The MoD's assessment of its expected achievements against its six Public Service Agreement (PSA) targets, which run until the end of March 2008, has deteriorated since the previous year's Annual Report and Accounts. At the end of 2007, the MoD did not expect to meet the target relating to generating forces and expects "only partly" to meet targets relating to recruitment and retention, and defence equipment procurement. The failure to meet the target for generating forces is a consequence of the continuing high levels of deployment of the Armed Forces. The Committee is concerned that the Armed Forces have been operating at or above the level of concurrent operations they are resourced and structured to deliver for seven of the last eight years, and for every year since 2002. Achieving manning balance in all three Service continues to be a challenge. Shortages remain within many specialist trades in all three Armed Services, but especially in the Army Medical Service. The report notes the failure to meet harmony guidelines in the Army and the Royal Air Force - another indicator of the pressure on the Armed Forces from the continuing high level of operations - and another target missed by all three services is for ethnic minority recruitment. The MoD continues to experience substantial forecast cost increases on equipment programmes, and the report notes delays in delivering equipment programmes to the planned in-service dates. The MoD faces difficult choices in the face of expected cuts in the defence programme and the management of a streamlining exercise to reduce civilian posts in the headquarters.

Book excerpt: Arm's Length Bodies (ALBs) are stand-alone, national organisations that are sponsored by the Department of Health to deliver specialised services and functions. ALBs range in size, but normally have boards, employ staff and publish accounts, and receive substantial funding from the Department. This National Audit Office report examines the allocation of resources and potential efficiencies that such bodies require. There are four categories of ALB: (i) Regulation of the healthcare system, e.g. Healthcare Commission; (ii) Establishing of national standards for healthcare, e.g. National Institute for Health and Clinical Excellence; (iii) Safety and public welfare, e.g. Health Protection Agency; (iv) Provision of central services to the NHS, e.g. NHS Litigation Authority. In 2003-04, there were 38 ALBs, employing some 25,000 staff and receiving £1.2 billion grant-in-aid funding. The NAO has set out a number of recommendations, including: to deliver efficiencies in ALBs, targets should focus on value for money defined in terms of total resources; Departments must be clear about what targets mean in practice and that any decisions to merge or reconfigure such bodies should be based on an Impact Assessment, identifying the costs and benefits of the change; Departments intending to deliver efficiencies through their ALBs, should map out their ALB sector and understand the individual circumstances of the particular ALB; Departments should also establish baseline performance and financial metrics; sponsors or other parts of the Department should not commission new work from ALBs without prior discussion with the central ALB finance team; after the conclusion of the ALB Review in 2008-09, good practice governance arrangements should be maintained, with appropriate assessment of the purpose and value for money of any new ALBs established.

The report sets out some key facts, including: that the total benefit expenditure is £120 billion; the total number of recipients is 18 million; the total estimated fraud is £0.8 billion. In the 2006-07 period, £154 million was spent on six strategies to reduce fraud, with a Departmental estimate of £106 million of benefit overpayments identified as a result of fraud investigation and compliance activity. Also in the 2006-07 period, the Department recovered £22 million of the total £339 million outstanding fraud debt. Although the NAO has identified that fraud has fallen from an estimated £2 billion in 2001-02 to an estimated £0.8 billion in 2006-07, official error has risen in the same period from £1 billion to £1.9 billion. Tackling fraud is a key priority for the Department for Work and Pensions, and the report examines the main anti-fraud initiatives, recognising that: tackling benefit is inherently difficult; that the UK has levels of social security fraud and error which are similar to those of comparable countries; that the Department has made good progress in tackling fraud, but will find it increasingly difficult to secure further year on year reductions. The NAO has also set out a number of recommendations, including: that the Department's management information on fraud could be improved, with greater communication between the various departmental directorates responsible for counter-fraud work; that a review of the cost effectiveness of the Customer Compliance approach (which deals with lower risk cases of fraud) should be done; that a record of the outcomes of prosecution activities should be taken by case type to provide better Departmental information; that the Department must review recovery of overpayments in fraud cases and consider setting appropriate targets for recovery from customers who have committed fraud.

However, the Ministry is yet to produce a clear action plan to deliver its financial management initiatives and needs to do so over the next four months to demonstrate its commitment to continuing to improve its financial management. The Ministry does not yet understand, in sufficient detail, the costs of its activities within its prisons, the probation service and the courts. Procurement systems have been overhauled but this still leaves the 40 per cent of the Ministry's cost base relating to staff time. To address this, the Ministry has introduced major programmes to understand the costs of its activities in the National Offender Management Service and HM Courts Service but they are not due to be completed until at least 2012. The National Audit Office also notes that the Ministry's Finance Directorate does not have sufficient visibility of the costs of its policy proposals, reducing the effectiveness of the Ministry's financial control of its forward policy agenda.

This need has been recognised by the Department and reflected in a programme to improve its financial management, but the Department's Management Board recognises that establishing a culture of tighter control over its expenditure will take time. This initiative must remain a top priority and managers throughout the organisation will need to produce more reliable estimates of costs to justify their bids for resources and track the cost effectiveness of work done. The budgets agreed by the Management Board at the outset of 2006-07 and 2007-08 exceeded the funds available. In early 2006-07, increased spending to remedy difficulties with the Single Payment Scheme led to a risk of overspending in that year and the Department instigated a review which identified savings of £170 million against its original budget of £3,854 million. During the early part of 2007-08 further commitments above the agreed budget allocations meant the Department was at risk of exceeding its spending limit by £140 million. In July 2007, the Management Board identified savings which partially balanced the budget and continues to work towards a balanced budget for the year end. Effective monitoring by the Management Board and greater integration between the systems for monitoring performance delivery and financial expenditure would help better management of budgets. The NAO recommends that the Management Board set budgets from 2008-09 onwards that balance with the 2007 Comprehensive Spending Review and develops benchmarks to test the rigour of proposed budgets and to provide confirmation that these resource bids accord with the Department's strategic objectives.

Further sustained improvement will still be needed over the next few years, so that good financial management becomes "business as usual" across all of the Department's operations, which will help the Department maximise the value for money of its service delivery. The Department has increased the number of professionally qualified finance staff, particularly in senior finance roles, and has improved financial governance and leadership. Improvements are also evident in the Department's financial planning and decision making; budgeting; financial monitoring and forecasting; and financial reporting. The unqualified audit opinion on its 2007-08 Resource Accounts was an important symbol of the progress made. There are areas for further improvement. The strategic management of the Department's capital programme has not been responsive enough to avoid large underspends, which amounted to £725 million over the 5 years to 31 March 2008. The Treasury has capped access to these funds at £292 million and the Department will need to deliver on the plans it has in place to use them by 2010-11. The Department also needs to develop further its understanding of the cost of its activities and the relationship between resource consumption and service outcomes. The Department recognises these issues and has been undertaking work with the aim of improving capital programme management and the basis on which decisions are made for funding allocations.
