At top of a dam elevation, the dam impounds 90 acre-feet. Outlet works consist of a drawdown conduit of unknown size and twin 8-inch line for process water. Under normal conditions, the entire flow of the Hockanum River discharges over the spillway. This dam has a maximum height of 16.7 feet with the top of dam 5.5 feet above the spillway crest. The dam is in fair condition with some seepage from the face of dam and some deteriorated concrete. In addition to the operable outlet works, there is the 48-inch metal penstock that was originally used to supply water to the generator turbine. This outlet is plugged and the pipe partially filled and collapsed.

Book excerpt: Mill Pond Dam is an earth-covered, irregular natural rock formation 600 ft. long, with a top width varying from 10 to 20 ft. and a maximum height of 19 ft. The outlet for the dam is a natural rock weir spillway approximately 35 ft. wide, which is overpassed by a footbridge. The crest of the spillway is about 3 ft. below the lowest point on the dam crest. Based on visual inspection, the Mill Pond Dam is judged to be in good condition; however, during the inspection, there was a light snow cover of approximately 2 inches which may have obscured problems, such as erosion or seepage. A test flood of a 100 year frequency was selected in accordance with the Corps of Engineers' Guidelines. The calculated test flood inflow of 1,000 cfs results in a routed outflow of 990 cfs. With the water level at the top of the dam the spillway capacity is 575 cfs which is 58% of the outflow flood. The storage capacity of the Mill Pond is 52 ac.-ft. at the top of the dam.

Book excerpt: Upper Mill Pond Dam is a stone masonry dam approximately 100 feet long and 15 feet high. The spillway is 92 feet long, 9 feet wide and consists of a masonry broad crested weir. The water level is at the spillway crest and can be lowered by opening the low-level discharge gate which was recently made operable by the Middletown Water Department. In general, the overall condition of the dam is FAIR. The structural stability of the dam is good as evidenced by its vertical, horizontal and lateral alignment. The stone masonry is in good condition although moss and weeds are growing from the joints. The spillway weir and east abutment are in good condition. The west abutment is badly spalled at its base. The discharge gate inlet structure is badly spalled and the bar rack is cluttered with debris. There is some seepage at the east end of the dam where the stone masonry meets the abutment/ledge interface. Vegetation is growing around this area as well. The ledge continues along the downstream channel bank and there is minor seepage. A drainage pipe outlets above the west abutment. There is presently a scour hole at this location. This scour hole has caused the last section of the drainage pipe to collapse into the hole and is undermining the west spillway abutment. At the spillway elevation, the water surface area and storage capacity is 5 acres and 31 acre-feet respectively. The spillway capacity when the water level in the pond is at the top of the dam is 250 cfs. The test flood will overtop the dam by 1.8 feet.

Book excerpt: Mill Pond Dam is 220 feet in length, with a maximum height of 18 feet. The upstream face of dam is a vertical mortared stone masonry wall partially replaced in areas with concrete. The downstream face of the dam is a concrete wall approximately 12 feet in height and 4 feet wide. The remains of a factory foundation occupy the irregular shaped dam crest, 30 to 60 feet wide. The composition of the fill material is unknown. The spillway is 68 feet in length extending from the left abutment. Based on the visual inspection, the Mill Pond Dam appears to be in fair condition. Some settlement and cracking of the floor slab at the crest of the dam has occurred. The downstream concrete face appears to be in good condition. Downstream from the concrete portion of the dam a nearly level grassed area was observed. The grassed area indicated no visible seepage and was in generally good condition. The visible face of the spillway is in fair condition. A portion of the right spillway training wall had collapsed for a distance of approximately 18 feet. Most of the stone masonry blocks have been removed in this section and the embankment has been eroded back for a distance of approximately 8 feet. A cast iron drainage pipe is located adjacent to the end of the concrete training wall in this collapsed section. Other portions of the existing wall have been undermined causing masonry blocks to be removed. The outlet structure service gates have recently been replaced and are in good condition. The capacity of the spillway is inadequate to pass the 1/2 PMF test flood outflow of 8,070 CFS and would overtop the dam by 4.9 feet. The spillway is adequate to pass 15 percent of the test flood.

The crest width of the dam is approximately 10 feet. The centrally located spillway is 62 feet in length. The stones forming the crest of the spillway are connected with metal rods. The dam was originally constructed to provide water power for a mill, however the ponds is now used for passive recreation only. Dobsonville Dam has a storage volume of 125 acre-feet and a maximum dam height of 26 feet. Based on the visual inspection, the Dobsonville Dam and its appurtenances are judge to be in fair condition. The vertical and horizontal alignment was good. Trees are located at the abutments with roots growing into the stone masonry face. Seepage was observed eminating through the downstream face. Water was overflowing the spillway at the time of inspection. The maximum spillway capacity without overtopping the dam is 342 CFS. The capacity of the spillway is inadequate to pass the 100 year test flood outflow fo 4290 CFS and would overtop the dam by 5.7 feet. The spillway is adequate to pass only 8 percent of the spillway test flood outlfow without overtopping the dam.

Book excerpt: Rogers Pond Dam is a 231 foot long earth and vertical stone masonry dam with a maximum height of 9 feet. There is a 50 foot long concrete spillway near the center of the dam. The width of the dam varies from a minimum of 6 feet at the right spillway edge to 21 feet at the left abutment. The purpose of this dam is primarily recreational. The visual inspection of Rogers Pond Dam indicated that the dam is in fair condition. The inspection revealed that portions of the upstream masonry wall have been displaced at several locations. Numerous trees are growing on the left upstream embankment. Seepage was noted along the stone wall on both sides of the spillway and the ground was wet and soggy 25 feet downstream of the left side of the dam, and a large depression was observed just downstream of the wall along the right side of the dam. The storage at top of dam is 60 acre-feet. The spillway will discharge 500 cfs or 42% of the test flood with the pool level at the top of the dam. The peak test flood inflow is 1195 cfs, with a peak test flood outflow of 1140 cfs, which will overtop the dam by 0.6 feet.

Book excerpt: The dam consists of a 400 foot long concrete spillway across the Farmington River with an adjacent hydroelectric generating powerhouse, and a 100 foot long butressed concrete transition dam spanning from the 70 foot long powerhouse to a 1050 foot long earth dike running along the pond shoreline. There are two low level sluices through the spillway section which are operated by hydraulic lifts in a chamber above the sluices. The sluices have an inlet elevation approximately 44.5 feet below the crest of the spillway. The 4 inlets to the turbines are approximately 34.5 feet below the crest of the spillway; the discharge flows to a tailrace channel cut into bedrock to the left of the spillway discharge channel. A fish ladder with an inlet about 1.5 feet below the spillway crest also discharges into the tailrace channel. All inlet gates are well maintained and operable. Based upon the visual inspection and past performance, the dam is judged to be in fair condition. No evidence of instability was observed in the dam or its appurtenances. The condition of the earth dike is good, however there are areas requiring attention. Based upon our hydraulics computations, the spillway capacity is 101,000 (cfs), which is equivalent to 51% of the routed Test Flood outflow.

Book excerpt: The dam is located on a tributary of the Connecticut River on the town line of Bolton and Vernon, Tolland County, Connecticut. It is an earthfill structure approximately 625 ft. long with a maximum depth at its center of 26 ft. The crest width varies from 12 to 15 feet. A vertical granite masonry wall extends from the downstream side of the crest to the bed of Lydall Brook below. The visable part of the upstream embankment has a 1 on 2 to 1 on 3 slope with a riprap face. The downstream embankment consists of cobbles and boulders piled against the face of the masonry wall on an approximate 1 on 1.5 slope. The dam is in generally good condition. It appears to be structurally stable at the present time under normal conditions. Based on its small size and high hazard classification in accordance with the Corps' guidelines, the test flood is 1/2 the PMF. The spillway will pass only about 44 percent of the test flood and is considered inadequate. Recommendations to improve dam safety are: (1) Increase spillway capacity; (2) Replace 6-in. discharge pipe and relocate valve; (3) Add riprap near the center on the downstream side; (4) Divert spillway discharge away from the toe of the dam.

Book excerpt: White's Mill Pond dam which was built before 1923 is a 340-foot long earthfill dam with upstream and downstream dry stone masonry walls. The dam has a maximum height of 13 feet and consists of a spillway, low level outlet, an intake toi a plant, and an earth dike. The following deficiencies were observed at the site: severe seepage at several locations along the toe of the dam; downstream stone masonry walls are out of plumb; lack of access to the low level outlet operator; erosion at the low point of the dam crest; bulging of the downstream masonry wall in several locations; stone missing from the upstream face of the spillway, mortar missing from the stone masonry spillway of the dam; heavy growth of brush and trees on the dam crest and on the dike; and an accumulation of debris in the discharge channel. Hydraulic analyses indicate that the spillway (without stoplogs) can discharge 520 cfs, or 76 percent of the test flood outflow before the dam is overtopped. (With the stoplogs, the spillway can discharge 170 cfs or 22 percent of the test flood outflow before the dam is overtopped).

A 16-inch gate valve drains the structure and discharges downstream of the spillway, A conduit to a downstream industrial complex is plugged with concrete. Based on the visual inspection, the dam is judged to be in poor condition. The future integrity of the dam can be affected by the lack of slope protection on the upstream slope, and continued erosion of the upstream and downstream slopes; trees on the embankment; continued undermining of the spillway apron; vegetation growing in open joints of the stone masonry training walls; the poor condition of the outlet works; and indagequate spillway capacity. The spillway has a capacity of 3,200 cfs and is capable of discharging 34 percent of the Test Flood outflow.

Book excerpt: Moulsons Pond Dam is a stone masonry dam approximately 80 feet long and 23 feet high. The spillway is L shaped with a concrete cap that extends almost the total length of the dam. A bridge spans over the river immediately downstream of the spillway. The top of road is the dam crest and the west bridge abutment is the west spillway abutment. There is a 2-foot high concrete abutment at the east end that is 8 feet below the top of the dam. At the west end of the dam there is a 6-foot diameter pipe that passes beneath the roadway into a sluiceway that goes to an old mill. There is no control for this sluiceway which is always open and the water discharges into the downstream channel. There is no low-level discharge pipe.

Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

Book excerpt: The Upper Millpond Dam is located on the Indian River in Clinton, Connecticut. The dam was constructed in 1813. The overall dam length is 82.5 feet including a stone masonry spillway of 24.5 feet located near the left side. There is a concrete cap, approximate 8 inches high by 1 foot wide which was added to the dam on either side of the spillway in 1975. On the right side of the dam is the remains of an outlet box which is partially collapsed. Also, located beneath the spillway is a plugged 10-inch metal outlet pipe. The maximum height of the dam is 8.2 feet and the average depth immediately behind it is 1 foot. The dam is owned and operated by the Town of Clinton. The dam impounds Upper Millpond which is 16.5 acres in size and which is essentially a widened channel of the Indian River. The dam is in fair condition with some cracking and spalling of the concrete cap, no functioning outlet works, several large overhanging trees just upstream of the dam, measurable seepage a round the left abutment and some misalignment of the stone masonry dam itself.

Book excerpt: Upper Pond Dam is an earth embankment dam with a maximum height of 17 feet and a length of 390 feet. The dam embankment left of the spillway is approximately 10 feet in width, with 2 horizontal to 1 vertical upstream and downstream embankment slopes. The centrally located spillway is 72 feet in length and is a stone masonry structure. Stone masonry training walls approximately 5 feet in height are located at each side of the spillway. The outlet works consist of a concrete gate structure and an outlet channel. Based on the visual inspection, the Upper Pond Dam appears to be in poor condition. There was no movement or settlement of the crest observed. The horizontal alignment is good. The top of the outlet gate structure, however, is lower than the embankment crest. Some erosion was noted at the abutments, adjacent to the spillway section and adjacent to the outlet works. Trespassing on the slopes was not significant. Erosion scarps on the upstream slope extending 1-2 feet above waterline were noted. Several areas of broad shallow erosion on the upstream slope and upstream side of abutments were observed. Brush and many large trees (up to 2.5-ft.-dia.) with extensive root systems were noted on the slopes and crest of the dam. Standing water was observed in an area 35 feet downstream of the toe on the right side of the dam. The capacity of the spillway is inadequate to pass the 1/2 PMF test flood outflow of 5,195 CFS and would overtop the dam by about 0.9 feet. The spillway can pass about 33 percent of the test flood.
