Book excerpt: Township Line Dam is an earth embankment approximately 530 feet long with a height of 34 feet and crest width of 10 feet. The dam, originally constructed to impound and supply water for the Borough of West Chester, is presently being used for recreation, flood abatement and maintenance of a minimum discharge into the East Branch of Chester Creek. The concrete Ogee spillway has a crest width of 50 feet and is located at the south dam abutment. The spillway, for this 'Intermediate' size, 'High' hazard dam, is capable of discharging 48 percent of the PMF without overtopping of the earth embankment. A review of the hydrologic analysis indicates that the embankment would be overtopped by 0.15 feet for about 2 hours during a flood equal to 50 percent of the PMF. It is considered unlikely that the dam would fail during this event; therefore, the spillway is classified as 'Inadequate', but not 'Seriously Inadequate'. Based upon visual observations, review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, and conversations with the Owner's representative, Township Line Dam is considered to be in fair condition. However, the detection of potentially unstable conditions at this site was severely restricted due to thick vegetation covering the entire embankment. Certain conditions require further investigations, maintenance, or monitoring.

Book excerpt: Trout Run Dam is an earthen embankment with a concrete corewall. The overall length of the structure is 582 feet and its maximum height is 41 feet. The facility is equipped with a spillway on the left abutment as well as a 30-inch diameter cast iron blow-off pipe and a 12-inch diameter supply pipe encased in concrete beneath the embankment. Based on a visual inspection, past performance and available engineering data as well as a brief hydrologic and hydraulic investigation, the facility is considered to be in fair condition. Hydrologic and hydraulic calculations indicate that the facility is capable of passing and/or storing 47% of the runoff associated with a PMF event. Hence, in accordance with screeening criteria established by the Department of the Army, Office of the Chief of Engineers, the spillway is deemed to be 'seriously inadequate.' The dam has a history of seepage problems. At the time of inspection seepage and/or saturated conditions were observed, in various areas at the toe of the embankment and in an area approximately 20 feet below the dam crest.

The dam was found to be in poor overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 40 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) equal to the PMF is required for Ethel Springs Dam. Additional analyses were performed to assess whether or not the dam would fail under 1/2 Probable Maximum Flood (1/2 PMF) conditions. Since the duration and depth of overtopping under the 1/2 PMF (6.0 hours and 0.28 feet, respectively) do not exceed the limiting criteria assumed for failure of the dam (8.0 hours and 1 foot), it has been estimated that failure of the dam under 1/2 PMF conditions is not likely. The spillway is therefore considered 'inadequate' but not 'seriously inadequate.' The owner should immediately initiate an engineering study to further evaluate the spillway capacity and to develop recommendations for remedial measures to reduce the overtopping potential of the dam. The possibility of movement of the upstream slope and the uncertainties of construction of the dike and downstream slope are causes for concern for the continued stability and safety of this dam. It is recommended that a detailed overall investigation of this dam be performed.

A spillway design flood (SDF) equal to the PMF is required for PA 485. The spillway is therefore considered to be 'adequate'. The visual inspection revealed several minor deficiencies which require remedial action by the owners of the dam.

At a later date, the embankment was raised 1.5 feet, the spillway was raised 3.5 feet, and an additional spillway with a length of 126 feet was added. The impoundment is situated in State Game Lands No. 218 and is used for wildlife propagation. The embankment currently consists of three sections separated by two spillway structures. The spillway currently consists of two trapezoidal shaped, broad-crested concrete weirs separated by an earth embankment. A minimum flow of at least 1.71 c.f.s. out of the reservoir is maintained by a set of stop logs on the left side of the right spillway. All of the stop logs can be removed to drain the reservoir. Hydraulic/hydrologic evaluations revealed that the spillway will pass the 1/2 Probable Maximum Flood (1/2 PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 PMF to Probable Maximum Flood (PMF) is required for Siegel Marsh Dam. The 1/2 PMF was chosen as the SDF because the dam is on the low side of the 'Intermediate' size category due to the low height of the embankment. The spillways are therefore considered 'adequate'. The inspection revealed certain items of remedial work which should be performed immediately by the owner.

To assess the increase in damages downstream from the non-failure cases, the 1/2 PMF was routed through the dam and downstream for both conditions. It was determined that there would be a significant increase in economic damages and possible loss of life if the dam failed. The spillway is therefore categorized as being 'seriously inadequate.'

Norton Dam consists of an earthfill embankment approximately 37 feet high and 675 feet long. A 75-foot wide, concrete ogee spillway is located at the right abutment, and a 150-foot wide emergency spillway is located at the left abutment. Seepage control is provided by a steel core wall comprised of 72-inch by 96-inch by 1/4-inch steel sheets, which are riveted and welded in place. The downstream embankment rises at a slope of 2 horizontal to 1 vertical (2H:1V) to the crest at elevation 1422.4 feet. The upstream slopes rise at 2.5H:1V to elevation 1412 feet and then 2H:1V to the 12-foot wide crest. The upstream face is lined with well-placed sandstone riprap, typically 1- to 2-foot square. The ogee type spillway has a crest elevation of 1415 feet, or 7 feet lower than the top of dam. Approximately 225 feet to the left of the ogee spillway is a concrete screen chamber built into the embankment. The intake consists of two pipes, a 16-inch cast-iron pipe with an invert elevation of 1400 feet and a 36-inch cast-iron pipe with an invert at elevation 1386.0 feet.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 92 percent of the PMF prior to embankment overtopping. Based on screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included a seepage condition along a portion of the downstream embankment toe approximately 160 feet to the right of the left abutment hillside and a minor vertical crack in the concrete spillway overflow wall.
