Book excerpt: Excerpt from Collection and Disposal of Municipal Refuse The recent development in America started in 1887, by the American Public Health Association, with the appointment of a Committee on Garbage Disposal, of which Dr. Kilvington was Chairman. In 1888, this Committee reported on the Destruction of Organic Refuse by fire. In 1889, a report was presented favoring both reduction and incineration as the promising methods of future garbage disposal. In 1894, Rudolph Hering was appointed Chairman, elaborate statistics were collected from more than a hundred cities, and in 1897 a report was made on the collection and disposal of waste matter in many of these cities, with general conclusions regarding the entire problem. A great diversity of opinion was observed regarding the proper methods to be pursued. The Committee also studied the English experiences and the very complete, instructive, and valuable experiments just then being conducted in Hamburg and Berlin, and presented conclusions which endeavored to place the whole subject on a scientific foundation. The sanitary aspect was given the first and the financial aspect the second place in all recommendations. It was pointed out that a proper solution for any city or town would require a knowledge of the quantity, character, and composition of the refuse, and also of the local conditions controlling the several parts of the problem. The fingers close upon some invisible food, the hand is withdrawn and the door closed. Later, when we may not be looking, and when this low form of life has been fed, the door will be opened and the wastage thrown out, because the creature obeys the ancient, primal' instinct - to be clean. A city obeys the same instinct, and the greatest problem now be fore the American people is municipal cleanliness. The wastage of every city must be disposed of every day, or the people perish. Now the key to cleanliness is not a broom - but fire because heat is the great transformer. Dirt has been described as matter out of place. A better definition is matter in the wrong form. The only way to keep a city clean is to transform its poisonous dirt into innocent ash. This has long been known, for the people of ancient cities had their sanitary burning places, where, with purifying fires, they tried in some crude way to ward off plagues and pestilence. We know today that modern science and engineering skill have made it possible to transform a valueless menace to life and health into safe and useful materials, having a real commercial value. It is to this important subject the following pages are devoted and the reader is invited to examine all that here follows because it is believed that the facts here presented are correctly presented, and the deductions based upon them will be found to be borne out by practical experience upon a commercial scale. Two facts stand out in the following pages with convincing clear ness - the safe and rapid destruction of waste material of all kinds is a question of temperature, and the work itself can be done at a profit. Everything burns at some temperature. Five pounds of wet kitchen refuse thrown into the cook stove will put out the fire. Five thou sand pounds thrown into a regenerative destructor will part with its water in a few moments, and then burn rapidly and be speedily transformed into harmless ash. It is purely a question of the rightfurnace and temperature, and what is true of kitchen waste is equally true of every form of wastage from mill, store, house, hotel or hospital. Book excerpt: Excerpt from Refuse Disposal and Power Production It is common in these days to find the commercial aspect too prominent; with the desire for sanitary improvement there is an overbearing anxiety on the part of the layman to know whether such improvements will pay - or commercially Speaking - show a profit. If the councillor is assured that the only benefit accruing will be a lower death rate, his sanitary zeal sometimes does not last long. If a sweeping sanitary reform is calculated to add a few pence to the rates, the erstwhile rabid sanitarian decides that the Council rate must be kept down, even if the death rate has to go up. It is indeed regrettable to think that this attitude may be largely attributed to the striking success achieved in some towns where Destructors have been employed in connexion with Sewage or Electricity Works; in the case of the former often saving the entire coal bill, and in the latter case materially reducing the same. The layman too often fails to appreciate the difference between two towns, being possessed of the notion that what has been done in the case of (a) is equally possible in the case of (b) if it is not, then he at once exerts his influence against the introduction of a Destructor. It will be very evident that this is very mischievous, inasmuch as the Destructor does not appeal to a man of this type as a Destructor - a sanitary sine qua non, but as a profitable under taking commercially speaking, and so we find that in some towns where it is not possible to combine a Destructor with an Electricity Works, Sewage Works, or Water Works, the introduction of the Destructor is resisted, or at any rate, left severely alone, until it cannot be neglected any longer. N ot-withstanding the splendid progress already made in this country, much yet remains to be done. It is, moreover, becoming increasingly evident that every shifty method of getting rid of filth will have to be abandoned, and that destruction by fire will, in course of time, become universal. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in our edition. We do, however, repair the vast majority of imperfections successfully; any imperfections that remain are intentionally left to preserve the state of such historical works.
