Book excerpt: Village Two at New Hope Dam is a zoned earth embankment approximately 300 feet long with a maximum height of 34 feet which impounds a reservoir with a normal pool storage capacity of 14 acre-feet. The normal overflow spillway consists of a 36-inch diameter steel riser pipe, 21 feet long, feeding into a 30-inch diameter steel pipe through the base of the embankment which outlets downstream of the dam. The emergency overflow spillway consists of a reinforced concrete overflow inlet structure and a 48-inch diameter reinforced concrete discharge pipe constructed through the dam and outletting on the downstream abutment close to the downstream embankment face. The dam is located at New Hope, Pennsylvania, about 0.25 miles west of the Delaware Canal. The Spillway Design Flood (SDF) chosen for this 'Small' size, 'High' hazard dam is 50 percent of the Probable Maximum Flood (PMF). The spillways are capable of discharging 29 percent of the PMF without overtopping of the embankment. However, a dam breach with 50 percent of the PMF will only increase the water surface elevation at the downstream hazard area by 0.9 feet. Therefore, the spillways are classified as 'Inadequate', but not 'Seriously Inadequate'. Based on the visual observations and review of the information obtained Village Two at New Hope Dam is considered to be in fair condition. The following recommendations and remedial measures should be initiated immediately. The Owner should retain the services of a licensed professional engineer experienced in the design and construction of dams to assist in complying with these recommendations and remedial measures.

Deficiencies noted during the inspection included the lack of functional drawdown facilities and minor seepage through the masonry near the right abutment. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.

Failure of Glass Pond No. 2 Dam would cause an increased hazard for loss of life downstream. Overall, the dam is considered to be in good condition. There are several deficiencies, all of which are considered to be minor. Maintenance of the dam and its appurtenant structures is generally adequate.

As the spillway cannot pass the 1/2 PMF without overtopping at less than 1/2 PMF would cause failure which would significantly increase hazard to loss of life downstream, the spillway capacity is seriously inadequate and the facility is rated unsafe, nonemergency. Although there is no visible evidence of structural instability, the erosion of the downstream slope below the outlet pipe and the leakage below the toe of the dam are of concern. Should the observed erosion and leakage remain unchecked, it could, in time, affect the structural integrity of the dam. The invert elevation of the outlet pipe is but 2.1 feet below the spillway crest. There are no means to lower the reservoir level below the present level of the pipe inlet in case of emergency. The maintenance of the dam is limited to mowing grass on the crest and a portion of the upstream slope of the embankment. The balance of the dam is poorly maintained.

A 75-foot wide emergency spillway is located at the northeastern dam abutment. Based upon the visual inspection of the dam and review of the drawings, the dam is considered to be in poor condition.

In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'Significant' hazard classification is the 100 Year Event to one-half the Probable Maximum Flood (PMF). Based on the small capacity of the reservoir and limited downstream development the 100 Year Event has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate the spillway structure is capable of discharging the 100 Year Event without overtopping the embankment. The spillway is therefore considered 'Adequate' although available freeboard during the spillway design storm is limited to 0.3 feet under existing conditions. Because of the potential for property damage in the event of failure, a formal procedure of observation and warning during periods of high precipitation should be developed and implemented for this facility. This procedure should be coordinated with local authorities and should include a method of warning downstream residents that high flows are expected. In addition, an operational and maintenance procedure should be developed to insure that all pertinent items are carefully inspected on a regular basis and maintained in the best possible condition.

Book excerpt: Visual inspection indicates that the dam and spillway structures of Broomalls Dam are in poor conditon. In 1970, the original spillway capacity was supplemented by the installation of three 27 inch by 43 inch corrugated metal pipe arches, with an entrance invert about five inches above the spillway and discharging at the downstream toe. The November inspection disclosed that surface erosion above the pipes had occurred, probably as a result of surface runoff over the downstream parapet wall. Some erosion below the culvert outlets was evident. Subsequent inspection in February 1980, disclosed considerable erosion and apparent piping at the downstream end of the culverts. One culvert was filled with ice at its outlet and had a column of ice reaching from the outlet to the ground surface. Ice was also visible at the junction of the culverts and embankment. There appears to be a small, constant, undetermined source of water for ice formation. At the requests of local Department of Environmental Resources officials, the Reservoir has been lowered about 2.5 feet through the upper drain. As a result of the rapid deterioration in the condition of the dam since November, the dam is considered to be in an 'Unsafe, nonemergency' condition.
