolonged cold war, the authors argue for a strategy centered on prevention. Now that the cold war is over, it is necessary to rethink the risks to U.S. security. The A list--threats to U.S. survival--is empty today. The B list--the two major regional contingencies in the Persian Gulf and on the Korean peninsula that dominate Pentagon planning and budgeting--pose imminent threats to U.S. interests but not to survival. And the C list--such headline-grabbing places as Kosovo, Bosnia, Somalia, Rwanda, and Haiti--includes important contingencies that indirectly affect U.S. security but do not directly threaten U.S. interests. Thus the United States is enjoying a period of unprecedented peace and influence; but foreign policy and defense leaders cannot afford to be complacent. The authors' preventive defense strategy concentrates on the dangers that, if mismanaged, have the potential to grow into true A-list threats to U.S. survival in the next century. These include Weimar Russia: failure to establish a self-respecting place for the new Russia in the post-cold war world, allowing it to descend into chaos, isolation, and aggression as Germany did after World War I; Loose Nukes: failure to reduce and secure the deadly legacy of the cold war--nuclear, chemical, and biological weapons in Russia and the rest of the former Soviet Union; A Rising China Turned Hostile: failure to shape China's rise to Asian superpower status so that it emerges as a partner rather than an adversary; Proliferation: spread of weapons of mass destruction; and Catastrophic Terrorism: increase in the scope and intensity of transnational terrorism. They also argue for

Book excerpt: As the costs of a preemptive foreign policy in Iraq have become clear, strategies such as containment and deterrence have been gaining currency among policy makers. This comprehensive book offers an agenda for the contemporary practice of deterrence—especially as it applies to nuclear weapons—in an increasingly heterogeneous global and political setting. Moving beyond the precepts of traditional deterrence theory, this groundbreaking volume offers insights for the use of deterrence in the modern world, where policy makers may encounter irrational actors, failed states, religious zeal, ambiguous power relationships, and other situations where the traditional rules of statecraft do not apply. A distinguished group of contributors here examines issues such as deterrence among the Great Powers; the problems of regional and nonstate actors; and actors armed with chemical, biological, and nuclear weapons. Complex Deterrence will be a valuable resource for anyone facing the considerable challenge of fostering security and peace in the twenty-first century.
