Book excerpt: Based on criteria established by the Department of the Army, Office of the Chief of Engineers (OCE), the appropriate Spillway Design Flood (SDF) is the 1/2 PMF. The spillways will pass 30 percent of the Probable Maximum Flood (PMF) or 60 percent of the SDF without overtopping the dam. During the SDF, the dam will be overtopped for four hours up to a maximum of 3 feet and reach a maximum velocity of 7.4 fps. A dam breach during the SDF would significantly increase the hazard to loss of life downstream of the dam over that which would exist just before overtopping failure. The spillway is judged seriously inadequate. Overtopping is considered detrimental to the embankment with respect to erosion. Due to the inadequacy of the spillway and the resulting overtopping of the dam during the SDF, the potential for a breach of the dam exists. Based upon the possibility of a dam breach caused by overtopping during the SDF, the dam is assessed 'unsafe', non-emergency.'

The dam is classified as a small dam with a high hazard classification (on the basis of location). The spillway is an earthen channel located at the left abutment. The reservoir is used to irrigate surrounding cropland. Based on criteria established by the Department of the Army, Office of the Chief of Engineers (OCE), the Spillway Design Flood (SDF) is the 1/2 PMF. The emergency spillway will pass 37 percent of the PMF and 80 percent of the SDF without overtopping the lowest point on the dam crest. The SDF will overtop the lowest point on the dam crest by 0.2 feet with an average critical velocity of 2.1 feet per second and flow over the dam for 0.5 hours. Therefore, the spillway is adjudged as inadequate but not seriously inadequate. The visual inspection revealed no apparent problems or remedial measures in need of immediate attention. There is no formal regular maintenance operation program or warning system, and it is recommended that a formal maintenance program and warning system be established. The maintenance items listed should be accomplished as a part of the regular maintenance program within the next 12 months.

Book excerpt: The Spring Valley Lake Dam is an earthfill structure about 450 feet long and 23.9 feet high with a private paved roadway traversing the entire dam. The dam is owned and maintained by Spring Valley Lake Homeowners Association. The dam is classified as a small size with a significant hazard classification. The principal spillway is an 8-inch cast iron pipe drop-inlet that passes through the dam at low level. The secondary spillway is three 36-inch corrugated metal pipes at the right abutment. The emergency spillway is an open channel cut at the left abutment which is also a low point in the private paved road. The reservoir is used for recreation. Based on criteria established by the Department of the Army, Office of the Chief of Engineers (OCE), the Spillway Design Flood (SDF) is the 1/2 PMF. The spillways will pass 29 percent of the PMF 0r 58 percent of the SDF without overtopping the crest of the dam. The SDF will overtop the dam by a maximum 0.25 feet, reach an average critical velocity of 3.4 feet per second and flow over the dam for 1 hour. Flows overtopping the dam during the SDF are not considered detrimental to the embankment. The spillways are adjudged inadequate but not seriously inadequate. The visual inspection revealed no apparent problems and there are no immediate needs for remedial measures. A stability check is not required. Maintenance is performed by the owners. However, there is no regular maintenance operations program or warning system.

Book excerpt: Bedford Lake Dam is located approximately 0.5 miles northwest of Colton's Mill, Virginia, at the headwaters of the North Otter Creek. The field inspection was conducted on April 1, 1981. The weather was clear and dry with a temperature in the low seventies. Ground surface conditions along the embankment were generally dry. At the time of the inspection the pool elevation was at 993.3 msl and the tailwater elevation was approximately 952.6 msl. Overall the dam and appurtenant structures were found to be in good condition. However, several deficiencies were found necessitating remedial treatment. A field sketch of the conditions observed during the inspection is located in Appendix I. Prior to the present owners purchase of the dam, an inspection and evaluation was performed by the firm of Hurt and Profitt Engineers-Surveyors, Lynchburg, Virginia. At their recommendation the bridge spanning the emergency spillway was replaced and remedial work was done to the ogee weir at the entrance to the emergency spillway channel.
