The chute has an overall width of 10 feet and a length of 75 feet; the spillway crest is located 3.5 feet below the low spot of the crest of the dam. The outlet works for the dam consist of an 8 inch cast-iron pipe with the upstream end submerged approximately 30 feet out from the center line of the dam. The dam was found to be in fair overall condition at the time of inspection. The spillway will pass approximately 37 percent of the Probable Maximum Flood (PMF) before overtopping will occur.

The dam is constructed with a masonry spillway located about 35 feet left of the right abutment. The crest of the spillway is 100 feet long and about 11 feet below the top of its wingwalls. Based on a visual inspection, operational history, and available engineering data, the dam is consisered to be in poor condition. The defunct facility has been essentially abandoned since 1952 and its reservoir is sediment filled. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF without embankment overtopping. Structural deficiencies noted by the inspection team included substantial embankment overgrowth, an access road cut through the embankment near the left abutment, cracking of the masonry spillway wingwalls, and a sediment filled reservoir. Due to the seriously inadequate spillway and overall poor condition, the facility is considered unsafe but non-emergency as failure is not considered imminent.

No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

Because the dam is on the low end of the 'Small' size category in terms of storage capacity and height, the 100-year flood was chosen as the SDF. During the 100-year flood, the dam is overtopping by a maximum depth of 3.27 feet for a total duration of 8.67 hours. The spillway is therefore considered 'Inadequate.' It is recommended that the owner immediately develop recommendations for remedial measures to reduce the overtopping potential of the dam.

Additional calculations, however, indicated that if not properly vented, the morning glory spillway may pass through a period when a make and break siphoning action would attend flow. This action would be accompanied by surges at the inlet and outlet ends and by thumping and vibrations within the outlet. Since no design reports are available for the appurtenances, it is not known if this condition was considered during the design. Discussions with owners representatives and local residents also indicated that remedial repair to the outlet works was required at least once and possibly twice since construction. Consequently, it is recommended that a detailed hydraulic and hydrologic analysis be performed to accurately assess the present condition of the outlet and to make any modifications deemed necessary to insure that the outlet will perform adequately under all possible operating conditions.

The concrete lining in the spillway discharge channel extends approximately 230 feet downstream from the control section to a level approximately 37 feet above the normal pool level of the dam. The outlet works consist of a 5-foot by 5-foot reinforced concrete outlet conduit, a 24-inch cast-iron water supply line, and a reinforced concrete control tower located on the upstream side of the dam. Flows through the outlet conduit and supply line are controlled by manually operated sluice gates located in the control tower. This outlet system constitutes the emergency drawdown facilities for the dam.

The inclination of the upstream face is 2.5H;1V (Horizontal to Vertical) with a 10-foot wide berm at E1. 1242 feet. The downstream slope is 2.5h:1V. A filter trench was installed in the downstream prism of the embankment from original Station 4+92 to 9+77. A portion of the filter trench is provided with 6-inch diameter filter drainpipe. The two outlets of the filter drainpipes exit into the impact basin approximately 1 foot downstream of the baffle wall. To the right of the main embankment is a small knoll which separates the saddle dike from the main embankment. This knoll consists primarily of sandy silt (ML) soils and is approximately 540-feet long between the two embankments. The crest length of the dike is 670 feet and the maximum height is 9 feet. The crest width of the homogeneous embankment (dike) is 14 feet. The inclination of both the upstream and downstream slopes of the dike is 2.5h:1V. (Author).

The size classification of the facility is small and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Since the facility is classified near the lower bounds of the small category, the SDF is considered to be the 1/2 PMF. Results of hydrologic and hydraulic analyses indicate the facility will pass and/or store approximately 40 percent of the PMF prior to embankment overtopping at the low area in the embankment crest (elevation 1177.4). Breach analysis indicates that failure under less than 1/2 PMF conditions could lead to increased downstream damage and potential for loss of life. Thus, based on screening criteria provided by the recommended guidelines, the spillway is considered to be seriously inadequate and the facility unsafe, non-emergency. Recommendations for owner action are listed.

The dam was found to be in very poor overall condition at the time of the inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 40 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Gilkerson Dam. The 1/2 PMF was chosen because the dam is on the low and end of the 'Small' size category. Because the total duration and maximum depth of overtopping during the 1/2 PMF (1.5 hours and 0.21 foot, respectively) did not meet the estimated limiting criteria for failure of the dam (2 hours and 1.0 foot), the spillway is assessed as 'inadequate' but not 'seriously inadequate'. It is recommended that the owner immediately initiate an engineering study to develop recommendations for remedial measures to reduce the overtopping potential of the dam.

Book excerpt: Brady's Run Dam consists of an earth embankment approximately 350 feet long with a maximum height of 33 feet from the downstream toe and a crest width of 12 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located near the left abutment (looking downstream). The spillway structures of the dam consist of a concrete overflow section, and a rectangular concrete spillway chute which terminates in a concrete-lined plunge pool at the toe level of the dam near the left abutment. The overflow structure of the spillway is a 135-foot-long ogee weir located at an elevation approximately 10 feet below the dam crest. The outlet works consist of a reinforced concrete box culvert and a control tower located near the right abutment. Flow through the outlet conduit is controlled by a manually operated sluice gate located at the control tower. The outlet conduit constitutes the emergency drawdown facilities for the reservoir. The dam is located on the South Branch of Brady's Run approximately one mile upstream from its confluence with the North Branch in Brighton Township, Beaver County, Pennsylvannia.
