Book excerpt: " To ensure that the nation's existing nuclear weapons remain safe and reliable, the 2010 Nuclear Posture Review identified a set of long-term modernization goals for the nation's nuclear weapons stockpile that include sustaining a safe, secure, and effective nuclear arsenal and investing in a modern infrastructure. NNSA, which is responsible for the stockpile, is charged with carrying out these goals. The National Defense Authorization Act for Fiscal Year 2011 includes a provision for GAO to report annually on NNSA's nuclear security budget materials. This is the sixth year that GAO has undertaken work in response to this provision. This report assesses the extent to which NNSA's fiscal year 2017 nuclear security budget materials (1) differ, if at all, from its budget estimates and plans for modernization activities as presented in its fiscal year 2016 budget materials and (2) align with NNSA's modernization plans. GAO analyzed NNSA's fiscal year 2016 and 2017 nuclear security budget materials associated with those years' Stockpile Stewardship and Management Plans, and interviewed officials from NNSA and the Office of Management and Budget. As part of this effort, the Department of Energy’s National Nuclear Security Administration is currently conducting four weapon modernization programs. NNSA manages its weapon modernization programs in coordination with the Department of Defense (DOD), which undertakes related work to modernize nuclear weapon delivery systems, including heavy bombers, intercontinental ballistic missiles, and submarine-launched ballistic missiles and the submarines that carry them. In addition, NNSA is managing numerous, multi-billion-dollar construction projects and related activities to modernize the infrastructure it uses to produce the components and materials needed for its weapon modernization programs. This report provides information on four areas related to NNSA’s modernization activities: (1) funding for nuclear modernization activities, (2) comparison of modernization activities in budget materials for fiscal year 2021 and earlier, (3) affordability discussion in the Fiscal Year 2020 SSMP, and (4) implications of potential New START expiration for modernization activities.

In January 2013, NNSA awarded a $22 billion consolidated M&O contract for its Pantex and Y-12 sites, which NNSA stated will enhance mission performance and reduce costs. The National Defense Authorization Act for fiscal year 2013, as amended, requires NNSA to report to Congress on the costs and benefits of the contract competition following the award of an M&O contract. NNSA's report is to address the expected cost savings, competition costs, any disruption or delay in mission activities or deliverables, and any benefits to mission performance or operations resulting from the competition. The act also requires GAO to review and report on NNSA's report. This report assesses the extent to which NNSA's report addressed each required topic and the clarity and completeness of the information provided. GAO interviewed NNSA officials and reviewed NNSA's statutory reporting requirements, the agency's report and supporting documentation, and federal guides and standards relevant to presenting benefits and costs.

An explanatory statement accompanying the act included a provision for GAO to review the adequacy of NNSA's plan. This report evaluates the extent to which NNSA's plan (1) addresses the objectives of the act and (2) follows leading practices for planning. GAO reviewed NNSA's plan and compared it with legislative requirements and leading practices for planning and interviewed NNSA officials.

Among other changes, NNSA plans to relocate KCP to a new facility and increase components obtained from external suppliers from about 54 to 70 percent. KCP's continued supply of these components is essential for maintaining a reliable nuclear weapons stockpile. GAO was asked to determine (1) how KCP developed plans for modernization, (2) actions KCP has taken to ensure uninterrupted production of components, and (3) actions KCP has taken to address the risks of outsourcing. GAO reviewed planning documents and met with officials from NNSA, KCP, and Sandia National Laboratories, which designs many of the components produced at KCP. He also emphasized both the long-term goal of eliminating nuclear weapons and the requirement that the United States have modern, flexible, and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world.The United States remains committed to its efforts in support of the ultimate global elimination of nuclear, biological, and chemical weapons. It has reduced the nuclear stockpile by over 85 percent since the height of the Cold War and deployed no new nuclear capabilities for over two decades. Nevertheless, global threat conditions have worsened markedly since the most recent 2010 NPR, including increasingly explicit nuclear threats from potential adversaries. The United States now faces a more diverse and advanced nuclear-threat environment than ever before, with considerable dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems.
