Book excerpt: Skilled technical occupationsâ€"defined as occupations that require a high level of knowledge in a technical domain but do not require a bachelor's degree for entryâ€"are a key component of the U.S. economy. In response to globalization and advances in science and technology, American firms are demanding workers with greater proficiency in literacy and numeracy, as well as strong interpersonal, technical, and problem-solving skills. However, employer surveys and industry and government reports have raised concerns that the nation may not have an adequate supply of skilled technical workers to achieve its competitiveness and economic growth objectives. In response to the broader need for policy information and advice, Building America's Skilled Technical Workforce examines the coverage, effectiveness, flexibility, and coordination of the policies and various programs that prepare Americans for skilled technical jobs. This report provides action-oriented recommendations for improving the American system of technical education, training, and certification.

Book excerpt: The market for high-skilled workers is becoming increasingly global, as are the markets for knowledge and ideas. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.

Book excerpt: In recent years, rapid technological progress has led to a wholesale destruction of middle-level jobs and a substantial rise in income inequality. It could also bring an era of high structural unemployment. These impacts constitute a major challenge that cannot be ignored by policymakers. They affect the fundamentals of our labor market – and might severely shake the social structure and stability of our society. This new report examines the impacts of technology on the European labor market. The report documents that technological innovation brings not only immense benefits but also significant dislocations in the labor market by making many jobs redundant. HCSS calls upon policymakers to take the risks of job polarization, increased inequality and potentially high technological unemployment quite seriously and suggests some policy measures that could mitigate these risks. The study was conducted in the context of the TNO Strategy & Change program. Book excerpt: The first book in this important new series, under the general editorship of Nobel Laureate Robert Solow, Institutions, Innovation and Growth assembles a stellar cast of international contributors. Leading economists join the debate on innovation and economic growth, focussing on a broad spectrum of issues ranging from labour markets to corporate governance. Growth paths within the OECD are also assessed, with particular emphasis on contrasts between US and European models. The book seeks to identify those institutional factors, taking into account different national trajectories, which might serve to promote economic growth in Europe.

Available in PDF, EPUB and Kindle. Book excerpt: The fifteenth volume of Innovation Policy and the Economy is the first to focus on a single theme: high-skilled immigration to the United States. The first paper is the product of a long-term research effort on the impact of immigration to the United States of Russian mathematicians beginning around 1990 as the Soviet Union collapsed. The second paper describes how obtaining a degree from a US undergraduate university can open an important pathway for immigrants to participate in the US labor market in IT occupations. The third paper considers the changing nature of postdoctoral positions in science departments, which are disproportionately held by immigrant researchers. The fourth paper considers the role of US firms in high-skilled immigration. The last paper describes how strong growth in global scientific and technological knowledge production has reduced the share of world scientific activity in the United States, increased the immigrant proportion of scientists and engineers at US universities and firms, and fostered cross-border collaborations for US scientists.

However, the large potential of a better inclusion of females and elderly employees and managers remains often untapped. Also female and elderly employees can increase the innovation level of a company. This publication provides strategies how to better include this important group in companies. It was developed as part of the flagship project of the EU Strategy for the Baltic Sea Region “Innovative SMEs by Gender and Age (QUICK-IGA)”. The project addresses the following objectives: - levelling of equal opportunities for women south of the Baltic Sea with the ones of northern countries; - strengthening the promotion of innovation in small and medium-sized enterprises by developing working cultures that explicitly improve the equal opportunities of women; - supporting regional development in order to optimally develop human capital and competitiveness through gender and education policy. The manual containing all the project results and additional tools for the management of demographic change at enterprise level. Part I of the book incorporates the strategy programme on "Age, Gender and Innovation: Policies and Strategies to Improve Employability and Work Ability of Women and Older People in the Baltic Sea Region”, whilst part II contains action plans for the Hanse Parlament (network of business chambers) and the Baltic Sea Academy (network of academic institutions) “Promoting the employment of women and older people”.

The more advanced the processes of innovation-led entrepreneurship are, the more important become highly skilled scientific, engineering, professional and university trained personnel. This has led to the existing concentration in Europe and the US of innovative labour in a limited number of locations (as elsewhere in the world) and the tendency, on both continents for further concentration at these "Islands ...
