Book excerpt: Eaton Dam (also known as Bull Reservoir) is an earth embankment, straight in plan, with a spillway channel in excavation around its right end. The embankment has a maximum height of 22 feet and a length of 840 feet. The upstream slope is 3H:IV (Horizontal to Vertical), the downstream slope is 2H:IV, and the crest is 20 feet wide. The 14-inch cast-iron pipe outlet was laid in an excavation on a concrete cradle provided with concrete cutoffs. The control valve is located in a tower in the upstream slope is provided with riprap and the downstream slope is grass covered. The 20-foot wide clay core of the dam extends throughout the entire length of the embankment. Eaton Dam is located in a small drainage area tributary to French Creek, approximately 4.5 miles southeast of the Borough of North East, Erie County, Pennsylvania, less than 0.5 mile from the Pennsylvania-New York border.

Based on observations made during the visual inspection, data available from the Pennsylvania Department of Environmental Resources' (PennDER) files, and information obtained from interviewing North East Borough personnel and representatives from Hill and Hill Engineers, North East; the dam is considered to be in poor overall condition. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers for Phase I Inspection Reports, revealed that the spillway will pass the 100-year flood without overtopping the dam. Therefore, the spillway is considered 'adequate'. It is recommended that the owner initiate a feasibility study to determine if the reservoir is necessary for meeting the water requirements of the borough or whether the effort could be better spent upgrading one of its other reservoirs to meet the requirement for potable water.

The visual inspection indicated minor deficiencies which are considered correctable.

The dam and reservoir, owned by the Ligonier Township Municipal Water Authority, are used for water supply. The dam was found to be in good overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 35 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Ligonier Dam. Because of the relative small size of the impoundment the 1/2 PMF was chosen as the SDF. It was determined that during the 1/2 PMF the low area on the embankment would be overtopped by a depth of 0.66 foot and a duration of 4.50 hours. Because a limiting criteria of one foot or greater depth of overtopping and a duration of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

Book excerpt: Beaver Dam is an earth embankment approximately 32 feet high and 385 feet long (including spillway). The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

The dam was found to be in fair overall condition at the time of inspection. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Polk Dam. The 100-year flood was chosen as the SDF. During the 100-year flood, the dam is overtopped by a maximum of 0.61 foot for a duration of 1.50 hours. The spillway is therefore considered 'inadequate.' It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam. Several items of remedial work should be performed by the owner without delay.
