Students, teachers, and school principals all participated in the survey, which constituted Part II of the National Indian Education Study (NIES). NIES was a two-part study conducted by the National Center for Education Statistics (NCES), with the support of the Office of Indian Education (OIE), for the U.S. Department of Education. Part I of NIES collected information on the academic performance of AI/AN students, as measured by the National Assessment of Educational Progress (NAEP). This report describes important aspects of the educational experiences of AI/AN students in grades 4 and 8. Although the central focus of the report is AI/AN students, information is also provided about non-AI/AN students, where available, so that the reader can compare the characteristics of AI/AN students with their peers from different backgrounds. The source of the information on non-AI/AN students is NAEP, which included a survey component to collect limited demographic information about all students who participated in 2005. The NAEP survey, however, did not collect information on the role of AI/AN culture or language in education--topics which are the central focus of NIES. The national sample includes both public and private schools (i.e. Bureau of Indian Affairs, Department of Defense Education Activity, and private schools). States represented in the study are Alaska, Arizona, Montana, New Mexico, North Dakota, Oklahoma, and South Dakota. In both Grade 4 and Grade 8 Reading: (1) American Indian/Alaska Native students in Oklahoma had a higher average scale score and a higher percentage performing at or above "basic" than American Indian/Alaska Native students in the nation and other selected states; (2) Compared to the nation, American Indian/Alaska Native students in Alaska, Arizona, New Mexico, and South Dakota had lower average scores; and (3) No significant difference was found between the performance of Hispanic students and American Indian/Alaska Native students. In both Grade 4 and Grade 8 Mathematics, American Indian/Alaska Native students in grade 4 had lower average scores in mathematics than all other students in the nation. In Grade 4 Mathematics, American Indian/Alaska Native students in Montana and Oklahoma were not significantly different from their peers in the nation on average scores; but American Indian/Alaska Native students in Alaska, Arizona, New Mexico, North Dakota, and South Dakota had lower average scores than American Indian/Alaska Native students in the nation. In Grade 8 Mathematics, American Indian/Alaska Native students in New Mexico and South Dakota had lower average scores than American Indian/Alaska Native students in the nation. In both Grade 4 and Grade 8, American Indian/Alaska Native students had a higher average score than Black students; and performed lower than White students and Asian/Pacific students. In Grade 8, American Indian/Alaska Native students had a higher averagescore than Hispanic students. (Contains 16 figures.).

This report focuses primarily on two themes identified during the development of the NIES survey questionnaires: (1) To what extent are AI/AN culture and language part of the curricula?; and (2) To what extent are school resources available for improving AI/AN student achievement? The student survey questions selected for this report asked AI/AN students about the knowledge they had of their Native culture and language and their opportunities to learn more. Teacher survey questions asked teachers how they acquired and integrated culturally responsive materials, activities, and instruction into their lessons to enhance student learning. Questions from the school administrator survey asked school officials about how often members of the Native community participated in school events with students, parents, and teachers. This report is organized as follows: (1) The Introduction section includes information on sampling, participation, reporting, the NIES 2015 states, and the school types reported on in the survey question tables throughout this report; (2) The Survey Questionnaires section describes the purpose of the survey questions and the development process used to create them; (3) The Students and Native Culture section includes information about students' exposure to and participation in their Native culture and their experiences with Native language at home and in school; (4) The Teacher Characteristics section examines the ways in which teachers acquired the knowledge and skills they need to teach AI/AN students, teachers' self-identified race/ethnicity, and the culturally specific instructional practices used in reading and mathematics lessons; (5) The Schools and Community Engagement section examines AI/AN community member events that take place at school and the availability of good quality AI/AN books and other materials in school libraries or media centers; and (6) The Performance Results section provides information about the performance of AI/AN students at grades 4 and 8 in the nation and in the NIES states on NAEP reading and mathematics assessments from 2005 to 2015. Book excerpt: This report presents the results for Part I of the study focusing on the performance of American Indian and Alaska Native (AI/AN) fourth- and eighth-graders on the 2007 National Assessment of Educational Progress in reading and mathematics. A national sample of approximately 10,100 AI/AN students at grades 4 and 8 participated in the 2007 reading assessment and 10,300 in the mathematics assessment. Results from this study are compared to those from the first NIES conducted in 2005. The results for 11 states with relatively large populations of AI/AN students are presented in addition to the national results. In both reading and mathematics, overall scores for AI/AN fourth and eighth-graders showed no significant change since 2005 and were lower than the scores for non-AI/AN students in 2007. In 2007 at both grades, AI/AN students attending schools in which less than 25 percent of the students were AI/AN scored higher than their peers attending schools with higher concentrations of AI/AN students, and those attending public schools scored higher than their peers in Bureau of Indian Education schools. Although overall average scores for AI/AN students were lower than the scores for non-AI/AN students at both grades in 2007, they were not consistently lower than the scores for all racial/ethnic groups. Average scores in both grades for AI/AN students were lower than the scores for White and Asian/Pacific Islander students. Scores for higher-performing AI/AN students were higher than those of their Black peers in both grades. In reading, AI/AN fourth-graders attending city schools scored higher than their Hispanic peers, and AI/AN eighth-graders attending rural schools scored lower than their Hispanic peers. In mathematics, average scores for AI/AN students in both grades were not significantly different from their Hispanic peers. (Contains 39 figures and 30 tables.) Book excerpt: The Office of Indian Education (OIE) helps support local education agencies, Indian tribes and organizations, postsecondary institutions, and other entities in their efforts to address the unique educational and culturally related academic needs of American Indians and Alaska Natives (AI/AN) so that these students can meet the same challenging state standards as all students. The Office of Indian Education has worked with the National Center for Education Statistics (NCES) in the Institute of Education Sciences (IES) to identify issues for study and to design surveys that will inform these issues of concern to the community. This work has meant increasing the numbers of American Indian and Alaska Native children in study samples in some surveys to be able to report on the population. In the case of the National Indian Education Study (NIES), NCES has conducted a separate survey focusing on Indian education and the role of Indian culture in education. Other studies and reports make information on the educational status and progress of American Indians and Alaska Natives easily accessible from NCES and the U.S. Bureau of the Census. The Executive Order on American Indian and Alaska Native Education is designed to assist American Indian and Alaska Native students in meeting the challenging student academic standards of the No Child Left Behind Act of 2001 (Public Law 107-110) in a manner that is consistent with tribal traditions, languages, and cultures. This order builds on the innovations, reforms, and high standards of the No Child Left Behind Act of 2001, including the following: stronger accountability for results; greater flexibility in the use of federal funds; more choices for parents; and an emphasis on research-based instruction that works. Section 3 of the Order states that the Secretary of Education, in coordination with the Working Group, shall conduct a multiyear study of American Indian and Alaska Native education in relation to the challenging student academic standards of the No Child Left Behind Act of 2001. This publication introduces some of those studies that have data and that can be used to examine the education of American Indian and Alaska Native students.
