Available in PDF, EPUB and Kindle. Book excerpt: The National Council on Disability (NCD) recognizes that technology is essential to the full realization of citizenship for people with disabilities. Yet society has not evolved to the point where this population uses technology to the extent needed to enjoy the rights of full citizenship, as recognized by the Constitution. As technology continues to evolve at a rapid pace, it is important to consider factors that can facilitate or impede technology adoption and use by people with disabilities. Thus, NCD has committed the 2016 "Progress Report" to technology. The report focuses on information and communication technology (ICT) but also addresses other forms of assistive technology. To encourage the use and access of technology among all members of society, NCD proposes a Technology Bill of Rights for People with Disabilities. The 2016 "Progress Report" begins by offering insight on how technology can contribute to the lives of people with disabilities in the areas of education, employment, health and well-being, and independent living. Although the report is limited to these four broad topics, many of the principles described in this report can be applied across different settings. Next, the report identifies and describes common barriers that interfere with the ability of people with disabilities to use ICT and ICT-related assistive technology. The report then looks to the future of technology. It identifies how people with disabilities, the technology industry, and others can capitalize on the opportunities that accompany emerging and innovative technologies to maximize daily functioning. Federal legislation and international policies that can impact how people with disabilities can benefit from technology are addressed next. Finally, the report offers recommendations to the President, Congress, and federal agencies; the technology industry; and other private and public sector entities on policies and practices that promote opportunities for people with disabilities to experience the full realization of citizenship with the use of technology. Recommendations to promote the full rights of citizenship through accessible technology is included: (1) Recommendations for the President, Congress, and federal agencies; (2) Recommendations for the technology industry; and (3) Recommendations for the private sector and local and state public sectors. The following in are appended: (1) Twitter Chat Summary; and (2) Glossary of Terms. [For the executive summary, "National Disability Policy: A Progress Report, 2016. Executive Summary," see ED571832.].

Available in PDF, EPUB and Kindle. Book excerpt: Good design is enabling, and each and every one of us is a designer. Universal Design is widely recognized an important concept that should be incorporated in all person-centred policies. The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) clearly stipulates that the most effective way of delivering on the promise of an inclusive society is through a Universal Design approach. Sitting at the intersection of the fields of Higher Education and Universal Design, this book presents papers delivered at the Universal Design and Higher Education in Transformation Congress (UDHEIT2018), held in Dublin, Ireland, from 30 October to 2 November 2018. This event brings together key experts from industry, education, and government and non-government organization sectors to share experiences and knowledge with all participants. The 86 papers included here are grouped under 17 headings, or themes, ranging from education and digital learning through healthcare to engagement with industry and urban design. Celebrating and integrating all that is good in design, diversity and education, this book will be a valuable resource for all those interested in the inspiring and empowering developments in both Universal Design and higher education.

Book excerpt: "The presence, or absence, of neglected tropical diseases (NTDs) can be seen as a proxy for poverty and for the success of interventions aimed at reducing poverty. Today, coverage of the public-health interventions recommended by the World Health Organization (WHO) against NTDs may be interpreted as a proxy for universal health coverage and shared prosperity - in short, a proxy for coverage against neglect. As the world's focus shifts from development to sustainable development, from poverty eradication to shared prosperity, and from disease-specific goals to universal health coverage, control of NTDs will assume an important role towards the target of achieving universal health coverage, including individual financial risk protection. Success in overcoming NTDs is a "litmus test" for universal health coverage against NTDs in endemic countries. The first WHO report on NTDs (2010) set the scene by presenting the evidence for how these interventions had produced results. The second report (2013) assessed the progress made in deploying them and detailed the obstacles to their implementation. This third report analyses for the first time the investments needed to achieve the scale up of implementation required to achieve the targets of the WHO Roadmap on NTDs and universal coverage against NTDs. INVESTING TO OVERCOME THE GLOBAL IMPACT OF NEGLECTED TROPICAL DISEASES presents an investment strategy for NTDs and analyses the specific investment case for prevention, control, elimination and eradication of 12 of the 17 NTDs. Such an analysis is justified following the adoption by the Sixty-sixth World Health Assembly in 2013 of resolution WHA6612 on neglected tropical diseases, which called for sufficient and predictable funding to achieve the Roadmap's targets and sustain control efforts. The report cautions, however, that it is wise investment and not investment alone that will yield success. The report registers progress and challenges and signals those that lie ahead. Climate change is expected to increase the spread of several vector-borne NTDs, notably dengue, transmission of which is directly influenced by temperature, rainfall, relative humidity and climate variability primarily through their effects on the vector. Investments in vector-borne diseases will avoid the potentially catastrophic expenditures associated with their control. The presence of NTDs will thereby signal an early warning system for climate-sensitive diseases. The ultimate goal is to deliver enhanced and equitable interventions to the most marginalized populations in the context of a changing public-health and investment landscape to ensure that all peoples affected by NTDs have an opportunity to lead healthier and wealthier lives."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: As the global ‘data revolution’ accelerates, how can the data rights and interests of indigenous peoples be secured? Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. As the first book to focus on indigenous data sovereignty, it asks: what does data sovereignty mean for indigenous peoples, and how is it being used in their pursuit of self-determination? The varied group of mostly indigenous contributors theorise and conceptualise this fast-emerging field and present case studies that illustrate the challenges and opportunities involved. These range from indigenous communities grappling with issues of identity, governance and development, to national governments and NGOs seeking to formulate a response to indigenous demands for data ownership. While the book is focused on the CANZUS states of Canada, Australia, Aotearoa/New Zealand and the United States, much of the content and discussion will be of interest and practical value to a broader global audience. ‘A debate-shaping book … it speaks to a fast-emerging field; it has a lot of important things to say; and the timing is right.’ — Stephen Cornell, Professor of Sociology and Faculty Chair of the Native Nations Institute, University of Arizona ‘The effort … in this book to theorise and conceptualise data sovereignty and its links to the realisation of the rights of indigenous peoples is pioneering and laudable.’ — Victoria Tauli-Corpuz, UN Special Rapporteur on the Rights of Indigenous Peoples, Baguio City, Philippines

Available in PDF, EPUB and Kindle. Book excerpt: This global status report on prevention and control of NCDs (2014), is framed around the nine voluntary global targets. The report provides data on the current situation, identifying bottlenecks as well as opportunities and priority actions for attaining the targets. The 2010 baseline estimates on NCD mortality and risk factors are provided so that countries can report on progress, starting in 2015. In addition, the report also provides the latest available estimates on NCD mortality (2012) and risk factors, 2010-2012. All ministries of health need to set national NCD targets and lead the development and implementation of policies and interventions to attain them. There is no single pathway to attain NCD targets that fits all countries, as they are at different points in their progress in the prevention and control of NCDs and at different levels of socioeconomic development. However all countries can benefit from the comprehensive response to attaining the voluntary global targets presented in this report.--Publisher description.

Available in PDF, EPUB and Kindle. Book excerpt: The National Disability Insurance Scheme (known commonly as the NDIS) was introduced as a radical new way of funding disability services in Australia. It is a rare moment in politics and policy making that an idea as revolutionary, ambitious and expensive as the NDIS makes it into its implementation phase. Not surprising, then, that the NDIS has been described by many as the biggest social shift in Australia since Medicare. This book will be a key text for scholars and public policy professionals wishing to understand the NDIS, how it was designed, and lessons learned through its introduction and roll-out. The book addresses how the NDIS has intersected with particular cohorts and sectors, and some of the challenges that have arisen. It highlights the experiences of people with disability through a collection of personal stories from participants and families in the NDIS. The key insights from this large scale public policy experiment are relevant for anyone interested in social change in Australia, or internationally.
