Available in PDF, EPUB and Kindle. Book excerpt: In recent years, India has made impressive strides in increasing literacy rates and in enabling access to education. The country now seems well set to provide universal and good quality basic education. Yet, behind this otherwise rosy picture lie serious concerns relating primarily to gender and equity. /-//-/This volume provides an insightful understanding of the ground realities of primary education programmes, particularly those run by the District Primary Education Programme (DPEP). Combining secondary research with field studies conducted in six states, the contributors explore gender and social equity issues in primary education. They conclude that there is a subtle but nevertheless discernible ‘hierarchy of access’ to education, which has resulted in new forms of segregation in primary schools.

Others, particularly educated women, hope to develop rewarding careers. Many of these women also continue to shoulder the home and family responsibilities that social and cultural norms define as their primary concern. In an effort to balance the conflicting demands of these roles, women in various Asian societies are negotiating, contesting and reconfiguring motherhood." -- Back cover.

Available in PDF, EPUB and Kindle. Book excerpt: This volume discusses key aspects of the economics of the elementary education system in the poorer and educationally backward states of India, while also examining one high-achiever state--Tamil Nadu. Providing the first state-by-state analysis of major cost and financing issues, the book is based on data gathered from one of the most comprehensive surveys conducted in recent times in these states, which was specifically commissioned for this book. The survey covered 120,000 households and a thousand schools spread over 91 districts in eight states.Written by leading educational economists, the original essays in this volume- analyse the major cost and financing issues in elementary schooling in seven of the eight states surveyed--Assam, Bihar, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal;- identify recent initiatives made by the governments of these seven states;- systematically scrutinise the pattern of the public spending in elementary education;- examine enrolment in government schools and the quality of education that they impart;- study household expenditure on schooling--the costs to parents of sending children to school; and- compare government schools with private schools, showing how the private sector has began to take over the what should be the responsibility of the government, particularly in the poorer states.

Book excerpt: Development economics is about understanding how and why lives change. How Lives Change: Palanpur, India, and Development Economics studies a single village in a crucially important country to illuminate the drivers of these changes, why some people do better or worse than others, and what influences mobility and inequality. How Lives Change draws on seven decades of detailed data collection by a team of dedicated development economists to describe the evolution of Palanpur's economy, its society, and its politics. The emerging story of integration of the village economy with the outside world is placed against the backdrop of a rapidly transforming India and, in turn, helps to understand the transformation. It puts development economics into practice to assess its performance and potential in a unique and powerful way to show how the development of one village since India's independence can be set in the context of the entire country's story. How Lives Change sets out the role of, and scope for, public policy in shaping the lives of individuals. It describes how changes in Palanpur's economy since the late 1950s were initially driven by the advance of agriculture through land reforms, the expansion of irrigation and the introduction of "green revolution" technologies. Since the mid-1980s, newly emerging off-farm opportunities in nearby towns and outside agriculture became the key driver of growth and change, profoundly influencing poverty, income mobility, and inequality in Palanpur. Village institutions are shown to have evolved in subtle but clear ways over time, both shaping and being shaped by economic change. Individual entrepreneurship and initiative is found to play a critical role in driving and responding to the forces of change; and yet, against a backdrop of real economic growth and structural transformation, this book shows that human development outcomes have shown only weak progress and remain stubbornly resistant to change.

Available in PDF, EPUB and Kindle. Book excerpt: Much of the discussion of India in the public sphere has focused on economic policy settings and restructuring, annual growth rates, trade relations and the nation’s status as an economic and political actor within the international system. This collection considers other dimensions of socio-economic transformation in India and its profound impact on society and nature. While economic and ecological fragility are now very apparently problems of a ‘global’ scale they are nevertheless grounded and experienced at the local scale where vulnerable and marginal people located in the urban periphery and in rural areas confront these ‘crises’ most acutely. The studies in this collection encompass many of the most important social and political concerns of India in this age of crisis, namely, the politics of water resources and land acquisition and use; the interaction between food security, markets, and institutions; the politics and strategies of labour movements; narratives and practices of ‘development’ and contestation over forms of agrarian production in India; the link between urbanisation and local class, caste and political actors; and the potential for civil society to either be co-opted or to contest neoliberal logics and forms of governance. This book was published as a special issue of the Journal of South Asian Studies.
