Book excerpt: Based on a visual inspection and available engineering data, Gravel Lick Dam and its appurtenances are considered to be in fair condition. The spillway and dam are capable of passing and/or storing the flow resulting from a storm of PMF magnitude without overtopping the embankment. As a result, the spillway is considered adequate. Seepage through the downstream slope, steadily increasing pore pressures near the downstream toe and erosion below the downstream bench level are apparent. It is recommended that: (1) the owner engage the services of a qualified registered professional engineer to investigate the seepage through the downstream face and evaluate the increasing pore pressure conditions at the toe; (remedial measures should then be implemented as required); (2) the erosion gullies along the downstream face be backfilled and seeded; (3) a formal warning system be implemented to protect those persons downstream who may ultimately be affected by an embankment breach; and (4) the dam should be inspected on a periodic basis to check for hazardous conditions which might develop.

Book excerpt: Galion Bay Dam consists of an earth embankment approximately 400 feet long with a maximum height of 37 feet from the downstream invert of the outlet conduit and a crest width of 20 feet. Galion Bay Dam is one of the three dams which impound Lake Rene. The other two dams are Wolf Creek Dam, located at the west end of Lake Rene, and Lake Rene Dam, located on the east side of the reservoir. Lake Rene Dam, which was constructed in 1955, was the original dam at the site. Galion Bay Dam and Wolf Creek Dam were constructed in 1971 in conjunction with the enlargement of Lake Rene. The flood discharge facilities for Lake Rene consist of primary and emergency spillways associated with Galion Bay and Wolf Creek dams. The Galion Bay Dam flood discharge facilities are comprised of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the right abutment (looking downstream). The primary spillway structure consists of a single-stage reinforced concrete riser, a 36-inch-diameter reinforced concrete conduit, and a plunge pool at the downstream end of the outlet pipe. The emergency spillway is a 30-foot-wide trapezoidal earth channel excavated into the right abutment. The reservoir outlet pipe for the dam consists of a 15-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure.

Book excerpt: Lake Sabula Dam consists of an earth embankment approximately 600 feet long with a maximum height of 22 feet from the highest elevation on the crest of the dam measured to the downstream invert of the outlet conduit. The crest width of the dam varies between 20 and 26 feet. The flood discharge facilities for the dam consist of a primary spillway combined with the outlet works and an open channel emergency spillway. Both the primary spillway and the emergency spillway structures are located at the center of the embankment. The primary spillway structures consist of an intake tower located on the upstream side of the crest which drains through two 24-inch cast-iron pipes into the reinforced concrete outlet conduit. The upstream end of the intake tower is equipped with stop logs, which permit adjusting the normal pool level of the reservoir. The emergency spillway is located to the left of the primary spillway and consists of a 20-foot-wide, 2-1/2-foot deep rectangular concrete channel which discharges into the outlet works discharge channel. The reservoir can be drained by the removal of stop logs from the primary spillway intake structure. (Author).

However, it is not an emergency condition.

The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will not pass the 100-year flood without overtopping the dam. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Polk Dam. The 100-year flood was chosen as the SDF. During the 100-year flood, the dam is overtopped by a maximum of 0.61 foot for a duration of 1.50 hours. The spillway is therefore considered 'inadequate.' It is recommended that the owner immediately initiate an engineering study to further evaluate the spillway capacity and develop recommendations for remedial measures to reduce the overtopping potential of the dam. Several items of remedial work should be performed by the owner without delay.

The crest width is approximately 10 feet. As designed, the downstream face of the dam was to be protected by grass, and a vertical concrete wall on the upstream side was to provide shoreline protection. Presently, the downstream face of the dam is covered with brush and trees up to 10 feet high and the concrete wall on the upstream side has partially collapsed. The spillway structures are comprised of an 18-foot-wide concrete ogee overflow section which discharges into an 18-foot-long concrete channel, incorporating an energy dissipator sill. Based on the evaluation of the existing conditions, the condition of Sample Run Dam is considered to be poor. The dam is abandoned and is in complete disrepair. A valve house located at the downstream toe of the dam has collapsed, covering most of the operating equipment with rubble. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass 20 percent of the probable maximum flood (PMF).

Lake Rene Dam, Which was constructed in 1955, was the original dam at the site. Wolf Creek Dam and Galion Bay Dam were constructed in 1971 in conjunction with the enlargement of Lake Rene. The flood discharge facilities for Lake Rene consist of primary and emergency spillways associated with Wolf Creek and Galion Bay dams. The Wolf Creek Dam flood discharge facilities are comprised of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the left abutment (looking downstream). The primary spillway structures consist of a single-stage reinforced concrete riser, a 36-inch-diameter reinforced concrete conduit, and a plunge pool at the downstream end of the outlet pipe. The emergency spillway is an 130-foot-wide trapezoidal earth channel excavated into the left abutment.

Book excerpt: The dam is classified as a small dam in the significant hazard category. In view of the size of the dam which is closer to the lower limit of the small size classification, the 100-year flood was selected as the spillway design flood. The 100-year flood peak was determined according to the recommended procedure and was found to be in excess of the spillway capacity. Therefore, the capacity of the spillway is classified as inadequate. The following recommendations should be implemented immediately on continuing basis: (1) The owner should determine the nature and extent of modifications needed and implement these measures to provide adequate spillway capacity; (2) Around-the- clock surveillance should be provided during unusally heavy rainfall and/or runoff. In addition, a formal warning system should be developed to alert downstream residents in the event of an emergency; and (3) The owner should develop and follow a formal operating and maintenance plan and should inspect the dam regularly.
