The most important aspect of improved delivery of services is certification of eligibility which is valid in all jurisdictions. State and Federal governments are collaborating in a system which will allow continuous care. An outreach program is designed to make potential recipients aware of the benefits available; these include food packages, nutrition education and health care. All agencies providing services to migrants are eligible to share in the referral system. Resources and guidelines to facilitate the working of the system are being offered by the USDA, including information on numbers and moving patterns of migrants, directories of local agencies, bilingual staff and materials, contacts with farmworker groups, and food delivery systems.
