Book excerpt: Cadjaw Pond Dam is owned by the Honesdale consolidated Water Co., and was once used as an emergency water supply source for the city and surrounding area. Currently, the dam has no immediate purpose for the water company except in the extreme event that water is needed as a supplemental source. The dam is in an obvious state of disrepair and severely neglected. Further, there are a large number of unknowns concerning the overall stability of the embankment. Until such time as appropriate studies are made and needed repairs performed, the dam should be considered unsafe. Based on this, seven recommendations are presented with the anticipation that it is desired to keep the structure and reservoir in service. If there is no need to maintain this structure, or if rehabilitative costs are excessive, an alternate solution would be to breach the structure under the guidance of a Professional Engineer, and allow the water level to reach the preexisting level of the natural lake.

Book excerpt: Greene-Dreher Dam is a 20-foot high earthern embankment, 1,000 feet long which impounds a 152 acre-foot flood water retention pool. Total estimated volume of fill is approximately 30,000 cubic yards. The zoned embankment was constructed on natural soils without a cutoff trench or a grout curtain. The embankment contains three material zones; Zone 1, a relatively impervious core of silt and and silty sand; Zone 2, composed of silty gravel and silty sand; and an outer shell of Zone 3 material, described as rock larger than 6 inches in diameter. The embankment crest is 12 feet wide at a design settled elevation of 2,036 feet, and both upstream and downstream slopes are 3H:1V. The downstream section of the embankment contains a filter blanket approximately 2 feet thick, 30 feet wide and 320 feet long. The filter blanket is drained by a 6-inch diameter perforated corrugated metal pipe connected to a 6-inch diameter pipe which outlets adjacent to the principal spillway outlet.

Book excerpt: Based on criteria established for these studies, Lake Watawga Dam is judged to be unsafe, nonemergency, because the spillway capacity is seriously inadequate. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies from 1/2 the Probable Maximum Flood (PMF) to the PMF. Based on the criteria and the downstream conditions, the selected SDF is the PMF. Based on existing conditions, the spillway will pass about 14 percent of the PMF before overtopping of the dam occurs. It is judged that the dam would fail during the PMF. Failure of the dam would increase the hazard for loss of life downstream. As a whole, the dam is judged to be in fair condition. Deficiencies exist that are considered to be indicative of potential stability problems for the spillway. There is no functional outlet works at the dam. Maintenance at the dam is inadequate.

The embankment contains a downstream crushed rock trench drain discharging through a 6-inch diameter corrugated metal drain. This pipe discharges at the downstream toe. The upstream slope to elevation 1,285.0 is protected with a 12-inch riprap layer over a 12-inch filter course. The upstream and downstream slopes are 3H:1V and 2H:1V, respectively. Except for riprapped surfaces, both slopes are covered with grass and Crownvetch. The crest is 12 feet wide with a settled design elevation of 1,298.0.

Failure of the dam would cause an increased hazard for loss of life downstream. Overall, the dam is judged to be in good condition.

Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The spillway capacity is adequate to pass the PMF peak inflow without overtopping the dam.

Deficiencies noted during the inspection included the lack of functional drawdown facilities and minor seepage through the masonry near the right abutment. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.

Book excerpt: Gouldsboro Dam is owned by the Pennsylvania Fish Commission. The dam abuts a higher, wider railroad embankment. According to DER files, Gouldsboro Dam was built in 1895 and at least the outlet portion of the drop inlet discharge conduit was built in 1912. The facility is considered to be in fair condition and classified as a 'Significant' hazard potential structure. Hydrologic and hydraulic calculations indicate the dam will not be overtopped during the Probable Maximum Flood. Excess flows will pass over natural ground at the northeast end of the lake across Route 507 at Gouldsboro, Pennsylvania, and eventually into Snag Pond. Visual inspection of the dam and reservoir detected no significant problems other than an unserviceable drain gate. Since the dam and railroad embankment have a combined crest width on the order of 85 feet and would not overtop during large storms, it is judged that the stability of the embankment is adequate.

The following recommendations are presented for immediate action by the owner: (1) That the upstream end of the outlet conduit be inspected, (2) That the downstream section of the outlet conduit be inspected on an annual basis for signs of deterioration, (3) That all brush be removed from the embankment and that the downstream wall be kept clear of all growth, (4) That a formal surveillance and downstream warning system be developed to be used during periods of high or prolonged precipitation, and (5) That a program be developed for regular inspection and maintenance.

The unknown condition of the valve, regulating flow through the outlet pipe, precluded assessment of the outlet works. Observations during pressure flow conditions in the outlet pipe are essential to the safety evaluation of the dam. A ready access to an operable valve, or other method of drawing down the reservoir level during emergencies, is required. Although the dam and appurtenances appear to be in good repair, there is no formal maintenance program for the facility. There is no warning system and evacuation plan in effect at the present time.
