Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

The reservoir is a pump storage facility, having no inlet stream or spillway. Between the design high water level, elevation 144, and the top of dam, elevation 147.5, there is 221 acre-feet of available storage. This capacity is sufficient to store all the runoff, 203 acre-feet, from the drainage area. There will be no test flood outflow. The dam will not be overtopped. The following remedial measures should be instituted by the Owner: grass and brush on the dam should be cut and maintained; animal burrows should be filled-in and prevented from reoccuring; trespassing on the dam should be prevented; a formal warning system for the downstream impact area should be developed and the dam should be inspected once every year by a qualified registered professional engineer.

Book excerpt: Mill Pond Dam is an earth embankment dam believed to have been constructed around 1900. The facility is used as a bridge across the Agawam River and to impound water for recreational purposes. The dam is about 285 ft. long and 16.5 ft. high. The dam has two spillways. The primary spillway is a concrete sluiceway located near the left abutment. A two bay stoplog structure located at the downstream end of the sluiceway controls flows through the facility. The secondary spillway is a 5 ft. dia. metal pipe culvert located on the right side of the dam. A stoplog structure having a weir length of 5.4 ft. is located on the upstream end of this spillway. An 18 in. dia. outlet passes through the dam near mid-point. Outflow is controlled at a 6 ft. by 8 ft. by 6 ft. upstream concrete intake structure. The dam and appurtenant works are judged to be in fair condition. There is no low level outlet for draining the pond. Seepage was noted at four locations. There was erosion of both the upstream and downstream embankments in the vicinity of the 18 in. dia. outlet pipe. Tree and brush growth is abundant. The test flood inflow is 3,420 cfs; the routed test flood outflow of 3,150 cfs would overtop the low point in the left abutment by about 2.0 ft. The spillways can pass about 7 percent of the routed test flood outflow without overtopping the low point in the left abutment.

The spillway is 190 feet long and discharges to the Nashua River. As a result of the visual inspection and a review of available data, Lancaster Millpond Dam is considered to be in fair condition. Major concerns are: erosion of the soil near the right abutment on the downstream side; trees growing on the soil of the right abutment and on the field nearby; a tree growing out of the stone masonry at the intersection of the dam and the left training wall; seepage through the spillway; and the lack of controls on diversion and discharge structures. The test flood inflow was estimated to be 14,800 cubic feet per second (cfs) and resulted in an outflow discharge estimated to be 14,800 cfs, which would overtop the dam crest by about 13 feet. This would result in the water rising to within about 1 foot of the bridge at State Routes 62 and 70 immediately upstream of the dam.

There is a concrete outlet structure located on the upstream face of the dam. The structure contains three weirs and a grated outlet. The following are visible signs of distress which indicate a potential hazard at the site: erosion and spalling of the concrete on the outlet structure; slight seepage at the top of the outlet gate; slight seepage at the toe of the dam; a small tree growing at the toe of the dam; erosion of the embankment slopes near the west abutment; accumulation of rock debris in the floor of the box culvert; and minor efflorescence, cracking and seepage in the walls of the box culvert. In addition, the channel downstream of the dam contains heavy overgrowth of trees and brush, an accumulation of rock and soil 2 feet above the floor of the box culvert, and pieces of rock fallen from the side walls. The outlet structure can only discharge 29 percent of the test flood before overtopping the dam occurs. In the event flow overtops the dam, complete failure of the dam is unlikely to occur. The highway pavement and concrete headwalls will serve to protect the dam under flood conditions. However, erosion of the dam could occur, resulting in a breach and partial failure of the dam.

Book excerpt: The South Barre Mill Pond dam is a small dam consisting of two adjacent concrete ogee spillways, a short earth embankment on the right side and an outlet works to a penstock at the left abutment. The present dam, constructed about 1904, was extensively damaged in the floods of 1936 and 1938 and has been reconstructed on several occasions, the latest work in 1944. The dam is in fair to good condition. There are no obvious signs of failure or conditions which would warrant urgent remedial treatment. Hydraulic analyses indicate that the spillway will not pass one-half the probable maximum flood and the spillway is considered inadequate, Recommendations for remedial work include repair of concrete at the left training wall and right spillway weir and restoration of gates to good operating condition. Additional investigation of the right spillway weir is recommended, since no data are available concerning this portion of the structure.

The original dam at this site, which was constructed around 1888, was partly rebuilt after being washed out in 1923. There is no other information available on the construction of this dam. The stone masonry spillway has a sharp-crested concrete weir and a stepped stone cascade. The 47-foot long spillway crest has been breached in a 20.2-foot section near the right training wall. The crest is at Elevation (EL) 505.4 in the breached section and 508.0 in the unbreached section. There is no apparent outlet at this dam. The dam is in poor condition. The following are visible signs of distress that could indicate a potential hazard at the site: breached section of the spillway; lack of a low level outlet; erosion at several locations along the embankment and down the left bank of the discharge channel; possible seepage through the left embankment; dense growth of trees and brush on both slopes and on the spillway crest; loose and displaced stone blocks on the spillway, the side walls, and the apron of the cascade; erosion and unidentified flow from beneath the concrete retaining wall; and accumulation of branches and debris in the downstream channel. An outflow test flood of 4,170 cfs (one-fourth the estimated probable maximum flood) will overtop the dam by a maximum of 1.8 feet. The spillway can discharge 45 percent of the outflow test flood.

The dam has a maximum height of 13 feet and consists of a spillway, low level outlet, an intake toi a plant, and an earth dike. The following deficiencies were observed at the site: severe seepage at several locations along the toe of the dam; downstream stone masonry walls are out of plumb; lack of access to the low level outlet operator; erosion at the low point of the dam crest; bulging of the downstream masonry wall in several locations; stone missing from the upstream face of the spillway, mortar missing from the stone masonry spillway of the dam; heavy growth of brush and trees on the dam crest and on the dike; and an accumulation of debris in the discharge channel. Hydraulic analyses indicate that the spillway (without stoplogs) can discharge 520 cfs, or 76 percent of the test flood outflow before the dam is overtopped. (With the stoplogs, the spillway can discharge 170 cfs or 22 percent of the test flood outflow before the dam is overtopped).
