Book excerpt: PA 483 is a 74-foot high, zoned-earthfill floodwater retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS). The dam is owned and operated by the Washington County Commissioners. The dam consists of a 360 foot long embankment, a vegetated earth side channel emergency spillway, and an intake riser and outlet conduit (principal spillway). The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. Hydraulic/hydrologic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. PA 483 is a 'High' hazard, 'Intermediate' size dam requiring evaluation for a spillway design flood (SDF) equal to the PMF. Therefore, the spillway is assessed as 'adequate.' The inspection revealed certain items of remedial work which should be performed immediately by the owner.

The height and crest width of the embankment are 78 feet and 14 feet, respectively. The embankment was constructed using three zones of fill material. The principal spillway is a drop-inlet structure consisting of a two stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The emergency spillway for the dam is located at the left abutment. It consists of a vegetated trapezoidal channel with a bottom width of 50 feet and 2H:1V side slopes. Hydrologic/hydraulic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) equal to the PMF is required for PA 485. The spillway is therefore considered to be 'adequate'. The visual inspection revealed several minor deficiencies which require remedial action by the owners of the dam.

This assessment is based primarily on visual observations of embankment conditions and lack of information on the structural capacity of conduits through the embankment. The structure is classified as an 'intermediate' size, 'high' hazard dam. Corps of Engineers guidelines recommend the Probable Maximum Flood (PMF) as the Spillway Design Flood for an 'intermediate' size, 'high' hazard dam. The Treated Water Pond's Spillway Design Flood is the Probable Maximum Flood. Spillway capacity is 'adequate' because the non-overtopping flood discharge was found, by using the HEC-1 computer program, to be in excess of 100 percent of the PMF. The visual inspection indicates several minor deficiencies in addition to those requiring further investigation. The deficiencies can be corrected or improved through implementation of the following recommended evaluation, remedial, monitoring and/or maintenance efforts.

A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Parker Dam. Since the dam is in the middle of the 'Small' size category according to storage capacity, the 1/2 PMF was selected as the SDF. Hydrologic/hydraulic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers, revealed that the available spillway capacity is much greater than the maximum flow expected during the SDF. Therefore, the dam will not be overtopped during the SDF and the spillways are considered to be 'adequate'.

The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 92 percent of the PMF prior to embankment overtopping. Based on screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included a seepage condition along a portion of the downstream embankment toe approximately 160 feet to the right of the left abutment hillside and a minor vertical crack in the concrete spillway overflow wall.

The dam, owned and operated by the Pennsylvania Game Commission, is used primarily for waterfowl protection. The spillway, consisting of a concrete ogee overflow with a slotted flip bucket energy dissipator, is located at the left abutment of the dam. The crest length is 100 feet. The discharge channel is lined with riprap for 130 feet downstream from the flip bucket. The intake tower and 54 inch outlet conduit are located 400 feet from the left abutment of the dam. Two 3 foot by 5 foot sluice gates (El. 1197.0 feet and El. 1190.0 feet) are used to control the pool elevation. The 54 inch reinforced concrete pressure pipe outlet conduit has four cut-off collars on 26 foot centers along the upstream portion. A discharge basin is located at the downstream end of the outlet conduit.

The dam was found to be in poor overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 40 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) equal to the PMF is required for Ethel Springs Dam. Additional analyses were performed to assess whether or not the dam would fail under 1/2 Probable Maximum Flood (1/2 PMF) conditions. Since the duration and depth of overtopping under the 1/2 PMF (6.0 hours and 0.28 feet, respectively) do not exceed the limiting criteria assumed for failure of the dam (8.0 hours and 1 foot), it has been estimated that failure of the dam under 1/2 PMF conditions is not likely. The spillway is therefore considered 'inadequate' but not 'seriously inadequate.' The owner should immediately initiate an engineering study to further evaluate the spillway capacity and to develop recommendations for remedial measures to reduce the overtopping potential of the dam. The possibility of movement of the upstream slope and the uncertainties of construction of the dike and downstream slope are causes for concern for the continued stability and safety of this dam. It is recommended that a detailed overall investigation of this dam be performed.

Due to the relatively narrow crest width of the dam and the long duration of overtopping, it was judged that failure of the dam is likely during the 1/2 PMF. To assess the increase in damages downstream from the non-failure cases, the 1/2 PMF was routed through the dam and downstream for both conditions. It was determined that there would be a significant increase in economic damages and possible loss of life if the dam failed. The spillway is therefore categorized as being 'seriously inadequate.'

At a later date, the embankment was raised 1.5 feet, the spillway was raised 3.5 feet, and an additional spillway with a length of 126 feet was added. The impoundment is situated in State Game Lands No. 218 and is used for wildlife propagation. The embankment currently consists of three sections separated by two spillway structures. The spillway currently consists of two trapezoidal shaped, broad-crested concrete weirs separated by an earth embankment. A minimum flow of at least 1.71 c.f.s. out of the reservoir is maintained by a set of stop logs on the left side of the right spillway. All of the stop logs can be removed to drain the reservoir. Hydraulic/hydrologic evaluations revealed that the spillway will pass the 1/2 Probable Maximum Flood (1/2 PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 PMF to Probable Maximum Flood (PMF) is required for Siegel Marsh Dam. The 1/2 PMF was chosen as the SDF because the dam is on the low side of the 'Intermediate' size category due to the low height of the embankment. The spillways are therefore considered 'adequate'. Norton Dam consists of an earthfill embankment approximately 37 feet high and 675 feet long. A 75-foot wide, concrete ogee spillway is located at the right abutment, and a 150-foot wide emergency spillway is located at the left abutment. Seepage control is provided by a steel core wall comprised of 72-inch by 96-inch by 1/4-inch steel sheets, which are riveted and welded in place. The downstream embankment rises at a slope of 2 horizontal to 1 vertical (2H:1V) to the crest at elevation 1422.4 feet. The upstream slopes rise at 2.5H:1V to elevation 1412 feet and then 2H:1V to the 12-foot wide crest. The upstream face is lined with well-placed sandstone riprap, typically 1- to 2-foot square. The ogee type spillway has a crest elevation of 1415 feet, or 7 feet lower than the top of dam. Approximately 225 feet to the left of the ogee spillway is a concrete screen chamber built into the embankment. The intake consists of two pipes, a 16-inch cast-iron pipe with an invert elevation of 1400 feet and a 36-inch cast-iron pipe with an invert at elevation 1386.0 feet.
