Book excerpt: The research project CuveWaters developed and implemented adapted technologies and accompanying measures to support the national process towards an Integrated Water Resources Management (IWRM). The aim is to give people in the Cuvelai-Etosha Basin reliable access to clean water over the long term, thus enhancing their livelihood and health, and to create job opportunities. IWRM relies on solutions that use various sources, types and qualities of water for different purposes. CuveWaters implemented pilot plants for rain- and floodwater harvesting, groundwater desalination, as well as facilities for sanitation and water reuse. Technical components of the project were framed by societal and scientific components. Integrated Water Resources Management in Water-scarce Regions provides a comprehensive view on the complexity and interconnectedness of findings and conclusions regarding the principle strategic approach within the CuveWaters project’s concept. The book aims to present the work of technical, social and natural scientists but also of media professionals: It gives thematically focussed details on the three technology-based solutions which go beyond mere technical considerations and embed this into the overarching process towards IWRM in Namibia. Finally, it critically addresses lessons learnt and limits of projects in the context of research for implementation. The first chapter paints the backdrop of the water scarcity problem, reviewing historical approaches from the 1992 Earth Summit in Rio de Janeiro to the Johannesburg World Summit on Sustainable Development (2002) to the United Nations Rio+20 Conference on Sustainable Development (2012), and recapping principles and agreements reached during and after these conferences. Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia’s efforts to ensure management of scarce water. Book excerpt: In the context of recent legal developments in Namibia promoting the common based management of water resources, the main focus of the project underlying this paper was to gain a detailed impression of how the rural communities in the country were dealing with the development of institutional arrangements for the water access and usage. Based on an anthropological fieldwork this paper aims to describe and to analyse the conflict over water a rural community in North-West Namibia is confronted with. From a theoretical perspective, the objective of this paper is to analyse the role of power in the development of institutions by means of Knight's (1992) bargaining theory of institutional development. This paper concludes that the case study provides important evidence that the development of institutions at the local level can be the by-product of a strategic conflict and not the result of the users' attempts to achieve collective goals, as frequently assumed by the mainstream communal natural resource management theory.

It is part of a unique landscape, which has formed under extreme conditions. Highly specialized, often endemic species were able to emerge. This study sets forth to consider in detail some of its unique features. The Topnaar (≠Aonin) are an indigenous population living along the Kuiseb for centuries that has managed to practice agriculture in this very barren and hyper-arid landscape mainly by cultivating native, endemic plants. To emphasize this, the Ecosystem services model (MA [Millenium Ecosystem Assessment], 2005) was applied to identify and classify the ecosystem services offerd by the Kuiseb River. The study will also take a look at Namibias community-based natural resource management (CBNRM) which is one of the longest established payment for ecosystem services scheme of the world. Moreover, the Kuiseb Basin Management Committee (KBMC) will be considered, which strives to provide efficient and equitable access to water and sustainable use of related resources in the Kuiseb River basin.
