A small dam is one which is less than 40 ft in height and impounds less than 1000 ac-ft of storage. The St. Louis District, Corps of Engineers, has classified this dam high hazard; we concur with this classification. The estimated damage zone, as determined by the St. Louis District, Corps of Engineers, extends approximately five miles downstream. The community of Richwoods and several other occupied structures are located within the estimated damage zone. The inspection and evaluation indicate that the dam is in generally poor condition. Specific deficiencies that were noted are insufficient spillway capacity, very steep downstream slope, high erodibility of the embankment materials and lack of maintenance and periodic inspections. Also deemed as a deficiency is the lack of any stability or seepage analyses.

Book excerpt: The inspection and evaluation indicates that the spillway of the Ziske Dam does not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The spillway will not pass a one percent chance flood without overtopping. The Ziske Dam is a small size dam with a spillway that will pass 15 percent of the Probable Maximum Flood (PMF) without overtopping the dam. The guidelines require that a dam of this hazard potential (high) and size pass one-half of the Probable Maximum Flood without overtopping the dam. Since the spillway for Lake Ziske Dam is not capable of passing a minimum of one-half (50 percent) of the Probable Maximum Flood without overtopping the dam and causing failure, the spillway is considered seriously inadequate and the dam is accordingly considered unsafe. Also, our evaluation indicates it will not pass the one percent chance flood. A one percent chance flood is a flood that would have a one percent chance of being exceeded in any given year. Other deficiencies visually observed by the inspection team were the need for cutting the tall grass and brush (some small trees) on the dam slopes, and the need for riprap protection on the upstream face of the embankment to prevent erosion and an erosion resistant spillway. The lack of stability and seepage analysis on record is a deficiency that should be corrected.

The inspection and evaluation indicates that the combined spillways do not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The combined spillways will pass 14 percent of the Probable Maximum Flood without overtopping. The Probable Maximum Flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. The guidelines require that a dam of small size with a high downstream hazard potential pass 50 to 100 percent of the PMF. Considering the low height of dam (33 feet) and the small storage capacity (103 acre-ft), fifty percent of the PMF has been determined to be the appropriate spillway design flood. The 100-year flood (1 percent probability flood) will not overtop the dam. The 1 percent probability flood is one that has a 1 percent chance of being exceeded in any given year.

Book excerpt: Newman Lake Dam is classified as a small earth dam, based on its height of approximately 25 ft and storage capacity of 140 ac-ft. The small dam classification criteria are: height between 25 and 40 ft, or storage capacity between 50 and 1000 ac-ft. The St. Louis District (SLD), Corps of Engineers, has classified this dam as having a high hazard potential. The SLD estimated damage zone length extends approximately 4 mi downstream. Within this estimated damage zone are several dwellings, a church, an electric transmission line, and a buried petroleum pipeline. The contents of the damage zone were verified by aerial reconnaissance. Based on the findings of the visual inspection and analysis of other data, the dam appears to be in generally fair condition. No evidence was noted of disruption of the vertical or horizontal alignment of the dam crest, sinkhole development, cracking, slumping or animal burrows. The downstream slope is considered to be quite steep, on the order of 1.5(H) to 1(V) at the maximum section. Some wave erosion has occurred along the upstream slope. Trees growing on the downstream slope, some of which have been cut down, are considered a deficiency. Seepage and stability analyses for this dam comparable to the 'Recommended Guidelines for Safety Inspection of Dams' are not on record, which is also considered a deficiency.
