The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 30 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Breskin Pond Dam No. 1. The 100-year flood was chosen because the dam is on the low end of the 'Small' size category in terms of storage capacity. The total duration and maximum depth of overtopping during the 100-year flood are 0.6 hours and 0.34 foot, respectively. The spillway is therefore assessed as being 'Inadequate.' It is recommended that the owner, under the guidance of a professional engineer, develop remedial measures to ensure that the dam will not be overtopped by the 100-year flood. The inspection and review of available information revealed certain items of work which should be performed without delay by the owner.

The spillway capacity was found to be 'inadequate' because the non-overtopping flood discharge capacity, as estimated using the HEC-1 computer program, was found to be 42 percent of the PMF. The spillway is not 'seriously inadequate', because in the opinion of the evaluating engineer, the dam will not fail at 50 percent of the PMF.

The dam and reservoir, owned by the Ligonier Township Municipal Water Authority, are used for water supply. The dam was found to be in good overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 35 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Ligonier Dam. Because of the relative small size of the impoundment the 1/2 PMF was chosen as the SDF. It was determined that during the 1/2 PMF the low area on the embankment would be overtopped by a depth of 0.66 foot and a duration of 4.50 hours. Because a limiting criteria of one foot or greater depth of overtopping and a duration of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

Book excerpt: Upper Bridgeport Dam is an earth embankment approximately 1,020 feet long (including spillways), with a maximum height of 21 feet. The embankment is divided into three sections by two spillways. The service spillway is a combination masonry and concrete trapezoidal-shaped weir structure with a 101-foot long crest located about 140 feet from the left abutment. The emergency spillway is a concrete broad-crested weir structure with a 250-foot crest length located about 320 feet to the left of the right abutment. Based on the visual inspection, operational history, and available engineering data, the dam is considered to be in poor condition. The facility has been essentially abandoned by the current owner and has not been in operation or maintained since 1972. Results of the hydrologic and hydraulic analysis indicate that the facility can accommodate approximately 20 percent of the PMF before overtopping of the embankment occurs. Since the dam's hazard rating is high, and embankment failure would result in an increase in the potential for loss of life downstrean from the dam, the present spillway system is assessed as being seriously inadequate.

The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

It is estimated that, in its present condition, the dam is likely to fail during the 1/2 PMF. Analysis performed to assess the impact of failure of the dam on the damage center downstream indicated that a significant increase in damage would occur compared to conditions if the dam did not fail. Therefore, the spillway is assessed as being seriously inadequate. It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam.

The size classification of the facility is intermediate and the hazard classification is considered to be high. The emergency spillway is capable of discharging the peak inflow resulting from a storm of PMF intensity and is, therefore, considered adequate. It is recommended that the owner: (a) Repair the damaged pond drain gate control and replace the missing manhole cover atop the service spillway riser. Consideration should be given to redesigning the gate control mechanism to protect it from future vandalism. (b) Consult with the U.S.D.A., Soil Conservation Service, to assess the erosion on the upstream slope in the area of the service spillway riser and implement any remedial measures deemed necessary. (c) Curtail the unauthorized vehicular travel across the embankment and repair and reseed any damaged (bare) areas. If control of unauthorized travel is not practical, some provision should be made to protect the embankment from rutting and erosion by placing a layer of gravel or stone across the crest. (d) Develop a formal operation and maintenance manual to ensure the continued proper care of the facility. In addition, a formal warning system should be implemented which provides detailed procedures to protect the lives and property of downstream residents. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy percipitation.

Book excerpt: PA 480 was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

Book excerpt: The assessment of Marguerite Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. Marguerite Dam appears to be in fair condition and poorly maintained. The stability of the structure is questionable due to the steep downstream slope and the existance of seepage on the downstream slope adjacent to the right spillway wall (left abutment). The masonry wall located along the upstream face of the dam is collapsing in sections and falling into the reservoir. Cracking of the masonry wall at the right of the approach to the spillway is occurring, and should be repaired. Brush and small trees have been allowed to grow unchecked along the entire downstream slope of the dam. The entire area along the downstream toe of the dam is wet, and ponding is occuring in the area of the valve pit at the downstream toe. Positive drainage for the ponding should be provided. Seepage noted during the inspection was measured to range from 10 to 15 gallons per minute. The drainline valve is located at the downstream toe of the dam which is considered a deficiency.
