The target audience of the publication are national/subnational stakeholders working on AMR within the human health sector. In 2019 Azerbaijan embarked on preparations for the JEE. Preparing for the JEE was then delayed as Azerbaijan prioritized their effort to respond to the COVID-19 pandemic; including strengthening health care capacities to treat COVID-19 cases; increasing vaccination, including implementation of innovative digital systems for vaccination promotion and administration; and enhancing its surveillance system. The WHO Joint External Evaluation (JEE) team appreciated that several new laws and ministerial orders were enacted from 2019–2022 to respond to COVID-19, with a new, comprehensive public health law and updated terms of reference being discussed in parliament at the time of the external evaluation visit. In combination, the emerging set of legal mechanisms discussed with counterparts from various ministries promises to significantly modernize the entire public health emergency preparedness and response system. Information provided in the Self-Assessment Report and during meetings with national counterparts provided ample evidence of active involvement of numerous ministries with the legislative body and president's office; there appears to be a strong, concerted national effort to achieve public health goals and ultimately meet Kyrgyzstan's obligations under the International Health Regulations (IHR) 2005.

Book excerpt: Sierra Leone has made significant strides to rebuild its public infrastructure after the devastating civil war, but the desperate infrastructure needs remain. At the end of the conflict in 2002, the country was left with virtually no infrastructure. Redevelopment of public infrastructure was ignited by the mining boom, which started in the late 2000s. Over the period 2008−18, public investment averaged 6.5 percent of gross domestic product (GDP), which has translated into an estimated capital stock of about 65 percent in constant 2011 GDP. However, a level of public investment is still lower than neighboring countries by about one percentage point. The level of capital stock per capita is one of the lowest in the region, only slightly above that of Liberia. Some districts still have no paved roads, no electricity, and no water systems, almost 20 years after the war.

Book excerpt: During the JEE mission in early December 2023, capacities in 19 technical areas for Armenia were evaluated through a peer-to-peer, consultative process that brought a multi-sectoral group of national subject matter experts together with the multi-national, multi-disciplinary JEE team for a week of discussion, collaboration, and field visits. This process led to consensus on scores and priority actions across the 19 technical areas. Armenia’s commitment to strengthening its IHR core capacities is evident from the decision to undertake a second JEE. Since the first JEE was conducted in August 2016, Armenia has worked hard to develop and improve its public health capabilities and capacities. Like all countries, Armenia was significantly impacted by the COVID-19 pandemic. Although the national and local pandemic responses revealed areas that can be further strengthened, it is noteworthy that a strong and resilient health sector was able to maintain essential health services, as exemplified by the continuation of commendably high vaccination rates by the national immunization programme. The recent humanitarian crisis arising from the military conflict in Nagorno-Karabakh resulted in forced displacement of more than 100 thousand refugees with a diversity of health issues serve as a reminder for the need to maintain vigilance and be fully prepared to respond to complex emergencies that require strong collaboration between public health, security and other concerned sectors. Through a careful review of the findings of both the field visits and the plenary and bilateral technical discussions, the external team identified several cross-cutting themes and challenges that impact all 19 technical areas. In view of these findings, four recommendations are proposed.
