Book excerpt: Hidden Valley Lake Dam is an earthfill embankment structure about 560 feet long and 32.3 feet high. The dam is classified as an intermediate size dam with a significant hazard classification. The principal spillway is a concrete drop-inlet riser, and the emergency spillway is an open channel in the right abutment. The dam is used for recreation. Based on criteria established by the Department of the Army, Office of the Chief of Engineers (OCE), the Spillway Design Flood (SDF) is the 1/2 PMF. The spillways will pass 39 percent of the PMF or 78 percent of the SDF without overtopping the dam. The SDF will overtop the dam by 1.1 feet, reach an average critical velocity of 4.8 feet per second (fps) and flow over the dam for 2.5 hours. Flows overtopping the dam during the SDF are not considered detrimental to the structure. The spillways are adjudged as inadequate, but not seriously inadequate.

Book excerpt: Lake Heritage Dam is an earthfill embankment approximately 19.8 feet high and 1,310 feet long with a 29.9 foot wide by 4 foot high concrete weir spillway situated about 40 feet from the right abutment of the dam. The dam, located about 2.5 miles west of Ladysmith, Virginia, is used for recreation. The dam is owned by the Lake Land' or Property Owner's Association, Box 123, Ladysmith, Virginia 22501. Lake Heritage Dam is a 'small' size - 'high' hazard structure as defined by the Recommended Guidelines for Safety Inspection of Dams. The dam and appurtenant structures were in fair overall condition at the time of inspection. Maintenance of the dam is considered to be inadequate. A stability check of the dam is not required. Using the Corps of Engineers' screening criteria for initial review of spillway adequacy, the 1/2 Probable Maximum Flood (1/2 PMF) was selected as the spillway design flood (SDF). The SDF was routed through the reservoir and found to overtop the dam by a maximum depth of 0.7 feet with an average critical velocity of 3.8 feet per second. Total duration of overtopping would be approximately 1.9 hours.

Using the Corps of Engineers' screening criteria for initial review of spillway adequacy, the Probable Maximum Flood (PMF) was selected as the spillway design flood (SDF) for Little Creek Reservoir Dam. The spillway is capable of passing up to 88 percent of the PMF without overtopping the dam. Despite the inability of the spillway to pass the SDF, the depth, duration, and rate of overtopping flows are not considered detrimental to the embankment.

Book excerpt: Bedford Lake Dam is located approximately 0.5 miles northwest of Colton's Mill, Virginia, at the headwaters of the North Otter Creek. The field inspection was conducted on April 1, 1981. The weather was clear and dry with a temperature in the low seventies. Ground surface conditions along the embankment were generally dry. At the time of the inspection the pool elevation was at 993.3 msl and the tailwater elevation was approximately 952.6 msl. Overall the dam and appurtenant structures were found to be in good condition. However, several deficiencies were found necessitating remedial treatment. A field sketch of the conditions observed during the inspection is located in Appendix I. Prior to the present owners purchase of the dam, an inspection and evaluation was performed by the firm of Hurt and Profitt Engineers-Surveyors, Lynchburg, Virginia. At their recommendation the bridge spanning the emergency spillway was replaced and remedial work was done to the ogee weir at the entrance to the emergency spillway channel.

Book excerpt: The purpose of a Phase I investigation is to identify expeditiously those dams which may pose hazards to human life or property. The assessment of the general conditions of the dam is based upon available data and visual inspections. Detailed investigation and analyses involving topographic mapping, subsurface investigations, testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the investigation is intended to identify any need for such studies. Based upon the field conditions at the time of the field inspection and all available engineering data, the Phase I report addresses the hydraulic, hydrologic, geologic, geotechnic, and structural aspects of the dam. The engineering techniques employed give a reasonably accurate assessment of the conditions of the dam. It should be realized that certain engineering aspects cannot be fully analyzed during a Phase I inspection. Assessment and remedial measures in the report include the requirements of additional indepth study when necessary. Phase I reports include project information of the dam and appurtenances, all existing engineering data, operational procedures, hydraulic/hydrologic data of the watershed, dam stability, visual inspection report and an assessment including required remedial measures.
