Book excerpt: "President Biden's March 2023 National Cybersecurity Strategy lays out a bold, affirmative vision for cyberspace. It outlines a path for achieving two significant shifts: the need for more capable actors in cyberspace to bear more of the responsibility for cybersecurity and the need to increase incentives to make more investments in long term-resilience. ... This is the first iteration of the Implementation Plan, which is a living document that will be updated annually. Initiatives will be added as the evolving cyber landscape demands and removed after completion. The Office of the National Cyber Director will coordinate this work and report to the President and to Congress on the status of implementation. The United States Government will only succeed in implementing the National Cybersecurity Strategy through close collaboration with the private sector; civil society; state, local, Tribal, and territorial governments; international partners; and Congress. Agencies will work with the interested stakeholders to implement the initiatives of this Plan and build new partnerships where possible. The Administration will continue to refine Implementation Plan initiatives based on stakeholder feedback and assessments of their effectiveness."--Introduction.

As such, it is important that federal agencies and critical infrastructure owners and operators share cyber threat information. ONCD and CISA lead federal efforts to coordinate on national cyber policy and the security of critical infrastructure. This report examines, among other things, (1) how federal agencies and critical infrastructure owners and operators share cyber threat information and (2) challenges to cyber threat information sharing and the extent to which federal agencies have taken action to address them. GAO is recommending that: (1) ONCD identify outcome-oriented performance measures for the cyber threat information sharing initiatives included in the National Cybersecurity Strategy implementation plan, and (2) CISA assess whether the current mix of centralized and sector-specific sharing methods used by agencies is the optimal approach to addressing cyber threat sharing challenges.

Available in PDF, EPUB and Kindle. Book excerpt: Countering Cyber Sabotage: Introducing Consequence-Driven, Cyber-Informed Engineering (CCE) introduces a new methodology to help critical infrastructure owners, operators and their security practitioners make demonstrable improvements in securing their most important functions and processes. Current best practice approaches to cyber defense struggle to stop targeted attackers from creating potentially catastrophic results. From a national security perspective, it is not just the damage to the military, the economy, or essential critical infrastructure companies that is a concern. It is the cumulative, downstream effects from potential regional blackouts, military mission kills, transportation stoppages, water delivery or treatment issues, and so on. CCE is a validation that engineering first principles can be applied to the most important cybersecurity challenges and in so doing, protect organizations in ways current approaches do not. The most pressing threat is cyber-enabled sabotage, and CCE begins with the assumption that well-resourced, adaptive adversaries are already in and have been for some time, undetected and perhaps undetectable. Chapter 1 recaps the current and near-future states of digital technologies in critical infrastructure and the implications of our near-total dependence on them. Chapters 2 and 3 describe the origins of the methodology and set the stage for the more in-depth examination that follows. Chapter 4 describes how to prepare for an engagement, and chapters 5-8 address each of the four phases. The CCE phase chapters take the reader on a more granular walkthrough of the methodology with examples from the field, phase objectives, and the steps to take in each phase. Concluding chapter 9 covers training options and looks towards a future where these concepts are scaled more broadly.

Book excerpt: Government officials are concerned about attacks from individuals and groups with malicious intent, such as criminals, terrorists, and adversarial foreign nations. For example, in February 2009, the Director of National Intelligence testified that foreign nations and criminals have targeted government and private sector networks to gain a competitive advantage and potentially disrupt or destroy them, and that terrorist groups have expressed a desire to use cyber attacks as a means to target the United States. The director also discussed that in August 2008, the national government of Georgia's Web sites were disabled during hostilities with Russia, which hindered the government's ability to communicate its perspective about the conflict. Statement of the Dire The federal government has developed a strategy to address such cyber threats. Specifically, President Bush issued the 2003 National Strategy to Secure Cyberspace and related policy directives, such as Homeland Security Presidential Directive 7,5 that specify key elements of how the nation is to secure key computer-based systems, including both government systems and those that support critical infrastructures owned and operated by the private sector. The strategy and related policies also establish the Department of Homeland Security (DHS) as the focal point for cyber CIP and assign the department multiple leadership roles and responsibilities in this area. They include (1) developing a comprehensive national plan for CIP, including cybersecurity; (2) developing and enhancing national cyber analysis and warning capabilities; (3) providing and coordinating incident response and recovery planning, including conducting incident response exercises; (4) identifying, assessing, and supporting efforts to reduce cyber threats and vulnerabilities, including those associated with infrastructure control systems; and strengthening international cyberspace security.

Book excerpt: Computers and computer networking provide major benefits to modern society, yet the growing costs of malicious cyber activities and cybersecurity itself diminish these benefits. Advances in cybersecurity are urgently needed to preserve the Internets growing social and economic benefits by thwarting adversaries and strengthening public trust of cyber systems. On December 18, 2014 the President signed into law the Cybersecurity Enhancement Act of 2014. This law requires the National Science and Technology Council (NSTC) and the Networking and Information Technology Research and Development (NITRD) Program to develop and maintain a cybersecurity research and development (R&D) strategic plan (the Plan) using an assessment of risk to guide the overall direction of Federally-funded cybersecurity R&D. This plan satisfies that requirement and establishes the direction for the Federal R&D enterprise in cybersecurity science and technology (S&T) to preserve and expand the Internets wide-ranging benefits. This book reviews the strategy and implementation for research and development of federal cybersecurity.

Book excerpt: We depend on information and information technology (IT) to make many of our day-to-day tasks easier and more convenient. Computers play key roles in transportation, health care, banking, and energy. Businesses use IT for payroll and accounting, inventory and sales, and research and development. Modern military forces use weapons that are increasingly coordinated through computer-based networks. Cybersecurity is vital to protecting all of these functions. Cyberspace is vulnerable to a broad spectrum of hackers, criminals, terrorists, and state actors. Working in cyberspace, these malevolent actors can steal money, intellectual property, or classified information; impersonate law-abiding parties for their own purposes; damage important data; or deny the availability of normally accessible services. Cybersecurity issues arise because of three factors taken together - the presence of malevolent actors in cyberspace, societal reliance on IT for many important functions, and the presence of vulnerabilities in IT systems. What steps can policy makers take to protect our government, businesses, and the public from those would take advantage of system vulnerabilities? At the Nexus of Cybersecurity and Public Policy offers a wealth of information on practical measures, technical and nontechnical challenges, and potential policy responses. According to this report, cybersecurity is a never-ending battle; threats will evolve as adversaries adopt new tools and techniques to compromise security. Cybersecurity is therefore an ongoing process that needs to evolve as new threats are identified. At the Nexus of Cybersecurity and Public Policy is a call for action to make cybersecurity a public safety priority. For a number of years, the cybersecurity issue has received increasing public attention; however, most policy focus has been on the short-term costs of improving systems. In its explanation of the fundamentals of cybersecurity and the discussion of potential policy responses, this book will be a resource for policy makers, cybersecurity and IT professionals, and anyone who wants to understand threats to cyberspace.
