Book excerpt: SCS PA 477 is a 52-foot-high, 1,550-foot-long dam. The embankment contains an impervious core constructed over a cutoff trench under the dam centerline. About 1,270 feet of the embankment is roughly parallel to U.S. Route 22/Interstate 78. The remaining 280 feet of the embankment forms an angle of about 60 degrees with the highway. The shorter leg contains the maximum section and the principal spillway. The principal spillway consists of a concrete drop inlet riser, a 222 foot long, 30 inch reinforced concrete pipe with eight anti-seep collars, and an impact basin. The emergency spillway was excavated through rock at the right abutment. The grass-lined trapezoidal channel is approximately 150 feet wide and 30 feet wide. The dam and its appurtenant facilities are considered to be in good condition. Calculations indicate that the existing spillway systems are capable of passing the Probable Maximum Flood (PMF) without overtopping. Therefore, the spillway system is considered to be adequate.

Visual inspection and review of design documentation indicate that the spillway is in fair condition, but the overall evaluation of Christman Dam is poor. The dam is classified as a small size structure with a high hazard classification, consistent with its potential in the event of failure, for extensive property damage and loss of life in the downstream town of Virginville. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood is 0.5 to 1.0 PMF (Probable Maximum Flood). As the height of this dam is near the lower limit for small size dams, and the existing total capacity is about one-third of the upper limit, the selected spillway design flood is 0.5 PMF. Hydrologic and hydraulic computations presented in Appendix D indicate that, under existing conditions, the spillway can pass about 0.59 PMF without overtopping the embankment. Under design conditions, the spillway can pass about 0.88 PMF without overtopping. Therefore, the spillway system of this structure is considered to be adequate.

Book excerpt: Visual inspection indicates that the dam and spillway structures of Broomalls Dam are in poor conditon. In 1970, the original spillway capacity was supplemented by the installation of three 27 inch by 43 inch corrugated metal pipe arches, with an entrance invert about five inches above the spillway and discharging at the downstream toe. The November inspection disclosed that surface erosion above the pipes had occurred, probably as a result of surface runoff over the downstream parapet wall. Some erosion below the culvert outlets was evident. Subsequent inspection in February 1980, disclosed considerable erosion and apparent piping at the downstream end of the culverts. One culvert was filled with ice at its outlet and had a column of ice reaching from the outlet to the ground surface. Ice was also visible at the junction of the culverts and embankment. There appears to be a small, constant, undetermined source of water for ice formation. At the requests of local Department of Environmental Resources officials, the Reservoir has been lowered about 2.5 feet through the upper drain. As a result of the rapid deterioration in the condition of the dam since November, the dam is considered to be in an 'Unsafe, nonemergency' condition.

The dam is classified as a Small size structure with a High hazard classification, consistent with the dam's location immediately above an occupied dwelling and above commercial buildings and other residences farther downstream on Conestoga Creek. Mining of the deep iron ore body has caused extensive subsidence. The mine waste rock is disposed of downstream of the subsidence area. Therefore, currently, Mill Water Pond intercepts surface runoff only from about 0.31 square mile immediately above the dam. Hydrologic and hydraulic computations presented in Appendix D indicate the maximum spillway capacity is greater than the peak PMF inflow from the reduced watershed. Therefore, the spillway system of this structure is considered to be Adequate.

The core and cutoff trench are composed of materials classified as silty clays and clayey silts (Zone 1) and encompassed by less permeable materials classified as silty gravels (Zone 2). The upstream slope is 3H:1V with a 10 foot berm at approximately elevation 241.5, normal pool level. The downstream slope is 2.5H:1V with a 12 foot wide berm that serves as an access road along the downstream face of the embankment. The impervious Zone 1 core upstream slope is 2H:1V and the downstream slope is 1.5H:1V. The 14 foot wide embankment crest is at a design elevation of 272.9. Both upstream and downstream slopes are protected with grass. Embankment seepage is controlled by a drain trench near the downstream toe, which contains a 12-inch perforated drain pipe which discharges through the impact basin at the downstream toe.

Book excerpt: This flood control dam consists of a 1000-foot-long earthfill embankment with a maximum height of 25 feet. Seven hundred fifty feet of the embankment crosses the valley, the other 250 feet ties the embankment to higher ground in the left abutment. The principal spillway is a drop inlet structure with an orifice opening and discharges through a 30-inch diameter pipe. This spillway is designed to handle a 100 year flood. For any larger floods the emergency spillway is required. This grassed earth spillway is located in the right abutment and has its design crest elevation 4.6 feet below the top of embankment. The emergency spillway has a channel bottom width of about 60 feet. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The spillway capacity is adequate to pass the PMF peak inflow without overtopping the dam.

Book excerpt: Pine Run Dam is a homogeneous embankment with an impervious cutoff trench beneath the centerline of the embankment. The dam is approximately 2,700 feet long and the height, measured from the stream bed to the crest, is 31.8 feet. Embankment fill was obtained from emergency spillway excavation and borrow areas within the reservoir. Zone I materials used in the cutoff trench are classified as low plastic silts, and Zone 2 materials are slightly less plastic but still classified as low plastic silts. The embankment internal drainage system discharges through the sidewalls of Saint Anthony's Falls (SAF) stilling basin at the downstream toe. The upstream slope is 3H:1V and the downstream slope is 2.5H:1V. The crest is 14 feet wide at elevation 287.8. The upstream slope has a 15 foot wide berm at approximately elevation 265, the normal sediment pool level.
