It was the victim of a Europe-wide political and financial crisis and an unstable EU identity increasingly splintered along regional and economic fractures. What does this mean for the former good student of European democracy? The answer may lie in renewed Portuguese efforts to deepen and strengthen ties with Lusophone countries across the globe, which since 1996 have been organized into a supranational organization called the Community of Portuguese-Speaking Countries (CPLP). While Portugal's marginality in relation to Europe might be emphasized in the corridors of Brussels, within the realm of the CPLP the former world power can once again see itself as existing at the center geographically as well as from a historic-cultural perspective of an extensive international milieu. The Lusophone World: The Evolution of Portuguese National Narratives explores the dialectic between Portugal's sense of identity and belonging in the EU and the CPLP. It provides an analysis of the manner in which Portugal's institutional allegiances to both of these organizations have impacted the political, economic, and social fabric of the nation. The fact that Portugal is turning to its former colonies as alternate partners in trade, commerce, emigration, and development initiatives may not be evidence of straightforward estrangement from the European continent. More likely, Portugal appears to be riding a fresh wave of what it means to be modern in the European milieu. This new concept of modernity, related to rhetoric of hybridity and a self-professed position as interlocutor, could be evidence of a deeper understanding of the new tools needed to survive and prosper in a rapidly-changing European Union.

Book excerpt: This book addresses a central but often ignored question in the history of modern France and modern colonialism: How did the Third Republic, highly regarded for its professed democratic values, allow itself to be seduced by the insidious and persistent appeal of a “civilizing” ideology with distinct racist overtones? By focusing on a particular group of colonial officials in a specific setting—the governors general of French West Africa from 1895 to 1930—the author argues that the ideal of a special civilizing mission had a decisive impact on colonial policymaking and on the evolution of modern French republicanism generally. French ideas of civilization—simultaneously republican, racist, and modern—encouraged the governors general in the 1890’s to attack such “feudal” African institutions as aristocratic rule and slavery in ways that referred back to France’s own experience of revolutionary change. Ironically, local administrators in the 1920’s also invoked these same ideas to justify such reactionary policies as the reintroduction of forced labor, arguing that coercion, which inculcated a work ethic in the “lazy” African, legitimized his loss of freedom. By constantly invoking the ideas of “civilization,” colonial policy makers in Dakar and Paris managed to obscure the fundamental contradictions between “the rights of man” guaranteed in a republican democracy and the forcible acquisition of an empire that violates those rights. In probing the “republican” dimension of French colonization in West Africa, this book also sheds new light on the evolution of the Third Republic between 1895 and 1930. One of the author’s principal arguments is that the idea of a civilized mission underwent dramatic changes, due to ideological, political, and economic transformations occurring simultaneously in France and its colonies. For example, revolts in West Africa as well as a more conservative climate in the metropole after World War I produced in the governors general a new respect for “feudal” chiefs, whom the French once despised but now reinstated as a means of control. This discovery of an African “tradition” in turn reinforced a reassertion of traditional values in France as the Third Republic struggled to recapture the world it had “lost” at Verdun.

Over the past thirty years in particular, the historiography associated with the conflict has expanded considerably to include studies whose emphases range between the economic, social, cultural, literary, and imperial aspects of the war, all coinciding with revisions to perceptions of its military context. Nevertheless, much of the discussion of the First World War remains confined to the experiences of a narrow collection of European armies on the battlefields of Northern France and Belgium. This volume seeks to push the focus away from the Western Front and to draw out the multi-spectral nature of the conflict, examining forgotten theatres and neglected experiences. The chapters explore the question of what ‘total war’ meant for the lives of people around the world implicated in this momentous event, broadening current debates on the First World War as well as developing, reinforcing, and refining the existing categories of analysis. The chapters are grouped into sections that reflect neglected elements of the transnational interpretation of the conflict and aspects of the total war debate. These encompass alternative forms of mobilisation, issues of neutrality, ideas of racial identity, and the scope of violence. The volume thus not only expands First World War studies but also contributes to the wider discourse on the shifting nature of warfare in the nineteenth and twentieth centuries. With chapters by leading scholars and early career researchers, this volume draws on a diverse range of original archival research undertaken across disciplinary and national boundaries. The contributions to the volume provide an analysis of the conflict that draws out its full breadth and complexity. The First World War demonstrated the critically important relationship between national mobilisation and total war, and saw multiple mobilisations and re-mobilisations of European populations. This theme is explored at the national, regional, and local levels through examinations of the Sicilian province of Catania, the role of science in France and Britain, and the utilisation of the narrative of maritime heroism surrounding the British sailor Jack Cornwell. For Europe’s neutrals the First World War was often as total in its effects as for those states engaged in military operations. Chapters analyse the diverse range of these experiences of neutrality, from the economy and people of the Netherlands to the attitudes of Switzerland’s intellectuals. Racial interpretations of modern conflict have defined much of the historiography of total war. The complexities of racial analysis with respect to total war are highlighted in chapters dealing with white colonial internees in German East Africa, the treatment of prisoners of war in Europe, and the recruitment of India’s ‘primitive’ peoples for service in labour units. The final section of the volume considers the scale and broad scope of the violence unleashed during the First World War. Chapters on the continuation of German naval war culture after the conflict, the shaping of personal narratives of the war in the Ottoman Empire, and anti-alien violence among veterans in Canada serve to reinforce the extent to which the conflict affected wider aspects of twentieth-century history around the globe. Other Combatants, Other Fronts sheds light on the diverse experiences of neutral and belligerent states, and their combatants and civilians, during the tumultuous events of 1914-18. This brings to the fore the extent to which the mechanisms of conflict developed during the struggle had a truly global reach, and the impact this has had ever since in defining modern conflict. The collection reinforces the notion that although the First World War was a vast and often bewildering industrial conflict, it was ultimately a very human phenomenon.
