Since the emergence of the Chinese consti tutional movement at the end of the nineteenth century, political institutions in China have undergone constant changes. The first four chapters treat of constitutional development and government systems from the latter part of the Ch'ing dynasty to the re-unification of China by the Nationalist Party in 1928. The other eight chapters deal with the policies, programs, and institutions of the Nationalist and Commu nist governments up to 1962. While treatises on various subjects have been consulted, the sources of this book are chiefly based on the official documents from the collections as indicated in the bibliography. Materials in the first few chapters are partly drawn from my previous works on government and politics in China. Because of the immense scope of the subject and the intricacy of the problems involved, this work is not intended to be exhaustive, but is rather a brief description and discussion of each topic under consideration. As there are many valuable works on China in general as well as on her history and inter national relations, I have tried not to cover what has already been dealt with by others. In my presentation of facts and views, I have endeavored to be as objective as possible, personal political convictions notwithstanding.

Book excerpt: When the Chinese Nationalist Party nominally reunified the country in 1928, Chiang Kai-shek and other party leaders insisted that Nanjing was better suited than Beijing to serve as its capital. For the next decade, until the Japanese invasion in 1937, Nanjing was the “model capital” of Nationalist China, the center of not just a new regime, but also a new modern outlook in a China destined to reclaim its place at the forefront of nations. Interesting parallels between China’s recent rise under the Post-Mao Chinese Communist Party and the Nationalist era have brought increasing scholarly attention to the Nanjing Decade (1927–1937); however, study of Nanjing itself has been neglected. Charles Musgrove brings the city back into the discussion of China’s modern development, focusing on how it was transformed from a factional capital with only regional influence into a symbol of nationhood—a city where newly forming ideals of citizenship were celebrated and contested on its streets and at its monuments. China’s Contested Capital investigates the development of the model capital from multiple perspectives. It explores the ideological underpinnings of the project by looking at the divisive debates surrounding the new capital’s establishment as well as the ideological discourse of Sun Yat-Sen used to legitimize it. In terms of the actual building of the city, it provides an analysis of both the scientific methodology adopted to plan it and the aesthetic experiments employed to construct it. Finally, it examines the political and social life of the city, looking at not only the reinvented traditions that gave official spaces a sacred air but also the ways that people actually used streets and monuments, including the Sun Yat-Sen Mausoleum, to pursue their own interests, often in defiance of Nationalist repression. Contrary to the conventional story of incompetence and failure, Musgrove shows that there was more to Nationalist Party nation-building than simply “paper plans” that never came to fruition. He argues rather that the model capital essentially legitimized a new form of state power embodied in new symbolic systems that the Communist Party was able to tap into after defeating the Nationalists in 1949. At the same time, the book makes the case that, although it was unintended by party planners who promoted single-party rule, Nanjing’s legitimacy was also a product of protests and contestation, which the party-state only partially succeeded in channeling for its own ends. China’s Contested Capital is an important contribution to the literature on twentieth-century Chinese urban history and the social and political history of one of China’s key cities during the Republican period.

With newly available archival material, internal circulars, memoirs, interviews, and site visits, the book explores the fascinating world of mass media, book publishing, education, religion, parks, museums, and architecture during the formative years of the republic. When the Communists assumed power in 1949, they projected themselves as not only military victors but also as peace restorers and cultural protectors. Believing that they needed to manage culture in every arena, they created an interlocking system of agencies and regulations that was supervised at the center. Documents show, however, that there was internal conflict. Censors, introduced early at the Beijing Daily, operated under the “twofold leadership” of municipal-level editors but with final authorization from the Communist Party Propaganda Department. Politics of Control looks behind the office doors, where the ideological split between Party chairman Mao Zedong and head of state Liu Shaoqi made pragmatic editors bite their pencil erasers and hope for the best. Book publishing followed a similar multi-tier system, preventing undesirable texts from getting into the hands of the public. In addition to designing a plan to nurture a new generation of Chinese revolutionaries, the party-state developed community centers that served as cultural propaganda stations. New urban parks were used to stage political rallies for major campaigns and public trials where threatening sects could be attacked. A fascinating part of the story is the way in which architecture and museums were used to promote ethnic unity under the Chinese party-state umbrella. Besides revealing how interlocking systems resulted in a pervasive method of control, Politics of Control also examines how this system was influenced by the Soviet Union and how, nevertheless, Chinese nationalism always took precedence. Chang-tai Hung convincingly argues that the PRC’s formative period defined the nature of the Communist regime and its future development. The methods of cultural control have changed over time, but many continue to have relevance today.

Despite the conservatism of the right wing in the Kuomintang party dictatorship, this Nanking decade saw many promising beginnings. American missionaries--the largest group of Westerners in the Chinese hinterland--often took the initiative locally, and some rallied to support of China's first modern-minded government. They assisted both in rural reconstruction programs and in efforts of at ideological reform. Thomson analyzes the work of the National Christian Council in an area of Kiangsi province recently recovered from Communist rule. He also traces the deepening involvement of missionaries and the Chinese Christian Church in the "New Life Movement," sponsored by Chiang Kai-shek. Unhappily aware of the sharpening polarization of Chinese politics, these American reformers struggled in vain to steer clear of too close an identification with the ruling party. Yet they found themselves increasingly identified with the Nanking regime and their reform efforts obstructed by its disinclination or inability to revolutionize the Chinese countryside. In this way, American reformers in Nationalist China were forerunners of subsequent American attempts, under government sponsorship, to find a middle path between revolution and reaction in other situations of national upheaval.
