Book excerpt: The assessment of Lower Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. Lower Dam is a high hazard-intermediate size dam. The spillway design flood (SDF) is the PMF (Probable Maximum Flood). The exisitng spillway and reservoir are capable of controlling approximately 15% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. If Lower Dam should fail due to overtopping, the hazard to loss of life and property downstream from the dam would not be significantly increased from that would exist just prior to overtopping. Extensive seepage is exiting through or beneath the dam. In addition, the embankment or foundation materials may be piping due to the excessive seepage. The dam appears to be in poor condition. As a result, the dam is considered an unsafe, nonemergency dam. (Author).

Based on the damage center located 2,000 feet downstream of the dam, the one-half PMF event has been selected as the spillway design flood. The existing spillway can accommodate a flood with a peak inflow of 37 percent of the PMF peak flow. If the low areas of the top of the embankment were brought up to design grade, the spillway could accommodate a flood with a peak inflow of 61 percent of the PMF peak inflow. The spillway would then be rated as inadequate instead of seriously inadequate.

The visual inspection disclosed that the emergency spillway has been partially filled in. The embankment is currently in good condition, and the siphon spillway is in fair condition. In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'High' hazard classification is one-half to the full Probable Maximum Flood (PMF). The one-half PMF has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate that the combined siphon and emergency spillway structures are capable of discharging about 21 percent of the PMF without overtopping the embankment under existing conditions. If the emergency spillway was restored to its original condition, the spillway systems would be capable of discharging about 59 percent of the PMF without overtopping the embankment. As the structure will not pass the spillway design flood under existing conditions and is not assessed to fail during one-half the PMF, the spillway is considered to be 'Inadequate' but not 'Seriously Inadequate'. Book excerpt: Greenwood Dam is an earthfill embankment, originally constructed in 1880. The embankment height was increased in 1901 or 1904 and again in 1935 to its present configuration. The length of the embankment is about 850 feet with a maximum height of 32 feet. Four 20-inch pipes are placed under the embankment with valves at the downstream end without control at the upstream end. The pipes are supported on a masonry wall. The outlets of these pipes are not visible because they are submerged under the backwater of the Lake Hauto Dam, which is located immediately downstream. The spillway is located in the left abutment, about 100 feet from the end of the dam. The spillway is a concrete ogee weir and the discharge channel is cut out of the rock. The length of the ogee section is 94.5 feet and the weir crest is 2.0 feet above the approach channel. The left side of the spillway is sloped and cement paved. The right side is a vertical wall of stone, laid in mortar.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

Book excerpt: Spring Mill Dam, built in 1889 and 1900, is owned by Northampton Borough Municipal Water Authority. The dam and reservoir are currently used as a secondary water supply for Northampton Borough, Pennsylvania. The dam and its appurtenant facilities are considered to be in good condition. The dam is classified as a Small size structure with a Significant hazard classification, consistent with its appreciable economic loss and possible loss of life in the event of failure. In accordance with criteria established by Federal (OCE) Guidelines, the spillway design flood for this Small size dam and 'Significant' hazard classification ranges from the 100 year event to 0.5 PMF (Probable Maximum Flood). As height of this dam is near the lower limit for small size dams, and the total capacity is less than one-third the upper limit, the selected spillway design flood is the 100 year event. Hydrologic and hydraulic computations presented in Appendix D indicate that the structure will not pass the 100 year event without overtopping. It is further assessed that the 100 year event would not cause failure or significantly increase the potential for excessive property damage and loss of life downstream of the dam. Therefore, the spillway systems of this structure are considered to be Inadequate but not Seriously Inadequate.

Book excerpt: Lake Swiftwater Dam is a 31 + or - foot high zoned embankment containing an impervious core founded in hardpan. The embankment has upstream and downstream slopes of 2.5H:1V and a crest width of 10 feet. When the old spillway was relocated to the right abutment, the embankment section was reconstructed and is a homogeneous embankment with an eight foot wide cutoff trench founded on impervious materials. The upstream and downstream slopes were both constructed at 2.5H:1V with a 10 foot crest width. The upstream slope of the whole embankment is protected with riprap, minimum thickness being 18 inches on the new embankment and 12 inches on the old embankment. The embankment impounds a 21-acre reservoir. The embankment also contains a gatehouse tower located near the crest of the dam approximately midway along the length of the embankment. The gatehouse tower contains a steel sluice gate manufactured by the Caldwell-Wilcox Company. Documentation in the files indicates that the intake pipe is 42 inches in diameter, located at the base of the embankment, and encased in concrete with anti-seep collars.

In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'Significant' hazard potential classification is the 100 Year Flood to one-half the Probable Maximum Flood (PMF). Based on the small capacity of the reservoir and the fact that no loss of life is likely during failure of the structure, the 100 Year Event has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate that the spillway structure is not capable of discharging the 100 Year Event without overtopping the embankment by about 0.8 foot for about 3.5 hours. The structure is considered to have an 'Inadequate' spillway as it will not pass the spillway deisgn flood without overtopping the embankment. (Author).
