Book excerpt: Following France’s crushing defeat in June 1940, the Nazis moved forward with plans to reorganize a European continent now largely under Hitler’s heel. While Germany’s military power would set the agenda, several among the Nazi elite argued that permanent German hegemony required something more: a pan-European cultural empire that would crown Hitler’s wartime conquests. At a time when the postwar European project is under strain, Benjamin G. Martin brings into focus a neglected aspect of Axis geopolitics, charting the rise and fall of Nazi-fascist “soft power” in the form of a nationalist and anti-Semitic new ordering of European culture. As early as 1934, the Nazis began taking steps to bring European culture into alignment with their ideological aims. In cooperation and competition with Italy’s fascists, they courted filmmakers, writers, and composers from across the continent. New institutions such as the International Film Chamber, the European Writers Union, and the Permanent Council of composers forged a continental bloc opposed to the “degenerate” cosmopolitan modernism that held sway in the arts. In its place they envisioned a Europe of nations, one that exalted traditionalism, anti-Semitism, and the Volk. Such a vision held powerful appeal for conservative intellectuals who saw a European civilization in decline, threatened by American commercialism and Soviet Bolshevism. Taking readers to film screenings, concerts, and banquets where artists from Norway to Bulgaria lent their prestige to Goebbels’s vision, Martin follows the Nazi-fascist project to its disastrous conclusion, examining the internal contradictions and sectarian rivalries that doomed it to failure.

While seminal attempts to recover middlebrow culture came from literary critics and historians, middlebrow studies is now a burgeoning field within musicology. As the first essay collection on this topic, this handbook has two aims: first, it seeks to explore the middlebrow as a historical phenomenon, excavating the kinds of critical writings, marketing practices, and compositional styles with which it was associated. By reanimating a range of musical practices and products--from symphonic concerts to Broadway musicals, opera criticism to rock journalism, and modern jazz to pop-rock--the contributors investigate how artists, critics, and audiences breached the divide from both above and below. In the process, the handbook chapters push the boundaries of middlebrow studies and demonstrate the category's relevance outside of the mid-twentieth-century Anglophone world by delving into the nineteenth century, interrogating the present day, and looking to Germany, Russia, and beyond. The handbook's second aim is to complicate the disciplinary divisions that have flowed from the entrenched oppositions between high and low genres. Breaking new ground by bringing together scholars of classical and popular music, these chapters trace common middlebrow themes across traditional disciplinary boundaries. Across this broad vista, contributors account for the kinds of syntheses, overlaps, and juxtapositions that made the cultural middle such a richly textured and endlessly contested terrain.

Book excerpt: In the course of the last two decades, collective management organizations (CMOs) have become the nerve centres of copyright licensing in virtually every country. Their expertise and knowledge of copyright law and management have proven essential to make copyright work in the digital age. However, they have also been at the centre of debates about their efficiency, their transparency and their governance. This book, an extensively revised and updated edition of the major work on the legal status of CMOs, offers an in-depth analysis of the various operating CMO models, their rights and obligations vis-à-vis both users and members, acquisition of legal authority to license, and (most important) the rights to license digital uses of protected material and build (or improve current) information systems to deal with ever more complex rights management and licensing tasks. All the chapters have been updated since the 2010 edition. New chapters on Africa, China, Central Europe and New Zealand (together with Australia, which is no longer discussed in the separate chapter on Canada) have been added. Factors considered include the following: • role of 'families' such as the International Confederation of Societies of Authors and Composers (CISAC) and the International Federation of Reproduction Rights Organizations (IFRRO); • cases where the unavailability of adequating options makes authorized use difficult or impossible taking transaction costs into account; • growing importance of extended repertoire systems (also known as extended collective licensing); • relationship among collective management, rights to remuneration, and the ways in which CMOs acquire authority to license; • transnational licensing and the possible role of multi-territorial licensing; and • threat of monopolies or regional oligopolies for the management of online music rights. Legal underpinnings covered in the course of the analysis include the 1996 WIPO Copyright Treaties, the US Digital Millennium Copyright Act, the Napster case, the Santiago Agreement, relevant EU Papers and the 2014 Copyright Directive, and work done by the UN Committee on Economic, Social and Cultural Rights. Part I presents a number of horizontal issues that affect collective management in almost every country. Part II is divided on a geographical basis, focusing on systems representative of the principal models applied in various countries and regions. Each country specific or region-specific chapter provides a historical overview and a presentation of existing CMOs and their activities, gives financial information where available, describes how CMOs are supervised or controlled by legislation, and offers thoughts about the challenges facing CMOs in the country or region concerned. Many of these national and regional commentaries are the only such information sources available in English. Whatever the future of copyright holds, it is clear that users will continue to want access and the ability to reuse material lawfully, and authors and other rights holders will want to ensure that they can put some reasonable limits on those uses, including an ability to monetize commercially relevant uses. CMOs are sure to be critical intermediaries in this process. The second edition of this important resource, with its key insights into the changing nature of collective management, will be of immeasurable value to all concerned with shaping policy towards collective management or working with the ever more complex legal issues arising in digital age copyright matters.

Asking such fundamental questions as how singers managed to memorize such an enormous amount of music and how music composed in the mind rather than in writing affected musical style, Anna Maria Busse Berger explores the impact of the art of memory on the composition and transmission of medieval music. Her fresh, innovative study shows that although writing allowed composers to work out pieces in the mind, it did not make memorization redundant but allowed for new ways to commit material to memory. Since some of the polyphonic music from the twelfth century and later was written down, scholars have long assumed that it was all composed and transmitted in written form. Our understanding of medieval music has been profoundly shaped by German philologists from the beginning of the last century who approached medieval music as if it were no different from music of the nineteenth century. But Medieval Music and the Art of Memory deftly demonstrates that the fact that a piece was written down does not necessarily mean that it was conceived and transmitted in writing. Busse Berger's new model, one that emphasizes the interplay of literate and oral composition and transmission, deepens and enriches current understandings of medieval music and opens the field for fresh interpretations.

Participatory music making in the community, or community music, has so far received little attention in theory or practice. This thesis constitutes the first in-depth analysis of the development of community music in Germany, conducted using empirical data and literature analysis. The development of the Munich Community Music Action Research Group is highlighted as an example of the potential of community music in the German context. The research shows that the context-specific development of a framework for community music in Germany, within the community music spirit of participation reflected in the action research methodology, gives voice to and connects community musicians, and has contributed considerably to the development of community music theory and practice, not only in Munich, but across Germany. Alicia de Bánffy-Hall arbeitet seit 15 Jahren europaweit als Community Musician in Forschung und Praxis. Projekte u.a. mit Orchestern, Museen, Schulen, Gemeindezentren und freie Projekte. Seit 2016 ist sie an der katholischen Universität Eichstätt-Ingolstadt am MA inklusive Musikpädagogik/Community Music tätig. Seit 2018 Mitglied des Editorial Boards des International Journal of Community Music. Alicia de Bánffy-Hall has worked in community music practice and research for over 15 years: with community centres, nurseries, schools, and arts organisations.
