Available in PDF, EPUB and Kindle. Book excerpt: The SADC Protocol on Gender and Development is the only sub-regional instrument in the world that brings together global and continental commitments to gender equality in one instrument used to enhance accountability. The Southern African Gender Protocol Alliance is a network of country and regional NGOs that campaigned for the Protocol, it’s updating, implementation and tracking. Originally aligned to the Millennium Development Goals that expired in 2015, SADC Gender Ministers updated the Protocol and aligned it to the Sustainable development Goals (SDGs), Beijing Plus Twenty and the Africa Agenda 2063 in 2016. In July 2017, the Ministers adopted a Monitoring, Evaluation and Results Framework (MERF) that is now the basis of reporting. 2018 marks the tenth anniversary of the SADC Gender Protocol and the Barometer. Moving with the times, the Alliance has expanded the two yardsticks in the Barometer: the SADC Gender and Development Index (SGDI) and the Citizen Score Card (CSC). The Barometer incorporates many MERF and SDG indicators, as well as its own unique measures of voice, choice and control. The Barometer also introduces the Gender Responsive Assessment of Constitutions and Laws conducted by Alliance experts and networks around the region. A wealth of data, insights and analysis awaits all readers of the Barometer, that will also be made available online and in multi-media formats. The “SADC we want” is one in which citizens engage; step it up for gender equality, and make sure we achieve Planet 50/50 by 2030!

Book excerpt: The National Plan to Reduce Violence against Women and their Children 2010-2022 is a 12-year strategy which aims to bring together Commonwealth, state and territory government efforts, as well as the important work being done by the non-government sector, to make a sustained reduction in the levels of violence against women. The National Plan is supported by a series of 3-year Action Plans identifying actions, responsibilities and timeframes. This paper takes stock of how the First Action Plan - 'Building a Strong Foundation' (2010-2013) - is progressing. This analysis will inform the development of the Second Action Plan, 'Moving Ahead' (2013-2016).

Book excerpt: The National Plan to Reduce Violence against Women and their Children 2010-2022 is a 12 year cross-government plan to ensure that women and their children are safe and free from violence now and in the future. The National Plan is supported by a series of 3-year Action Plans. These Action Plans identify actions, responsibilities and timeframes, allowing governments to work together to develop, implement, and report on progress within a coordinated national framework. This document sets out the third action plan, for 2016-2019. It features six national priorities with an emphasis on primary prevention and driving cultural change from the ground up. The third action plan builds on what has already been done and addresses gaps with new work, particularly in the areas of sexual violence, addressing the needs of children experiencing violence, and providing greater support and choice for women wanting to leave violence.

Book excerpt: Our Watch partnered with Australia's National Research Organisation for Women's Safety (ANROWS) and the Victorian Health Promotion Foundation (VicHealth) to create Change the story: A shared framework for the primary prevention of violence against women and their children in Australia. The framework draws upon the latest international evidence and consultations with over 400 stakeholders across Australia to explore what drives violence against women and what works to prevent it. It demonstrates that, while violence against women has no single cause, it is strongly associated with particular dimensions of gender inequality, in both public life and personal relationships. It asserts that an Australia where women and their children live free from violence is an achievable long-term goal, but one that can only be realised by addressing the drivers of this violence, which are deeply entrenched in our social and cultural norms structures and practices, across our communities and in our daily lives.Change the story details the key elements required to create a strategic, collaborative and consistent national approach to preventing violence against women. The framework:* outlines 10 essential and supporting actions to prevent violence against women by addressing its gendered drivers and reinforcing factors* provides evidence-based guidance to government, the private sector, civil society and communities on how to lead, coordinate, resource and support effective prevention effort across Australia* aims to inform and support the development of policy and legislation, prevention programs, strategies and initiatives of all kinds, and advocacy. The framework demonstrates how, by working together, governments, organisations, communities and individuals can create a safer Australia built upon respect and equality. It offers a path towards this ultimate goal of social transformation, providing the necessary evidence, rationale and guidance to drive and support a significant and sustained nation-wide effort to prevent violence against women and their children.

Book excerpt: This book assesses the impact and effectiveness of the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol) in 16 state parties. These countries are: Burkina Faso, Cameroon, Côte d’Ivoire, the Democratic Republic of Congo, Ethiopia, Eswatini, the Gambia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Nigeria, Sierra Leone, Tanzania, and Zimbabwe. Each of the chapters traces the impact that the Protocol has had on the policies, laws, court decisions, civil society activism, and legal education in the particular state. Each chapter also discusses the relationship of the state with the African human rights mechanisms. The book is an update of two prior volumes of essays, titled The impact of the African Charter and the Maputo Protocol in selected African states, published by PULP in 2012 and 2016, and edited by the Centre for Human Rights, Universityof Pretoria (Centre) and Victor Ayeni, respectively. The third edition, focused more narrowly on the Maputo Protocol, appears as the continent marks 20 years since the adoption of the Protocol on 11 July 2003. By 11 July 2023, 54 out of 55 African Union member states (with the exception of Morocco) have become party to the African Charter, and 44 of them have accepted the Maputo Protocol. The book is edited by and contains several chapters by alumni of the Master’s in Human Rights and Democratisation in Africa programme of the Centre. The Centre intends to use this research as the basis for a continuously updated database on the impact of the African Charter and Maputo Protocol.
