Available in PDF, EPUB and Kindle. Book excerpt: This book draws together the insights of eminent academics and specialists to present an overview of past and present approaches to transnational policing throughout the Anglophone world. It aims to revitalize the study of transnational policing by showing that past and present developments in this field remain poorly understood, while also suggesting future avenues of research. Containing chapters on police history, police accountability, gendered hate crime in an increasingly online world, counter-radicalisation strategies being pursued around the world, internet-facilitated sex trafficking and changes in organised crime, amongst others, the authors adopt revisionist, orthodox and progressive views in order to challenge our understanding and appreciation of developments in transnational policing. All of the chapters in the book use policing models employed within the UK as either their focal point or as a point of comparison so that direct comparisons and contrasts can be examined. The Development of Transnational Policing illustrates distinctive and separate aspects of what remains an undoubtedly complex and dynamic field, but also forms an overview of developments and the dearth of academic research which surround them, in order hopefully to inspire researchers, policymakers and practitioners alike.

Home Affairs Committee and published by The Stationery Office. This book was released on 2015 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2010 the Home Secretary has set out an ambitious plan for the new landscape of policing. However, more progress has to be made to declutter the landscape and ensure that the organisations created meet the rapidly evolving challenges facing 21st century policing. Force mergers are clearly back on the agenda. The College of Policing was a great idea that has both vision and purpose. However, numerous hurdles, weak foundations, and an unrepresentative board have hindered its ability to function to its full potential. In time, the College has the power to fashion a new concept of policing. For the local bobby, he or she needs a certificate of policing that is affordable, an oath that is binding and ethics that are ingrained within its DNA, and training that is practical, however at the moment none of this exists. The NCA has been a success, and has proved to be more responsive and more active than its predecessor SOCA, but it is not yet the FBI equivalent that it was hailed to be. Its reputation has been damaged by the unacceptably slow response to the backlog of child abuse cases sent to it by Toronto Police. The NCA must establish practical benchmarks against which its performance can be assessed. Its current asset recovery is not of a sufficient volume when set against its half a billion pound budget.

Available in PDF, EPUB and Kindle. Book excerpt: Through analysis of data held by the National Crime Agency on organised crime groups, and in-depth analysis of qualitative interviews with convicted fraudsters and enforcement professionals, this detailed study fills a significant gap in the contemporary literature on organised crime groups involved in fraud. Throughout the chapters, the perspective of convicted offenders and those involved in its policing are juxtaposed to show the ease of committing fraud from the perspective of offenders on the one hand, and the investigative challenges experienced by law enforcement officers on the other. May and Bhardwa’s insights shed light on offender motivations, routes into fraud and organised crime, and the nature and shape of organised crime groups and their operations. Alongside the offender perspective the law enforcement interviews provide a unique interpretation of the procedural and legislative weaknesses that appear to allow this type of offender to make considerable financial gain. The key recommendations based on empirical findings will greatly benefit those interested in understanding the links between fraud and organised crime in the UK and those seeking to improve enforcement efforts.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the development of anti-corruption as a policy field in the European Union with a particular focus on the EU Anti-Corruption Report. It reconstructs the origins of anti-corruption policy in the 1990s when the EU started to recognise corruption as a serious crime with a cross-border dimension. It also analyses the processes surrounding the downfall of the Santer Commission on charges of corruption in 1999 and the enlargement of the EU. This incorporation of transitional new Member States was accompanied by a number of specific measures, instruments and monitoring mechanisms to combat corruption at the supranational level, finally leading to the introduction of the EU-wide Anti-Corruption Report in 2014. The book presents an in-depth analysis of its implementation, abandonment and the way forward under the European Semester as the new instrument for achieving EU anti-corruption reforms. It offers a new interpretation of the Report as a form of reflexive governance that operates at multiple levels and involves not only the European institutions and national governments, but also the role of civil society actors in the process of developing anti-corruption policy. It applies the theory of reflexive governance in analysing the impact of the Report in the UK, Romania and Albania, including the involvement of non-state actors in anti-corruption policy making in these countries. The book concludes with a discussion on how future EU Anti-Corruption policy can make use of reflexive governance and offers recommendations to enhance anti-corruption policies of the EU, the Member States and Candidate States.

Book excerpt: Outlining the different types of financial crime and their impact, this book is a user-friendly, up-to-date guide to the regulatory processes, systems and legislation which exist in the UK. Each chapter has a similar structure and covers individual financial crimes including money laundering, terrorist financing, fraud, insider dealing, market abuse, bribery and corruption and finally tax avoidance and evasion. Offences are summarized and their extent is evaluated using national and international documents. Detailed assessments of financial institutions and regulatory bodies are made and the achievements of these institutions are analysed. Sentencing and policy options for different financial crimes are included and suggestions are made as to how criminal proceeds might be recovered. This second edition has been fully updated and includes a section on cybercrime and a new chapter on tax evasion. Case summaries have also been included in those chapters where a criminal justice route is used by the prosecuting authorities.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates everyday practices of intelligence cooperation in anti-terrorism matters, with a specific focus on the relationship between Europe and Britain. The volume examines the effective involvement of British anti-terrorism efforts in European cooperation arrangements, which until now have been overshadowed by the UK-US ‘special relationship’ and by political debates that overstate the divide between Britain and continental Europe. In arguing that British intelligence has always had a European dimension, it provides a distinct perspective to the study of intelligence cooperation and the role of British intelligence therein. Mobilizing a ‘field theory’ approach, the book provides an original contribution to the understanding of intelligence cooperation by investigating everyday bureaucratic practices of ‘ground-level’ security professionals and police forces, embedded in a European ‘field’ structured around the exchange of anti-terror intelligence. It also accounts for the drivers behind cooperation by using ‘field analysis,’ which explains the trajectory and positioning of actors according to their ‘capitals’ rather than necessities dictated by threats or state decisions. This book will be of much interest to students of Security Studies, International Political Sociology, Intelligence Studies, and International Relations in general.
