This dam is classified as a small size dam with a high downstream hazard potential. Failure would threaten the life and property of 2 or more families downstream of the dam. The inspection and evaluation indicate that the spillway does not meet the criteria set forth in the guidelines for a dam having the above mentioned size and classification and hazard potential. For its size and hazard category, this dam is required by the guidelines to pass from one-half PMF to PMF. However, considering the high-hazard potential to life and property of two families downstream of the dam, the PMF is considered the appropriate spillway design flood. Other deficiencies visually observed by the inspection team were trees, bushes, and seepage on the downstream embankment slow and toe; erosion gullies and sloughing on the downstream embankment slope; minor wavewash on the upstream embankment slope; and undermining of the downstream ends of the primary and emergency discharge structures.

The dam is an earth dam constructed for recreational purposes. The St Louis District (SLD), Corps of Engineers has classified this dam as having a high hazard potential; we concur with this classification. The hazard zone length estimated by the SLD extends approximately two and one-half miles downstream of the dam. Within this zone are Reed Lake Dam (MO 30859) and more than six occupied dwellings. Due to the small distance to the nearest downstream residences and Reed Lake Dam and the potential for damage due to outflow during overtopping, it is recommended that 100 percent of the Probable Maximum Flood (PMF) should be used as the spillway design flood. The PMF is defined as the flood evvent that may be expected to occur from the most severe combination of critical meteorological and hydrologic conditions that are reasonably possible in the region.

The dam is classified intermediate size based on its height of about 45 to 50 feet. The downstream face is steep, on the order of 33 to 35 degrees, is constructed of cohesionless sand gravel, and could be severely eroded if overtopped. Scattered large trees up to 12 in. diameter are growing on the downstream face of the dam. The reservoir storage volume is completely filled with fine tailings and storage of water is limited to two small ponds at the upstream end of the impoundment, and shallow, intermittent ponds on the surface of the tailings. Hydraulic/hydrologic analyses indicate the dam and informal spillway will pass the 1 percent probability-of-occurrence event (100-year flood) without overtopping the embankment. These analyses further indicate the dam will be overtopped by a storm which produces greater than 55 percent of the Probable Maximum Flood (PMF). Based on the inspection of the Dam, it is recommended that further study be conducted without undue delay, under the guidance of an engineer experienced in the design and construction of tailings dams.

Several inches of subsidence or erosion of the downstream slope of the dam, along the alignment of the 12-inch discharge pipe for the 42-inch diameter drop inlet spillway located near the center of the dam, was observed. Minor wearing away at the waterline of the upstream face of the dam was noticed. The condition is not considered serious at this time but continued erosion of this slope will reduce the dam cross section. At the time of the inspection, it could not be determined if the 10-inch sanitary sewer passing beneath the dam can be isolated if necessary in order to prevent loss of foundation soils, should collapse of the sewer beneath the dam occur. Voids resulting from loss of materials into the sewer will provide a passageway for seepage that may develop into a piping condition and subsequent failure of the dam.

The appurtenant works consist of a drop-inlet pipe principal spillway and a trapezoidal channel cut into natural ground at the left abutment which acts as an emergency spillway. Our inspection and evaluation indicates that the spillway has not met the criteria set forth in the guidelines for a small size dam in the high hazard potential category. This structure has the capability to hold and pass approximately 40 percent of the Probable Maximum Flood (PMF) before overtopping. The dam appeared to be in fair condition. Deficiencies visually observed by the inspection team were: (1) a row of trees (approximately 8) along the upstream face of the dam; (2) a significant potential for restriction to flow into the principal spillway intake; (3) some minor erosion on the downstream face of the dam; (4) the emergency spillway channel is partially obstructed by six steel drums and a fence; and (5) minor seepage into the principal spillway conduit from within the embankment.

Book excerpt: The purpose of Dresser No. 4 Dam is to impound tailings from a barite separation and beneficiation operation. The dam completely encircles the impoundment except for a 300-foot wide breach at the north (up-stream) end where the structure failed in 1975. The dam cannot retain water in its present state because of this breach in the dam. This dam is classified as large. The U.S. Corps of Engineers has classified it as having a high downstream hazard potential to indicate that failure of this dam could threaten life and property. The damage zone, estimated by the U.S. Corps of Engineers, extends about 6 miles downstream of the dam. Since the embankment cannot retain water, the overtopping potential of the embankment was not analyzed. Instead, studies were made to estimate the amount of flow that could occur in the diversion ditch (located to the west and south of the impoundment) under different flood conditions. It was calculated that the diversion ditch could pass a 100-year flood probably without significant erosion of the ditch or adjacent embankment toe. However, it was estimated that the ditch cannot pass 50 percent of the Probable Maximum Flood without significant erosion of the ditch and adjacent embankment materials.
