The author examines the results of two important cases—the securitization of Kurds in Turkey and the “autonomization” (a new concept coined by the study) of Acehnese in Indonesia—through multiple hypotheses: the elites’ power interest, the international factors, the institutions and history of the state, and the ontological security of the country. By examining states with ethnic diversity and very little religious diversity, the research controls for the effect of religious conflict on minority inclusion, and so allows expanded generalizations and comparisons. In non-Muslim majority countries, and in so called “mature democracies,” the problem of the inclusion of old or new ethnic minorities is also crucial for the sustainability of the “never-ending” democratization processes.

It was with the advent of local campaigns against certain veils in the 1930s, however, that women's dress turned into an issue of national mobilisation in which gender norms would be redefined. In this comprehensive analysis of the anti-veiling campaigns in interwar Turkey, Sevgi Adak casts light onto the historical context within which the meanings of veiling and unveiling in Turkey were formed. By shifting the focus from the high politics of the elite to the implementation of state policies, the book situates the anti-veiling campaigns as a space where the Kemalist reforms were negotiated, compromised and resisted by societal actors. Using previously unpublished archival material, Adak reveals the intricacies of the Kemalist modernisation process and provides a nuanced reading of the gender order established in the early republic by looking at the various ways women responded to the anti-veiling campaigns. A major contribution to the literature on the social history of modern Turkey, the book provides a complex analysis of these campaigns which goes beyond a simple binary between liberation and oppression.

The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco. The Kemalist reform movement has been extensively studied in its institutional dimensions as a state project of top-down reform; however, Nation-Building in Modern Turkey offers a fresh look at these formative years of the Turkish state. It studies modernist nation-building and state-society relations from a novel perspective through the study of the People's House, an institution aiming at the propagation of the modernist reforms to Turkey's urban population in the 1930s and 1940s. Using previously unpublished archival material and provincial publications, this work offers an alternative understanding of social change and state-society relations. In shifting the focus from the state as the fulcrum of change to the population's participation in the process, this book offers a 'peripheral' perspective of social change as it fashions a view from provincial towns. Focusing on everyday people, it explores their participation in and experience of the new habits and mixed-gender socialization practices the modernist state was introducing in the People's Houses, such as theatre, concerts, sports, dancing balls and village excursions. By analysing hundreds of petitions and complaint letters from the provinces, Alexandros Lamprou is able to examine the multiple ways ordinary people experienced, negotiated and resisted the reforms and to consider the ramifi cations of this process for the shaping of social and collective identities. Nation-Building in Modern Turkey will be essential reading for not only students and scholars of nation-building, socio-cultural change and state society-relations in Turkey, but also of the history, sociology, political science and anthropology of Turkey and the modern Middle East.

Drawing on hundreds of in-depth interviews with government officials and religious leaders in France, Germany, Italy, the Netherlands, the United Kingdom, Morocco, and Turkey, Jonathan Laurence challenges the widespread notion that Europe’s Muslim minorities represent a threat to liberal democracy. He documents how European governments in the 1970s and 1980s excluded Islam from domestic institutions, instead inviting foreign powers like Saudi Arabia, Algeria, and Turkey to oversee the practice of Islam among immigrants in European host societies. But since the 1990s, amid rising integration problems and fears about terrorism, governments have aggressively stepped up efforts to reach out to their Muslim communities and incorporate them into the institutional, political, and cultural fabrics of European democracy. The Emancipation of Europe’s Muslims places these efforts--particularly the government-led creation of Islamic councils--within a broader theoretical context and gleans insights from government interactions with groups such as trade unions and Jewish communities at previous critical junctures in European state-building. By examining how state-mosque relations in Europe are linked to the ongoing struggle for religious and political authority in the Muslim-majority world, Laurence sheds light on the geopolitical implications of a religious minority’s transition from outsiders to citizens.
