Our inspection and evaluation indicates that the spillway does not meet the criteria set forth in the recommended guidelines for a small dam having a high hazard potential. Considering the downstream hazards involved and the amount of water impounded, 50% of the Probable Maximum Flood is the appropriate spillway design flood. The spillway will pass the 100-year flood (flood having a one percent chance of being exceeded in any year) without overtopping the dam. The spillway will pass 35% of the Probable Maximum Flood without overtopping the dam. The Probable Maximum Flood (PMF) is defined as the flood that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region.

The spillway does not meet the criteria set forth in the guidelines for a dam having the above mentioned size classification and hazard potential. According to the guidelines, the spillway is required to pass the Probable Maximum Flood (PMF) without the dam embankment being overtopped. The spillway will only pass 5 percent of the PMF before the dam embankment is overtopped. Because the spillway will not pass one-half of the PMF without overtopping, the dam is classified as 'unsafe Non-emergency'. The spillway will not pass the 100-year flood without overtopping, which is a flood that has a 1 percent chance of being exceeded in any given year. Other deficiencies visually observed by the inspection team were trees and bushes next to the concrete core wall, in and adjacent to the principal spillway, and on the downstream embankment slope; erosion gullies on the downstream embankment slope; and seepage. Another deficiency found was the lack of seepage and stability analysis records.

Memphis Lake and Park Dam is in the intermediate size classification since it is more than 40 feet, but less than 100 feet high, and impounds more than 1,000 acre-feet but less than 50,000 acre-feet of water. Our inspection and evaluation indicates that the spillway of Memphis Lake and Park Dam meets the criteria set forth in the guidelines for a dam having the above size and hazard potential. Memphis Lake and Park Dam is an intermediate size dam with a high hazard potential required by the guidelines to pass the Probable Maximum Flood without overtopping. It was determined that the spillway will pass greater than 100 percent of the Probable Maximum Flood without overtopping the dam. Also, our evaluation indicates that the spillway will pass the 100-year flood; that is, a flood having a 1 percent chance of being equalled or exceeded during any given year.

The dam will pass a 10-year event without being overtopped. The spillway design flood recommended by the guidelines is 50 to 100 percent of the probable maximum flood. The probable maximum flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. Deficiencies visually observed by the inspection team were erosion and sloughing of the upstream embankment, erosion and sloughing of the downstream embankment, seepage, and the presence of excessive trees on the downstream embankment slope. There were no observed deficiencies or conditions existing at the time of the inspection which indicated an immediate safety hazard. Future corrective action and regular maintenance will be required to correct or control the described deficiencies. In addition, detailed seepage and stability analyses of the existing dam, as required by the guidelines, should be performed.

Evaluation of the spillways' size indicates that they do not meet the criteria in the guidelines. The spillways of dams No. 2 and 3 are of inadequate size to pass the one percent chance flood (100-year flood) without overtopping. The spillway of dam No. 1 is just adequate to pass the one percent chance flood; but if either dam No. 2 or No. 3 failed due to overtopping, dam No. 1 would overtop also. The inspection team observed trees and bushes growing in the three dams inspected, particularly dam No. 3. These root systems are a potential seepage hazard. Localized areas of the embankment slopes are exceptionally steep. Steady seepage conditions exist through dam No. 1 and a localized seepage area was found downstream of dam No. 2. The pool of the dam No. 2 was on the downstream slope of dam No. 3 and seepage could not be evaluated. The three spillways do not appear sufficiently resistant to prevent embankment erosion at high flows for an indefinite time. Stilling basins are needed below each spillway. Seepage and stability analyses are not on record as recommended in the guidelines.

The check dam, which is three feet in height, forms a continuous barrier to the impoundment created by the main dam. The spillway of C & A Lake Dam does not meet the criteria set forth in the guidelines for dams having the above size and hazard potential. C & A Lake Dam being a small size dam with a significant hazard potential, is required by the guidelines to pass from 100-year to one-half of the Probable Maximum Flood without overtopping. Since there is significant hazard potential downstream of the dam and because of its location just upstream of a highway, the appropriate spillway design flood for C & A Lake Dam is one-half of the Probable Maximum Flood.

It was determined that the reservoir/spillway system can accommodate approximately 65 percent of the Probable Maximum Flood without overtopping the dam. The evaluation also indicates that the reservoir/spillway system can accommodate the one-percent chance flood (100-year flood) without overtopping.

Book excerpt: The dam is an earthfill structure approximately 155 feet long and 40 feet in height. It is located in a deeply incised gully in the deep loess hill country adjacent to the Missouri River Valley in northwestern Missouri. The principal spillway consists of a 24-inch diameter steel pipe with a hood inlet which passes through the embankment on an angle of about 30 deg to the centerline of the dam. A vegetated earth emergency spillway is cut through the abutment on the left (north) end of the dam. The bottom width of the spillway is 25 feet. A vegetated earth emergency spillway is cut through the abutment on the right (south) end of the dam. The bottom width of the spillway is 20 feet. Our inspection and evaluation indicates that the spillway does not meet the criteria set forth in the recommended guidelines for a small dam having a high hazard potential. The spillways will pass 13% of the Probable Maximum Flood without overtopping the dam.

Book excerpt: The purpose of the inspection was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, in order to determine if the dam poses hazards to human life or property. This dam is classified as a small size dam with a high downstream hazard potential. Failure would threaten the life and property of five families downstream of the dam and cause appreciable damage to Highway 25 bridge located approximately .6 mile downstream. The inspection and evaluation indicate that the spillway does not meet the criteria set forth in the guidelines for a dam having the above mentioned size classification and hazard potential. For its size and hazard category, this dam is required by the guidelines to pass from one-half PMF to PMF. However, considering the high-hazard potential to life and property of approximately five families downstream of the dam, the PMF is considered the appropriate spillway design flood. The emergency spillway will only pass 40 percent of the PMF before the dam embankment is overtopped. Because the spillway will not pass one-half of the PMF without overtopping but will pass the 10-year frequency flood, the dam is classified as 'unsafe non-emergency'. The spillway will pass the 100-year flood without overtopping, which is a flood that has a 1 percent chance of being exceeded in any given year. There are no other hydrologic or hydraulic deficiencies.
